About SOS
SOS Children’s Villages Ethiopia is an International Non-governmental organization and a member of SOS Children’s Villages International Federation. We started our humanitarian work in Ethiopia with the opening of our first Village in Mekelle, the Northern part of Ethiopia in 1974. Since then, we have expanded our programs to different regions where there are significant needs for intervention and where we believe we can work in partnership with all relevant actors to bring sustainable positive outcomes for children and young people.
Today, we have grown significantly to meet the persistent challenges that confront Ethiopian children who have lost parental care and those that are at risk of losing their parental care. Working in close collaboration with international donors, local government, and community-based organizations across seven program locations; we aspire that every child grows up with love, respect, and security.
The Ombuds Office for SOS Children’s Villages is an independent office supporting children and young people in situations that have not been successfully resolved by SOS Children’s Villages safeguarding processes. An Ombuds is a trustworthy person who can listen, support, and guide children and young people. There are national, regional, and global Ombuds. The Ombuds follow the four principles: Confidentiality, Impartiality, Independence and Informality. They work independently of SOS Children’s Villages as a check and balance to safeguarding with the goal of finding a solution to the concern raised.
Why we need you?
We are looking for a National Ombudsperson who is working independently from SOS Children’s Villages and contracted by the SOS Children’s Villages in Ethiopia. The National Ombuds will be a designated neutral professional, who will build awareness, promote prevention, nurture child participation, and enable children and young people to be safe in all SOS Children’s Village programs and services. The position holder serves as a designated independent practitioner providing informal and confidential conflict resolution support to children, young people, care leavers, their families, and SOS country-level staff.

PROCUREMENT
- Ensure all supply requests from the Program locations, projects and functions are facilitated in a professional manner and following SOS CVE logistics and financial guidelines as well as donor rules and regulations;
- Ensuring all procurement of goods and services are carried out with the objective of obtaining the best value for money and the best possible service to the requesters;
- Ensure that goods and supplies are procured and delivered in line with the quantity, quality and specification stated in the purchase order;
- Follow up that all procured items are delivered to the warehouses and proper warehouse documents are issued;
- Work in close cooperation with the Finance Department to ensure full audit compliance of all procurement activities and to guarantee total transparency and accountability;
- Facilitate supplier’s payment processes and documentation for audit trails;
- Working with the procurement team in ensuring that all procurement and supply requirements are procured and delivered in accordance with timescales set and agreed with the requesting departments/projects.
- Ensure appropriate documentation, tracking and filing of all procurement activities by following standard procedures and guidelines of SOS CVE to ensure traceability of all documents and expenses
- Establish and maintain excellent communication links between NO and all PLs to ensure appropriate and regular information flow on all requests received as well as to ensure that the requesters get the right items, at the right time and at the right place;
- Prepare bid documents and TORs in accordance with the PO;
CONTRACTING
- Prepare contracts for delegated suppliers (preferably using standard SOS frame contracts approved by HROD and the Finance Department, including payment terms).
- Participate in supplier selection according to the agreed criteria by supporting the procurement team.
- Develop and update the Procurement plan/ Tracker and maintain as a live document for consultation with program locations;
- Provide clerical support in contract preparation, authorization, and documentation for the procurement team
- Ensuring timely renewal/extension of all existing FWAs/contracts before the expiration period;
LOGISTICS
- in collaboration with the Procurement and logistics coordinator arrange vehicle assignments for business trips both in Addis and in Project locations;
- Ensuring vehicles are serviced and maintained based on the schedules;
- Facilitate the renewal and inspection of insurance
VENDOR PERFORMANCE TRACKING/ MONITORING
- Maintain a detailed supplier database and good work relationship;
- prepare reports analyzing estimated prices and actual prices;
- Prepare and document claims settlement report;
REPORTING AND DOCUMENTAITON
- Review and update the procurement status update weekly to keep the orgionators updated with the status of their procurements.
- Develop Quarter procurement reports.
SAFEGUARDING RESPONSIBILITY
- Ensure vendors are aware and aligned with the safeguarding policies of the SOS Children’s Villages.
- Ensure that contracts with vendors, consultants or any service provider have signed the safeguarding policies prior to entering a contract.
- Ensure that contracts with vendors, consultants or any service provider have articles referring to Safeguarding policies (Child and youth safeguarding and Sexual Misconduct Regulation and other policies) and code of conduct.
- Responsible for reporting any safeguarding suspicion, concern, allegation, or incident immediately, following the safeguarding reporting procedures.
- Conduct themselves per the Code of Conduct, Safeguarding and Local/Country Policies and Procedures;
- Be vigilant about any possible form of abuse/harm, neglect, harassment, or exploitation against, children, youth and adults in personal and professional lives;
- Report any safeguarding incident or concern within 24 hours to the Safeguarding Team, focal person or concerned party through the defined channels for reporting the allegation
- Adhering to these guidelines and other SOS Children’s Villages procedures that are put in place to deter and manage fraud or corruption.
- Exercising due care for the resources that are under co-workers’ control, and reporting to the supervisor for any situations co-workers are aware of, in which property is at risk of theft.
- Immediately advise/inform the supervisor of any fraudulent or corrupt conduct within SOS Children’s Villages in Ethiopia.
- Reporting other co-workers or third parties involved in fraud and corruption in accordance with the Anti-Fraud and Anti-Corruption guidelines.
- Reporting any potential conflicts of interest with co-workers may be aware of the direct supervisor regardless of whether there has been an act of impropriety.

Education
- Bachelor’s degree/ Diploma in Management, business administration, accounting, procurement and supply chain or related field preferred
- For Degree holders, 2-years’ experience in Purchasing role is a must
- For Diploma holders, 4-years’ experience in Purchasing role is a must
Experience:
- 3-4 years of experience in procurement and Purchasing role is a must
- Solid knowledge and understanding of procurement processes, policy, and systems
- Good Communication skills
