ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

 

The Procurement Officer (CBT) NOA, will be responsible to maximize efficiency of procurement operations and activities and to execute various procurement activities for WFP Afghanistan, in line with the organizational standards and industry best practices.

KEY ACCOUNTABILITIES (not all-inclusive)

 

  1. Support day-to-day procurement activities following standard processes and contributing, directly or indirectly, to the effective implementation of Cash Based Transfer (CBT) and Third Party Monitoring (TPM) procurement activities in Afghanistan.
  2. Support or manage procurement programs and operational activities, (e.g., prepare tender packages, issue tenders, evaluate offers, organize evaluation committees, negotiate/award contracts, guide client units), in line with WFP rules, regulations, policies, and industry standards.
  3. Conduct due diligence activities on WFP actual or potential service providers.
  4. Identify, manage, and monitor the performance of CBT service providers, to support the efficient and effective execution of WFP operations.
  5. Ensure compliance of procurement actions with WFP’s rules, regulations and policies.
  6. Maintain excellent records of procurement activities, in a timely manner.
  7. Support the drafting of responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
  8. Contribute towards the development of procurement plans and processes.
  9. Support the regular/periodic update of CBT procurement activities, also liaising with client units.
  10. Proactively follow-up on CBT procurement activities with Supervisor and client units.
  11. Remain updated with the latest procurement policies and innovations, with particular focus on CBT procurement.
  12. Track, collect, analyze data related to procurement in general and CBT activities in specific, to provide recommendations to the Supervisor for process improvement.
  13. Draft standard operating procedures for CBT procurement activities, with focus on WFP way of doing business.
  14. Prepare minutes and records of internal and external meetings, with minimum supervision.
  15. Liaise with internal and external stakeholders and consolidate preliminary data analysis and prepare accurate and timely reports as and when required.
  16. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  17. Build internal and external stakeholders understanding of their obligations and how WFP business process works.
  18. Establish and maintain good working relations with all internal and external stakeholders.
  19. Guide support staff, acting as a point of referral and supporting them with analysis and queries, to foster creating a strategic and proactive procurement environment.
  20. Perform other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

 

Education:

 

  • Advanced University degree (Master and Bachelor) in Procurement, Law, Economics, Supply Chain, Business Administration, Engineering,
  • Or First University degree with additional specialized training and at least two year of most related professional work experience

 

Minimum Experience:

 

  • A minimum of one year post-graduate professional experience in procurement and contract management in international environment.

 

Desirable work experience:

 

  • Experience handling routine transactions/ purchase of commodities/goods/services.
  • Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders).
  • Demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administration)

 

Knowledge and Skills:

 

  • Experience handling complex procurement activities, also under high pressure.
  • Excellent writing skills and attention to details.
  • Ability to maintain confidentiality.

 

Language:

 

  • Fluency (level C) in English, Dari and/or Pashto.
