Job Overview
The Program Manager is responsible to support the management of overall program activities and business development and directing WAW’s strategy effectively and efficiently in collaboration with the country director.
Duties & Responsibilities:
- Coordinate and lead all program activities in Kabul and provinces to be implemented according to approved plans, logical framework and set objectives between WAW and donors.
- Participate in all relevant donor meetings regularly along with the Country Director and communicate the challenges back with project and support departments’ managers to address the challenges and help them be aware of the comments and solutions.
- Work closely with provincial/regional managers and set specific objectives relevant to the agreed logical framework and MOU signed between WAW, local authorities and donor.
- Identify and review the program’s success story in each province and highlight it to the donor as achievement of WAW Program implementation.
- Review the work plans of provincial managers, CSC managers, M&E, and Reporting Officers on a monthly basis and ensure the relevant objectives are included in the work plan to better achieve WAW and donor expectations.
- Assist Country Director in developing and execution of WAW Program Strategic Plan.
- Conduct lessons learned sessions on a regular basis and share it with program team for better improvements. Oversee the liaison, M&E and reporting processes at national and provincial level.
- Communicate the program’s mission and vision to WAW Staff and help them understand how to move in the right direction to achieve goals.
- Establish and maintain effective relationships with the donors and stakeholders.
- Search for new business development opportunity and assist the WAW Afghanistan in business development and fundraising activities.
- Contribution to project proposal, negotiations and organizational budget preparation.
- Coordinate the proposal preparation for any potential fundraising opportunity.
- Participation in different clusters and working meetings and represent WAW in various coordination and collaboration forums.
- Reconcile the executed reporting activities of regional offices related to under-coverage provinces and present it to the country director
- Provide consultation and guidance to the program in effectively implementing the policies and procedures.
- Establish and maintain coordination with the other departments of the organization to meet the deadlines and the implement the organization’s plans successfully.
- Ensure design and execution of periodic assessments of project implementation and detailed bi-annual assessments measuring progress.
- Monitor all program activities of WAW projects to ensure appropriate implementation.
- Identify and address all program challenges, coordinate with donors for solutions before donors catch up, and record findings on WAW.
- Strategic responsibility of overseeing projects/program and M&E of WAW projects/programs, coordinating the respective activities with the associated departments’ staff.
- Oversight the budget formulation and execution of the organization and projects.
- Ensure the M&E Plans are in place for all programmatic activities and monitoring mechanism is well functional and working.
- Any other assignment asked by the supervisor.
Job Requirements:
- Bachelor’s degree in BBA, Bachelor in Law, Social Science or any other relevant field. Master Degree holder is preferred.
- 10 years’ relevant work experience in program, business development and M&E areas with international organizations or donor funded projects, NGOs preferably with women and child focused intervention.
- Well equipped with sound knowledge and skills in result-based management and project work plans preparation and implementation
- A deep-rooted understanding of and familiarity with Afghan culture
- Substantial experience conducting advocacy work in domestic and international arenas
- Demonstrated ability to develop and support high-functioning teams
- Experience and comfort working with religious leaders and communities
- Excellent public presentation skills Integrity in all aspects of personal and professional conduct
- Knowledge of managing people and staff conflict resolution
- Ability in problems root finding and solution and analytical skills
- Good communications, interpersonal and team work skills
- Knowledge of project cycle management
- Written and verbal fluency in Dari and English, Fluency in Pashtu is highly desirable.
- Extensive financial management skills, including budget preparation, analysis, decision-making, and reporting
- Experience working with diverse funders, include the United States government, multilateral institutions, philanthropic entities, and private donors
- Meticulous attention to detail, accompanied by an ability to stay focused on big picture goals
- Strong organizational, supervisory, inspirational and relationship-building skills
- Courage, humor, commitment, integrity and an unwavering sense of purpose
