Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been shattered by conflict and disaster survive, recover, and reclaim their futures. Since 1996, IRC-DRC has been responding to the humanitarian and development needs of Congolese and refugee populations in the DRC, while working to promote their rights and strengthen their health, security, economic well-being, education, and decision-making power. Currently, IRC works in the areas of health (including sexual and reproductive health), nutrition, water, hygiene, and sanitation (WASH), child and women’s protection, good governance and conflict management, education, and economic recovery and development.
As part of the continuity of the “Emergency response in Heath and protection for crisis-affected people in the North-East of DRC” project funded by the US State Department and implemented in the provinces of North Kivu and Ituri, IRC intends to continue to respond to the essential health and protection needs of women, girls and children under five, through integrated mobile teams. These teams will be mobilized to support health structures and grassroots community organizations for displaced or returned people in the different areas targeted by the project following alerts shared by OCHA.
Under the supervision of the Project Coordinator, the nurse supervisor supports the implementation of primary health care activities in the health areas of the health zones of the intervention areas in accordance with the national policy and the project guidelines “Emergency response in Heath and protection for crisis-affected people in the North-East of DRC” funded by the US State Department.
He/She will supervise the health center teams in organizing services to provide a technical platform for quality care including curative, preventive and promotional care. He/She will have to contribute to improving access to PHC for populations in difficult situations.
The PHC Nurse Supervisor will work closely with the other members of the project response team.
KEY RESPONSIBILITIES
- Ensure qualitative monitoring of the care of project beneficiaries (children under 5 years old and pregnant and breastfeeding women) at the level of the CSs in the intervention health areas:
- Monthly assess the quality of care for children under 5 and pregnant women (curative, CPN, childbirth, CPoN, vaccination, etc.) and support the development of an action plan specific to each supported health structure;
- Carry out activity monitoring missions and training supervisions (in collaboration with the respective ECZS) of the supported CSs in order to ensure compliance with health standards;
- Support PEV agents of the CS in the implementation of advanced strategies (qualitative monitoring, support and reporting);
- Ensure the implementation and compliance with universal precautions of supported CSs;
- Ensure the implementation of minimum emergency reproductive health measures in supported health facilities;
- Ensure that the referral system between the different levels of support is understood and respected;
- Ensure that care is effectively free for the benefit of the direct beneficiaries of the project;
Take an active part in the preparation, distribution and monitoring of medical donations; - Ensure the proper use of medical equipment and materials provided by the project at the CS level;
- Support health structures in calculating the average monthly consumption of medicines;
- Carry out drug management audits and share action points for improving the input management system;
- Share daily the various problems encountered on the supported structures with the project coordination team;
- Collaborate with other stakeholders involved in the health sector in the intervention area;
- Collaborate with the health zone management team in carrying out project activities.
Monitoring and referencing
- In support of the team leader, assess the quality of referrals from obstetric, surgical, medical and pediatric emergencies to CSRs and HGRs;
- Evaluate the quality of care and the factors for repurchasing services, compliance with therapeutic protocols, all relating to cases in the area of therapeutic relentlessness;
- Actively participate in project reporting
- Write all monitoring and/or supervision mission reports and forward them to the coordination team;
- Participate in the drafting of weekly and monthly activity reports as well as in the completion of internal project tools (database, etc.);
- Update the project database (SNIS data, epidemiological surveillance and EPI) in collaboration with IT and transmit it monthly to the Health Manager and the Deputy Project Manager;
- Participate in internal and external meetings on project activities;
- Carry out any other tasks at the request of his/her hierarchical and/or functional supervisor.
Minimum Qualifications:
- Be an A1 or A0 Nurse with at least 4 years of experience in primary health care;
- Have at least one proven professional experience with at least 3 years in the humanitarian field or with NGOs;
- Having worked as a Supervisory Nurse in the Health Zone is an ASSET;
- Have worked as a Registered Nurse in a health center;
- Strong planning, organizational and communication skills;
- Have a good command of healthcare flowcharts;
- Have received training in PCIMA-RDC;
- Have received training in SONUB; knowledge of the minimum emergency system;
- Be a good trainer;
- Excellent level of written and oral French and Swahili;
- Have a sense of organization and precision;
- Be able to take initiatives relevant to the program as needed;
- Be available to travel to the areas targeted for services;
- Ability to work under pressure and live in difficult conditions;
- High resistance to stress and ability to work at a high pace corresponding to emergencies;
- Perform other tasks relevant to the health program requested by his/her supervisor other than those described in this job description.

In order to support women, IRC offers special conditions to women by paying 14 weeks of maternity leave at 100%. Until the child’s first birthday, the mother is entitled to a maximum of two hours per working day for breastfeeding. This rest period is paid and counted as working time.
