Overview of position
Under the overall supervision of the Infrastructure Coordinator in Kabul, Afghanistan and direct supervision of the Project Engineer- Infrastructure and, in collaboration with relevant units at Country office and the Sub-Offices, the successful candidate will be responsible and accountable for supporting the implementation of the Civil and/or Hydrological Project in Sub-Office and Country office.
Role objectives
Core Functions / Responsibilities:
Provide general support to the Project Engineer-Infrastructure in implementing infrastructure projects as per guidance and organizational procedures.
Support technical assessments, feasibility studies, and data collections.
Assist to prepare calculations, drawings, and details for – diverse Infrastructures including buildings, roads, retaining walls, culverts, and watershed management projects under the guidance of the Infrastructure Project Engineer.
Draft technical drawings, cost analysis, bills of quantities (BoQs), specifications, operational and maintenance manuals and contribution to final bidding documents.
Provide technical input on all design and construction related issues focusing on the structural components of the infrastructure projects.
Assist in the implementation and monitoring of infrastructure projects.
Work closely with the Programme Assistant (Engineering Survey) during on-site assessments and providing technical inputs for surveillance purposes; and participate in the field visits before commencing infrastructure construction to verify site preparations, if needed.
Verify materials are used as per technical specifications and maintain close coordination with implementation team, contractors and SCU for supply chain support.
Draft status and technical reports, checklists, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions including weekly updates and situation briefs.
Draft correspondence on project issues both for direct or CBI implementation; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.
Participate in meetings and conferences; assist in coordinating implementation activities with local/regional entities/stakeholders, authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations as necessary, donors and other stakeholders relevant to the project.
Provide technical input during tendering processes and tender evaluation processes by reviewing bidder qualifications, cost estimates, and technical submissions to ensure alignment with project requirements
Provides guidance/training and capacity-building efforts to new/junior/other staff and partners.
Perform other related duties as assigned.
Required Qualifications and Experience
Education:
Bachelor’s degree Civil/Structural Engineering, Hydrological/Water Management, and Environmental Engineering or related fields from an accredited academic institution with three (3) years of relevant professional experience.
Or
High School diploma with five (5) years of relevant professional experience.
Experience:
Experience supporting the design, review and analysis of civil structures and watershed management – (not only limited to Protection Wall, weir, intake, check dam, floodway, causeways, culverts, etc.) is required.
Experience in implementing and monitoring different types of Civil and hydraulic structures not only limited to protection wall, retaining wall, gabion work, check dam, water intake, culvert, floodway, and others infrastructure is required.
Experience in technical surveys, design, cost estimation and overseeing small to medium size community and DRR projects implementation.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills:
In depth knowledge of national and internation code and standards (IBC, ACI, ASCE, and ASTM, AASHTO, AWA, AWWA) for civil and hydraulic infrastructure is required.
Knowledge in MS Office, Auto CAD, Civil 3D and other construction related software is required.
Experience in the usage of spreadsheets and data analysis for design and analysis is required.
Experience in the usage of Structural and Hydraulic design and analysis (ETABS/STAAD.pro/SAP-2000, WATERGEMS/ WATERCAD/ EPANT, GIS) software is an advantage.
Familiarity with Survey Engineering tools such as Total station, level machine, and GPS is an advantage.
Languages:
For this position, fluency in English is required (oral and written).
Working knowledge of Pashto or Dari is required.
Fluency in all national language(s) are highly advantages.
