Context
The International Fund for Agriculture Development (IFAD) is an international financial institution and specialized United Nations agency based in Rome, the UN’s food and agriculture hub. Since 1978, we have provided US$18.5 billion in grants and low-interest loans to projects that have reached about 464 million people. At the International Fund for Agricultural Development (IFAD) we invest in rural people, empowering them to increase their food security, improve the nutrition of their families and increase their incomes. We help them build resilience, expand their businesses and take charge of their own development. The Programme Management Department (PMD) is responsible for the overall lending programme of the Fund and is composed of five regional divisions (Asia and the Pacific; East and Southern Africa; Latin America and the Caribbean; Near East, North Africa and Europe Division), Environment and Climate Division and Technical Advisory Division

Task description
The objective of the assignment is to plan, provide operational and administrative support for program activities in South Sudan. The UN Volunteer reports administratively to UNDP and will be subject to UNV Unified Conditions f Services with service limited to IFAD. Scope of work Under the supervision of the IFAD Country Director, the UNV will perform the following task; 1) Programme development and implementation support: • Support all the administrative activities of IFAD in South Sudan, in particular supporting the supplementary programmes (SSLRP and READ). • Support IFAD missions in South Sudan, including the announcement of missions, logistic arrangements, preparation of Terms of Reference, visas, mission schedule. • Interface with IFAD host & all service providers to ensure adequate services to IFAD missions and teams in South Sudan. • Support the IFAD in-country office administrative processes. • Synthesize progress reports from the projects for discussion by the Country Programme Team every six months. The report will highlight the thrust of the on-going activities, achievements against agreed objectives, budget utilization, implementation issues as well as how they are being addressed, engagement with the client group, policy dialogue, and effectiveness of project implementation. • Participate and document minutes from monthly work planning meetings with the country and project teams. • Participate in the design of new investments in the portfolio with adequate technical contributions. • Support activities related to addressing disbursement conditions, and implementation. 2) Knowledge management activities: • Ensure horizontal collaboration and knowledge sharing among IFAD-funded projects through meetings, workshops and exchange visits on different thematic areas and implementation issues. • Document Innovations and Lessons learnt, by scouting for innovations, preparing articles, reports or briefs to websites, journals, newspapers, etc., and documenting pro-poor innovations emanating from the experience of IFAD projects. • Facilitate Country Programme Review Workshops to enable interactions among IFAD programme stakeholders and other development actors for discussions on best practices and challenging issues. 3) Partnerships & Policy development: • Actively facilitate policy development workshops based on the experience in IFAD projects on the policy areas in which the IFAD programme has comparative advantage. • Establish networks and build partnership with government, UN agencies and other donors, private sector and civil society representatives and with projects and programmes in the region that are relevant to the country programme. • Identify funding opportunities with other donors that would help mobilize additional resources for rural poverty alleviation. 4) Reporting: • Prepare occasional reports and specific information and documents as per requirement and request. • Prepare half-yearly and annual reports on his/her work progress relative to the annual. • To attend to any other business as may be reasonably directed. • Share information, knowledge and expertise in Country Programme management with the Country Programme Team, partners and colleagues. • Develop tools and platform for data and content management and ensure information and knowledge sharing with clients and partners. • Manage organizational capacity building for high performance delivery through coaching and mentoring of project personnel. • Support liaison activities for IFAD with Project teams and national services and institutions. • Ensure follow up of key files of IFAD portfolio in relation to Government services. • Entail compliance with IFAD’s policies, guidelines, and financing agreements with the Government. • Ensure effective follow up of responses of Government services and officers to IFAD Digital services. • Support policy engagement and knowledge management efforts with the government and development partners • Capacity building and transfer of knowledge to MAFS, IAs, state, and local level • Handle any activity requested by IFAD country team in line with the portfolio and IFAD’s interest in South Sudan.
