Job Description:

CHILD SAFEGUARDING: (select only one)

This post requires direct interaction with children.

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The central role of this middle management level position is to assist Program/Project Manager on the implementation of GIZ project in the province. She/he is responsible to supervise the work of Education trainers and work closely with district government authorities, local Shuras and ensure that the program is implemented in high quality standard and on best interest of children.

SCOPE OF ROLE:

Reports to: Education manager

Staff reporting to this post: Education trainers  

Budget Responsibilities: (Works closely with project manager on budget phasing, expenditure tracking and review of BVA)

Role Dimensions(works closely with other Education projects, MEAL, Support units and externally leads the coordination and representation at district level forums)

Key Accountabilities

Program implementation and support:

  • Assist Program/Project manager in establishing appropriate systems/ mechanism to implement the GIZ program.
  • Assistant the project manager in development of monthly plans, review of progress, DIP tracking and budget expenditure and prepare bi-weekly and monthly reports.
  • Organize and lead participatory workshops and trainings for CBE teachers, official stakeholders and community shuras.
  • Collect regular program progress data, analysis and share with project manager for timely decision making.
  • Conduct regular field visits and monitoring from the ongoing training, CBE classes, targeted schools and ensure the quality implementation of planned activities on the ground.
  • Support the project management in carrying out capacity need assessment and capacity development planning for education.
  • Supervise the Education team on the field and provide timely on the job technical and capacity building support.

Staff Management:

  • Ensure that the poject team have objectives and regular performance reviews with constructive feedback, carry out staff capacity assessment.
  • Ensure supervisees have adequate support, D2P, timesheets, measurable objectives, on-going feedback, periodic reviews and fair and unbiased evaluations.
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans
  • Ensure project management approaches following SCI standards and ethical principle.

Documentation and Reporting:

  • Prepare quality monthly, quarterly and submit to project manager
  • Prepare monthly and quarterly reports in local languages for sectoral department
  • Maintain strong soft and hard filing system for program and update the program profile.

Coordination and representation:

  • Establish links among communities, formal schools, PTA, and local stakeholders to maintain and strengthen good relationship for better implementation of the project interventions.
  • Participation in the external district level education meetings and represent the GIZz program in a well manner.
  • Participate in the Provincial Government meetings, meeting with school officials, local shuras.

Monitoring:

  • Conduct regular field visits and share findings and feedback for improvement with project team, MEAL unit and program management for decision making
  • Provide support for implementation of planned assessments, studies and research in the project and take lead at provincial level from program side.
  • Take active part with project manager in regular review of MEAL plan, log frame, IPTT and program data profile to ensure the program is on track in line with key planned indicators and objectives.

Child Safeguarding

  • Support the project staff, so that they comply with all relevant Save the Children policies and procedures regarding child protection and child safeguarding, for the maximum protection of children.

Implement the project interventions and apply the knowledge in a way to Do Not Harm children.

Job Requirements:

QUALIFICATIONS:  

  • Holing a bachelor’s degree in field of education or social science field
  • At least 3 years of work experience in the implementation of Education programs/projects preferably with International NGOs.
  • Very good spoken and written Dari, Pashto and English
  • Able to travel to the districts (80% of time in the field)
  • Good working skills on computer i.e. Microsoft office (word, excel, power point).
  • Good communication, presentational and inter personal relation skills.
  • Ability to work independently in the field.
  • A good team player & problem solver.
  • Excellent in report writing (progress report) and in understanding the format.

EXPERIENCE AND SKILLS

Essential

  • Bachelor’s degree in the field of education/social science
  • At least 3 years’ experience in work focusing on children’s rights and Education issues.
  • Excellent interpersonal and communication skills.
  • Intermediate level English language command both spoken and written

Desirable

  • Knowledge of child rights and child-youth resilience is an advantage.
  • Should be able to work independently and be a strong team member, be patient, adaptable, flexible, and able to improvise and work in stressful atmosphere and respects Afghan culture.
  • Experience of translating materials from English to Dari and Pashtu
  • Experience in child participation and community participation

The duties and responsibilities set out above are not exhaustive and the post holder may be required to carry out additional duties from time to time which are reasonable in relation to their level of skills and experience.

In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.
