Main responsibilities:
Technical Quality and Program Development Responsibilities
- Ensure compliance with the strategy, tools, manuals, guidelines, and standards of the Economic Recovery and Development Program.
- Implement livelihood activities and cash-based transfers in response to emergencies and other response scenarios.
- Develop methodologies, tools, and processes for implementing employability projects, small business development, and financial inclusion projects, including Savings Groups and access to financial services and products.
- Ensure proper management of databases on financial support provided to participants (transportation, refreshments, seed capital).
- Monitor and follow up on the fulfillment of programmatic activities.
- Coordinate the team of assistants and auxiliaries in charge.
- Guarantee high standards of quality and innovation.
- Participate in training activities according to the schedule coordinated with the senior officer.
- Lead the implementation of pilots or validations of methodologies proposed by IRC and/or key stakeholders within the ERD program.
- Participate in market analysis and contribute to strengthening market systems.
- Promote interdepartmental collaboration to ensure effective and consistent implementation of activities.
- Evaluate and report the impact of implemented activities to continuously improve programs.
- Develop and maintain relationships with key stakeholders and strategic partners to strengthen the network of support and available resources.
Project Planning and Oversight Responsibilities
- Prepare and update work plans in accordance with project goals.
- Lead targeting, profiling, and enrollment sessions so that clients receive financial assistance, in close coordination with the senior ERD officer.
- Develop a seed capital distribution schedule in line with the project’s goals and the donor’s agreement.
- Promptly report alerts that may affect or delay implementation.
- Identify potential risks to implementation and propose mitigation actions.
- Coordinate with supply, finance, and grants staff to ensure that program activities and expenses are aligned with the implementation plan.
- Lead the team’s field operations; report any security incidents to the focal points in each territory and to Human Resources, if necessary.
- Prepare narrative reports on grant activities and achievements, according to agreed timelines.
Human Resources Management Responsibilities
- Supervise and lead fieldwork to meet objectives, results, and goals within established deadlines.
- Plan, coordinate, and supervise work plans and staff training and development activities.
- Establish clear goals and expectations for the team, providing regular, positive, and constructive feedback to direct reports.
- Maintain open and professional relationships with team members.
- Ensure timely delivery of requested information to the team.
Monitoring, Evaluation and Learning Responsibilities
- Support monitoring and follow-up activities to improve user experience and evaluate project results.
- Conduct monitoring visits to assess progress, identify implementation issues, and provide solutions as needed.
- Provide input for the construction of infographics.
- Provide input and support the timely response to complaints, following up on their proper resolution.
- Lead the preparation of the monthly report, ensuring its delivery with quality and timeliness.
Coordination and Representation Responsibilities
- Coordinate IRC’s work at the local level, seeking avenues for partnership, collaboration, and coordination of activities that ensure the project’s sustainability.
- Participate in assigned working groups to promote employment, disseminate program successes, analyze implementation challenges, and share best practices, including topics related to entrepreneurship and financial inclusion.
- Undertake and participate in liaison, coordination, and information exchange activities with national NGOs, international organizations, donors, and governments.
Minimum Qualifications:
Job Requirements:
Education: Universitydegree ininternational relationseconomics,engineering,socialscienceshuman rights or related field.
Work experience :
- Minimum experience of (2) years of work experience in implementing livelihood projects and/or delivering cash transfers in humanitarian and early recovery contexts.
- Experience in developing work plans for project implementation, data collection and analysis, and reporting.
- Leadership knowledge and skills
- Previous experience working in emergency environments , insecure environments , or remote management situations is preferred .
- English language skills are desirable, but not required.
- Demonstrated skills and competencies :
- Strong team management and reporting skills, with experience in project budget management desirable.
- Ability to multitask, meet deadlines, maintain composure, and prioritize deliverables.
- Excellent oral and written communication skills, especially for sharing proposals, actions, and technical information with vulnerable people, some of whom may not be literate.
- Leadership and ability to handle multiple tasks simultaneously, including Excel skills, database management, and data analysis.
Work environment :

- Geographic presence and movement of staff, as well as program scope, may vary as the program grows.
- Possibility of frequent travel.
