INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs) and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado) and Afar regions, as well as its country office (CO) in Addis Ababa.
OVERALL PURPOSE OF THE ROLE:
In June 2024 DRC will launch a humanitarian mine action programme, initially composed of NTS and explosive ordnance risk education (EORE) in Northwest and Central Zone in Tigray, Ethiopia. DRC is therefore looking for a dedicated NTS/EORE Manager to support the launch and implementation of a new project beginning in June.
The Non-Technical Survey (NTS)/Explosive Ordnance Risk Education (EORE) Manager is responsible for the overall planning, implementation, quality, and monitoring of all NTS/EORE activities in country. The NTS/EORE Manager provides continuous technical advice to teams under his/her responsibility in order to develop the capacity and technical knowledge of national mine action staff to ensure correct and safe implementation of activities according to standard operating procedures (SOPs), and so that sustainable technical capacity is developed within the country programme.
Responsibilities and Tasks:
Staff management & supervision:
Plan and recruit NTS and EORE teams as per project requirements
Design and deliver training for NTS and EORE staff and oversee accreditation of teams, design and deliver training to partners as required
Conduct periodic refresher training for NTS and EORE staff and ensure the skills of teams are according to applicable internal and international standards
Mentor, manage, monitor and supervise the teams under your responsibility, ensuring that they carry out their duties safely and in accordance with SOPs
Ensure that teams have the necessary materials and other equipment to carry out the designated activities
Planning, monitoring & quality management:
Initiate, plan and coordinate NTS/EORE in targeted communities
Coordinate and lead needs’ assessment, baseline surveys and data collection in the field, including impact surveys
Analyze data on contamination collected by the survey teams and provide reports on hazardous areas
Conduct regular Quality Assurance of the NTS and EORE teams
Monitor and analyze productivity and report to the Operations Manager with recommendations for improvement as required
Ensure that priorities set by the programme are met, and the requirements of the donors and beneficiaries are taken into consideration through operational tasking
Act as budget manager for the NTS/EORE project components
Coordination:
Liaise with local authorities, community leaders, and stakeholders to ensure the smooth implementation and acceptance of the NTS/EORE activities
Maintain good communication with partner organizations
Maintain good relationships and communication with other mine action organisations in the area including those involved in survey, marking and clearance to ensure good coordination and shared knowledge
Reporting:
Prepare weekly/monthly/quarterly work plans
Prepare weekly/monthly/quarterly operational reports
Contribute to donor reports and new project proposal and budgets as required

Experience and technical competencies: (include years of experience)
Minimum 5 years’ experience in NTS and EORE within humanitarian mine action programmes
Minimum IMAS EOD level 2 qualified
Excellent working knowledge of International Mine Action Standards and experience in drafting standard operating procedures
Excellent knowledge of non-technical survey and community support activities
Knowledge of mines and ERW encountered in country and understanding of military operations
Good knowledge of clearance methodologies and equipment utilized in demining operations, experience planning and implementing clearance operations is an asset
Proven experience and knowledge of information management and analysis (Garmin BaseCamp, GIS…)
Good writing skills in reporting and proposal development
Experience working in Ethiopia or Horn of Africa/East Africa Region
Ability to work away from home within remote environments for extended periods of time
Well organized, proactive, flexible and trustworthy
Excellent communication and interpersonal skills
Computer literate
EDUCATION: (include certificates, licenses, etc.)
BA/MA in related fields
LANGUAGE: (indicate fluency level)
