Job Overview: This position sits within the IRC headquarters Resettlement Team. The Program Officer’s primary responsibilities will focus on managing community development, building relationships, forming partnerships with ethnic community-based and other organizations in the United States, and overseeing volunteer management efforts for the RAI Resettlement Team. The Program Officer will play a key function in both supporting IRC program offices to build diaspora partnerships across their communities and cultivating national partnerships to support program offices in serving vulnerable populations. In concert with the HQ Preferred Communities Team, the Program Officer will support the establishment of community engagement initiatives such as community outreach, community education and volunteer management. The Program Officer reports to the Deputy Director, New Resettlement Pathways within the Resettlement, Asylum and Integration Department in the US.
Major Responsibilities:
Partnership Management
- Track and map HQ community resources for Virtual Resettlement Line (VRL), Virtual Supplemental Case Management (VSCM), and local offices.
- Collaborate with local program offices and HQ staff to identify partnership needs and opportunities.
- Support offices and headquarters with internal vetting, contracting, MOUs, and other formal partnership agreements.
- Facilitate listening sessions with ethnic community-based and newcomer-serving organizations to continuously inform and improve our services.
- Develop and execute a relationship management strategy to enhance partner and stakeholder engagement, ensuring consistent communication, feedback loops, and long-term collaboration.
- Create and disseminate evidence informed tools, fact sheets, presentations, and templates for national and local outreach.
- Facilitate internal and external partnerships to promote learning, sharing of promising practices, and collaboration.
- Submit required reports and documentation timely.
Volunteer Coordination
- Oversee volunteer and intern coordination services for VSCM and VRL staff by developing well defined service descriptions and leading recruitment and onboarding efforts for new virtual volunteers, interns, and mentors in accordance with IRC national volunteer guidelines. This includes conducting outreach and public speaking to engage the community that aligns with IRC brand/messaging.
- Oversee the full volunteer lifecycle from recruitment and orientation to training and ongoing supervision, with a focus on integrating virtual volunteer roles; maintain consistent communication between VSCM, VRL staff, and volunteers, and research and develop resources to effectively leverage virtual volunteer support.
- Manage volunteer records, including files, database entries (Golden, Salesforce, Integra, etc.) and timesheets.
- Participate in Volunteer Coordination Communities of Practice and be responsible for learning and aligning all volunteer programming with evolving IRC compliance and safeguarding.
- Support a positive and productive volunteer and intern experience. Organize virtual recognition and appreciation events.
Job Qualifications:
- Undergraduate degree in related field; or equivalent experience.
- Minimum 3-5 years progressive work experience with social service or humanitarian assistance programs with experience in the field of program.
- Experience in community engagement, government relations, partnership development, donor/volunteer relations, and/or external affairs ideal.
- Knowledge of some of the primary needs, barriers, and opportunities of refugee communities in the US
- Ability to work across global communities and interests.
- Experience building and maintaining relationships and cultivating partnerships.
- Ability to develop practical strategies and willingness to provide hands-on support.
- High level Microsoft Office skills. Basic visual design skills (PowerPoint, Canva, etc.).
- Excellent oral and written communication skills in English.
- Experience working with refugees, immigrants, or migrants.
- Highly organized self-starter with demonstrated problem-solving, project management and follow-through ability, and proven success in managing multiple and diverse priorities.
- Demonstrated ability to successfully work in a fast-paced environment, within and across departments/functions/time zones managing multiple priorities.
- Develop and maintain positive relationships with locally and remote based staff.
- Strong attention to detail, initiative, and flexibility.
- Creatively thinking through new ideas and imagining new approaches.
Working Environment:
- Flexibility for either remote or in-office working arrangements. Position requires some flexibility to participate in meetings or calls outside of regular working hours when needed.
Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
