The International Rescue Committee is a leading provider of humanitarian assistance, early recovery, and development in the Republic of Burundi. The IRC began working in the Republic of Burundi in 1996 to address the humanitarian needs of crisis-affected populations, including refugees. Currently, the IRC works in the areas of governance and community reconstruction, integrated protection, and economic well-being or recovery.
The IRC, with the support of the European Union, will implement a consortium with SAD, AFRABU and Jrs a project aimed at providing a holistic response enabling refugees and other vulnerable people in the host community to access multi-sectoral assistance in a safe and equitable manner, while reducing the use of negative coping mechanisms. This 24-month project aims to reintegrate refugees by improving access to livelihoods and promoting social cohesion that promotes stabilization .
Job Description:
The ERD officer will work under the direct supervision of the project manager in close collaboration with the Economic Development and Recovery coordinator.
The main objective of the ERD officer position is to contribute to the planning, implementation, monitoring and evaluation of the activities of the economic component of the Umwizero project. He/She will also be responsible, on the one hand, for the establishment of village savings and credit associations (VSLAs) and the application of the Economic and Social Empowerment (EA$E) approach, and on the other hand, for supporting income-generating activities for refugees and other members of the host community. This, for the conduct of economic activities. He/She will work in collaboration with the appropriate state authorities, civil society organizations and farmers’ associations/cooperatives , the Musenyi refugee site authorities and the Cishemere transit center for the implementation of the activities of the economic component of the project.
Main responsibilities:
Establishment and/or revitalization of village savings and credit associations ( VSLAs) and the application of the Economic and Social Empowerment (EA$E) approach :
- Actively supervise ERD assistants to ensure that beneficiaries are selected and registered in accordance with defined targeting criteria and standard operating procedures;
- Work with other partners to ensure that vulnerable returnee cases are prioritized;
- Support mobile data collection activities at program sites;
- Collaborate with ERD assistants to integrate program objectives and achieve proposed targets;
- Develop, in collaboration with the AVEC promoting partner, detailed work plans for the establishment and development of village savings and credit associations in the target communities;
- Ensure regular collection of the AVEC database with the support of the implementing partner;
- Plan and organize, with the support of the ERD Economic Recovery and Development Manager, training sessions for AVEC committees on the business creation and entrepreneur training module (CEFE);
- Provide technical support to AVEC promoters in target communities by ensuring quality control of EA$E activities;
- Manage the EA$E tracking system and ensure that tools are used appropriately and that data is recorded and analyzed within the planned timeframes;
- Facilitate the connection of AVECs to formal financial institutions;
- Conduct regular supervisory visits to target communities.
Support for entrepreneurs including youth groups in marketing:
- Work with ERD/Agricultural Assistants to provide technical support to associations/groups of returnee entrepreneurs to integrate projects that support entrepreneurship;
- Support the development of income-generating activities for returnees from Tanzania and the Democratic Republic of Congo;
- Ensure the implementation, monitoring and evaluation of conditional cash transfer programming activities;
- Provide technical support to ERD Assistants to work with entrepreneurs by promoting activities geared towards supporting agricultural value chains and environmental protection;
- Plan and organize, with the support of the Economic Recovery and Development Manager and the Partnership Manager, training sessions for associations/groups of entrepreneurs, according to the IRC’s “Learn to Win: L2E” approach;
- Sustainably connect entrepreneurs to financial institutions and monitor the implementation of income-generating activities of returnees;
- Facilitate the participation of returnee entrepreneurs and other members of the host community in events that can facilitate their connection to mainstream and local markets;
Human resources management:
- Provide direct supervision of ERD/Agricultural Assistants, of the Umwizero project;
- Conduct the performance review of staff under supervision and ensure management of the performance cycle;
- Participate in the identification of training needs and training opportunities for staff;
- Contribute to building the program team by promoting team spirit and strengthening cohesion among assistants and community facilitators.
General

QUALIFICATIONS :
- Hold a university degree in rural economics, rural development, financial sciences and/or any other related science;
- Have at least 2 years of experience in implementing economic activities with communities;
- Have worked at least two years with a humanitarian and/or development organization;
- Ability to communicate and develop good working relationships with other IRC agents.
- Good speaking and writing skills in French, and knowledge of English;
- Ability to work in a team and with less supervision;
- Have knowledge of software: Word, Excel, Outlook, Power point, etc.
- Have the ability to withstand stress and work under pressure and in difficult conditions;
- Strictly adhere to IRC’s Child and Adult Safeguarding Policy and all other policies, including those relating to security and fraud prevention;
- Commit to respecting and implementing IRC’s Safeguarding policies.
