In Burkina Faso, the IRC launched its first phase of emergency response programming in the town of Djibo in April 2019, primarily focusing on WASH activities. Subsequently, the IRC expanded its interventions in the protection, health, nutrition, economic recovery & development, governance, and recently in Signpost. The organization has a main office in Ouagadougou, bases in Ouahigouya (Yaadga Region), Dori (Liptako Region), Fada (Gourma Region), and sub-bases in Djibo (Djelgodji) and Séguénéga (Yaadga).
To strengthen its team, IRC-BF is recruiting a MEAL officer to implement activities in the Yaadga region with Ouahigouya as a base.
JOB OBJECTIVES/PRIMARY RESPONSIBILITY
Reporting to and with technical support from the MEAL Manager, the MEAL Officer works closely with program teams to optimize monitoring, evaluation, accountability, and learning capabilities and opportunities for IRC’s mission in Burkina Faso. This is to ensure high-quality programming for the clients we serve and to support the overall ambitions of IRC’s Strategy100 and the country’s Strategic Action Plan. The MEAL Officer oversees, directs, and implements MEAL activities for a specific project or area within the country’s MEAL team. In collaboration with the MEAL Manager, he/she will provide technical support to IRC Burkina Faso to meet the standards defined in the IRC’s Strategic Action Plan (SAP) and (MEAL) Manual to improve monitoring practices and the use of data for decision-making within the organization.
SPECIFIC RESPONSIBILITIES
The main functions and responsibilities of this position, but not limited to, are to:
Program design and systems development
- Provide support to all technical aspects and MEAL activities related to projects or the specific area and respond to program needs. Promote and promote standards and good practices for quality data collection, analysis and reporting. Ensure accountability to clients, partners and funders;
- Participate in program/project design to ensure accurate information is used for program design;
- Ensure the use of standardized tools, manuals, guidelines, regulations and protocols for information management;
- Establish systems and develop beneficiary monitoring tools and guide project staff on these tools;
- Ensure that information management systems comply with the ethical guidelines, principles and protocols defined by the IRC;
Database management and reporting
- Implement MEAL plans, review data collection tools, promote online tools (commcare and Kobo), monitor data management processes, quality controls and audits and update data visualization;
- Undertake regular analysis of monitoring data and work closely with the MEAL manager and officers at other bases to facilitate decision-making when adapting the program in real time;
- Produce quality reports and update dashboards with key results that drive learning and decision making and are shared in project cycle management meetings and team meetings;
- Provide support for the deployment of surveys and polls such as baseline and endline surveys, as well as the commissioning of external evaluations in coordination with relevant program colleagues and partners;
- Provide support for the use of technologies (commcare, Kobo, PowerBi) by using standard tools and processes for mobile data collection and online dashboard visualization. This will improve the speed and quality of data collection and analysis, as well as data presentation;
- Gather data from country mission programs, analyze, identify and fill information gaps;
- Coordinate information updates to ensure consistency and coherence, including assisting the MEAL Manager in collecting, generating and presenting relevant data to various stakeholders, including donors, government agencies and the region;
- Develop information products that include customized dashboards and statistical summaries as needed;
- In close collaboration with MEAL managers, prepare monthly, quarterly and annual statistical monitoring reports (target versus achievement, dashboard) to support informed decision-making;
- In collaboration with the MEAL Manager, support data analysis and visualization;
- In close collaboration with MEAL managers, update the MEAL frameworks of programs and projects;
- In close collaboration with the MEAL Manager, ensure the regular updating of databases and/or monitoring sheets and/or data platforms for programs and projects;
- Closely monitor information management and report data management issues to the MEAL Manager and Technical Coordinators;
- Conduct data quality audits to identify and resolve systemic issues affecting data quality;
- In close collaboration with the MEAL Manager, provide regular analysis of program, project and sector indicators to identify and report on trends;
- Regularly update the CommCare user profile and comply with the IRC data protection protocol;
Accountability systems
- In close collaboration with the MEAL Manager and the Client Feedback Mechanism Manager, develop an information management system to track customer complaints and comments;
- Support the development of data collection tools, analysis and visualization of feedback reports;
- Identify, document and share customer feedback to improve services and outcomes for customers;
- Provide technical support on customer engagement and feedback collection;
Knowledge management and learning
- Work closely with the Client Feedback Mechanism Manager and ensure that program and project data and reports are stored and accessible to stakeholders in accordance with organizational guidelines and protocols and support the visualization of knowledge products;
- In consultation with the MEAL Manager, analyze indicator trends to inform learning;
- Document and share learnings, evidence and data from previous projects to provide sufficient information for the design of project proposals;
- In consultation with the MEAL Manager and in collaboration with the Client Feedback Mechanism Manager, support the visualization of knowledge products;
Capacity building of staff and partners
- Train program staff in the use of mobile applications, Commcare and tools for data collection, management and analysis;
- Provide coaching and mentoring to staff to ensure consistent and accurate use of the information management system;
- Train partners on Commcare, conduct Data Quality Assessments (DQAs) for partners and support the implementation of effective data management and reporting systems at the partner level;

Minimum Qualifications:
Education :
- Bachelor’s degree (BAC+3) in a relevant field such as statistics and data management, social sciences, public health, development economics, project management, monitoring and evaluation or a related discipline
Experiences:
- At least 3 years of experience in the development and implementation of MEAL activities, management information systems, including systems and tools design, data analysis and reporting.
- At least three years of experience working on large-scale, complex, multi-sector programs in emergency and/or fragile contexts, and developing information management systems for a range of different donors
- A minimum of 3 years of professional experience in functions related to monitoring, evaluation, taking responsibility and learning.
- Technical skills in implementing quality MEAL processes and in developing and informing logical frameworks and data analyses that provide learning and lead to action.
- Proven skills in analyzing statistical information
- Proficiency and experience in using mobile data collection software such as CommCare, Kobocollect, ODK Collect is essential, as is proficiency in Microsoft Excel, Power Bi, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBI or GIS software and tools are additional assets;
