Overview of position
Under the overall supervision of the Community-Led Infrastructure Officer in Kabul, Afghanistan and direct supervision of the Senior Programme Associate (DRR Engineering); and, in collaboration with relevant units at Country office and the Sub-offices, the successful candidate will be responsible and accountable for supporting quality control of construction project in country and/or Sub-Office at regional level in Afghanistan.

Role objectives
Core Functions / Responsibilities:

 

Assist in the implementation and monitoring of disaster risk reduction (DRR) and community-based infrastructure projects, verifying compliance with technical standards, project goals, and resource efficiency under the supervision of the Senior Programme Associate (DRR Engineering).

Assist implementing QA/QC plans by reviewing technical specifications, construction drawings, and applicable codes to check all project stages meet contractual and regulatory quality standards.

Assist on compilation of comprehensive quality documentation, including inspection test plans, material approvals, and as-built records, while coordinating closely with IOM field staffs, contractors, suppliers, and regulatory bodies to follow up on quality compliance throughout the project lifecycle.

Verify the acceptable quality of materials and workmanship in the project work.

Retrieve, compile, summarize, analyse, and present information/data on specific to quality control of the projects.

Monitor and carry out regular field inspections during construction to monitor workmanship, identify deviations, and support resolution of quality or safety issues including community mobilization.

Act as focal point for quality control of project implementation, involving extensive liaison with file staff, diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.

Draft status reports, identifying shortfalls in quality delivery and standards, bring them to the attention of the supervisor and suggest remedial actions.

Participate in civil field inspections and report non-compliances to the supervisor.

Assist to the development of relevant monitoring and evaluation tools to track policy mainstreaming initiatives and measure progress and effectiveness, make recommendations on suitable course corrections, and supporting further development and improvements.

Maintain standards of safety and comply with standard Health, Safety and Environment Management System requirements.

Provides guidance/training to new/junior/filed staff and/ or community members, skilled and unskilled laborers on the construction quality control.

Perform other related duties as assigned

 

Required Qualifications and Experience

 

Education:

 

Bachelor’s degree in civil engineering, architectural engineering, water (resource) management or related fields from an accredited academic institution with three years of relevant professional experience.

Or

High School diploma with five (5) years of relevant professional experience.

Experience:

Experience in QC in construction and monitoring of different type of small to medium scale infrastructure project not limited only to stone masonry walls, protection walls, retaining walls, gabion works, check dams, water intakes, culverts, floodway, and others (buildings, roads, etc.)

Hands-on experience with inspection of structural, architectural, or MEP works.

Experience in conducting field inspections, material testing, and using quality control tools (e.g., slump test, rebar inspection, welding checks etc.).

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.

Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills:

 

Proficiency in conducting field inspections, material testing, and using quality control tools (e.g., slump test, rebar inspection, welding checks).

Knowledge of Construction Quality Standards (ISO 9001, ASTM, ACI, NEBOSH/OSHA) or project-specific standards.

Ability to quickly identify root causes of quality issues and implement corrective/preventive actions.

Familiar with MS Office, AutoCAD, and construction QA/QC tools

Proficiency in building codes (ABC, IBC, ASCE, and ASTM, AASHTO etc.), planning guidelines, construction guidelines, standards, and indicators.

Languages

For this position, fluency in English is required (oral and written).

Working knowledge of Pashto or Dari is required.

Fluency in all national language(s) are highly advantages.
