Job Description:

The Program Development & Reporting Officer will play a key role in supporting the organization’s program growth, quality, and sustainability through effective resource mobilization, timely proposal development, and quality reporting. The incumbent will work closely with program, MEAL, and finance teams, as well as external stakeholders, to develop competitive proposals and ensure donor compliance and requirement.

Key Responsibilities:

Fundraising & Resource Mobilization:

  • Identify and analyze funding opportunities from bilateral, multilateral, foundation, and local and international sector sources.
  • Develop and implement a comprehensive fundraising and resource mobilization strategy.
  • Build and maintain strategic partnerships and relationships with donors and funding agencies in coordination with the program department.
  • Organize and participate in donor meetings, networking events, and conferences to present the organization’s work and explore funding opportunities.
  • Develop concept note development for unsolicited proposals and strategic outreach to new donors.

Proposal Development:

  • Coordinate and manage the end-to-end proposal development process, including timeline management, team coordination, and quality assurance.
  • Lead the design of project proposals, ensuring alignment with organizational strategies and donor priorities.
  • Collaborate with program and finance teams to prepare, implementation plans, and detailed budgets.
  • Ensure all proposals are compliant with donor requirements, templates, and submission guidelines.
  • Maintain a proposal pipeline and tracking system to monitor submission status and success rates.

Donor Reporting & Compliance:

    • Develop and review submission of high-quality narrative and programmatic reports.
    • Coordinate with relevant departments (program, finance, M&E) to gather data and compile comprehensive donor reports.
    • Review reports for accuracy, consistency, and alignment with project indicators and donor requirements.
    • Ensure compliance with donor rules and regulations, including branding, procurement, audit, and financial accountability standards.
    • Support the response to donor feedback and follow-up queries on submitted reports and project updates.

Coordination and Capacity Support:

    • In Collaboration with the Program Department as the focal point/supportive for donor communications, coordination platforms, and partner networks.
    • Support the program department in representation of the organization in relevant working groups, clusters, and coordination forums.
    • Support internal coordination between departments for aligned planning, reporting, and learning.
    • Organize capacity-building activities for staff on proposal development, donor compliance, and reporting procedures.
    • Contribute to the development and updating of organizational policies and tools related to fundraising and grants management.
    • Facilitate lessons-learned workshops and after-action reviews for proposal and concept notes.

Job Requirements:

Essential:

  • Bachelor’s or Master’s degree in Education, Development, Business, or related field.
  • Minimum of 7 years of experience in fundraising, proposal development, grants management, or a similar role in the NGO/INGO sector.
  • Proven track record of successful proposal submissions and securing donor funding.
  • Strong knowledge of donor rules and regulations (e.g., USAID, UN agencies, EU, World Bank, etc.).
  • Excellent writing, editing, and communication skills in English (other languages are an asset).
  • Ability to work collaboratively in a cross-functional team environment.
  • Strong knowledge of educational theories, methodologies, and best practices.
  • Proven experience in capacity building and training.
  • Excellent analytical, organizational, and communication skills.

Reporting Line

The Program Development and Reporting Officer will report directly to the Program Manager/Coordinator, and work closely with the Program Development and Implementation Department and relevant stakeholders.

Language skills:

  • Fluent oral and written skills in English;
  • Fluent in Pashto/Dari
