As part of its 2023–2027 cooperation program, the UNDP office in Morocco is implementing several flagship actions in the field of democratic governance, in support of national efforts to modernize public action, promote inclusion, and consolidate the principles of efficiency, transparency and participation.

The  Democratic Governance Program Associate  will provide direct support to the Democratic Governance Unit, ensuring the day-to-day administrative and financial management of projects. They will work under the supervision of the Unit Manager, in close coordination with project managers and office management services.

UNDP Morocco’s Democratic Governance Unit acts as a catalyst to strengthen public institutions and promote inclusive, accountable, and human rights-centered governance. Through an integrated approach, the unit supports:

  • Reform of public administration and support for the digital transition, including the promotion of the use of the Amazigh language in public services;
  • Consolidation of citizen participation in the development and monitoring of public policies;
  • Promoting financial inclusion, particularly for marginalized groups;
  • Strengthening national capacities in planning, harmonization and evaluation of public policies.
  •  Economic empowerment of youth and women.
  • Modernization of governance institutions with a view to proximity, transparency and performance.
  • The promotion of human rights and the rule of law, including the rights of persons with disabilities.
  • Monitoring and reporting of the SDGs.
  • Support for strengthening the governance of public policies, particularly those relating to employment, education and higher education.

These interventions are implemented in close collaboration with ministries, national institutions, local authorities, private sector actors and civil society organizations.

Duties and Responsibilities

Under the overall supervision of the Program Advisor and the direct supervision of the Program Manager, the Democratic Governance Program Associate will be responsible for providing support to the Democratic Governance project teams in the administrative and financial management of the portfolio. The incumbent of this position will perform the following tasks:

Manage Wallet Folders on the Quantum System:

  • Check and assist project teams in finalizing annual work plans;
  • Support project teams in developing purchasing plans;
  • Integrate purchasing plans into the electronic platform;
  • Prepare and carry out budget revisions in accordance with UNDP procedures;
  • Prepare requisitions on the electronic platform;

Manage the financial situation of the portfolio:

  • Manage and monitor payment requests from project teams (FACE);
  • Manage and monitor the certification of financial reports (CDRs);
  • Manage VAT exemption files;
  • Update the program performance monitoring tables;  

Manage and organize the work of the unit:

  • Prepare and manage mail;
  • Prepare meetings and events and manage organizational aspects;
  • Assist in taking notes and preparing reports;
    Ensure the updating and filing of project files;
  • Facilitate field missions for project teams.
  • Support training and knowledge sharing

The incumbent also performs other functions relevant to his/her functional profile and deemed necessary to ensure the proper functioning of the Office and the Organization.

Expected results:

  • The monitoring of the democratic governance portfolio is ensured effectively and on a daily basis using a results-based management approach;
  • Administrative and financial monitoring of the democratic governance portfolio is ensured;
  • Project documentation is well organized and up-to-date;   
  • The events organized by the program are carried out with the required quality;
  • The dashboards are updated and always up-to-date.

          4. Institutional mechanism

Associate in the democratic governance program, in support of projects, will report directly to the team leader of the Democratic Governance unit.

Required Skills and Experience

Min. Education requirements
  • A high school diploma is required; OR
  •  A university degree (bachelor’s degree) in one of the following fields: Economics, Finance, Auditing, Banking, Business Administration, Social Sciences, or equivalent field will be duly considered but not required.
Min. years of relevant work experience 
  • At least 6 years of relevant professional experience (with high school diploma) or 3 years (with bachelor’s degree) is required in the administrative and/or financial field and experience in customer relations at national or international level is required.           
Required skills 
  • Experience and mastery of IT tools and office software packages (MS Word, Excel, etc.) and the internet. Advanced mastery of online management systems such as ERP
Desired skills in addition to the competencies covered in the Competencies section
  • Professional experience in implementing cooperation projects with institutional actors, preferably in the areas of democratic governance, inclusion and integration of SDGs
  • An experience within a United Nations agency in Morocco 
  • Experience in project management
  • Good knowledge of institutional actors at national and local levels
  • Proven ability to work in a team
  • Good organizational and communication skills/experience
  • Experience in quality assurance, SES, risk management and reporting.
Required Language(s) 
  • Fluency in French as a language of the United Nations (spoken and written) is required
  • Proficiency in Arabic as the national language of the duty station (spoken and written) is required
