Essential Competencies:

  • Experience in working with NGO/INGO on: Shelter, WASH, Water technologies, Emergency Response & DRR, Food Security and Livelihood, Cash based programming, and Protection, GVB related small scale infrastructure planning, designing, estimation, and implementation. Working Experience in coastal and flood-prone areas.
  • Practical knowledge in WASH and Climate Change Adaptation related small scale infrastructure identification, planning, designing, estimation and implementation, Social Mobilization Skill, Facilitation Skill, Reporting & Documentation, Monitoring & Evaluation Skill.
  • Practical Knowledge in Financial management, Decision making, Conflict resolution, Leadership, Self-development.
  • Excellent Coordination/Advocacy/Networking/Communication Skills.
  • Excellence in Basic Photographic Skill/ AutoCAD/ Design/drawing.
  • Problem Solving, Planning, analytical and organizational skills.
  • Excellent knowledge in Reading/Writing/Speaking/Listening for English & Bengali
  • Proven Expertise in working knowledge of Microsoft Word/ Excel/Power Point/ Auto CAD 2D and 3D/ GIS Photoshop/ Photography or any engineering design related to program.

Responsibilities & Context

Proposal Development, documentation, and knowledge management – 5%

  • Provide support in developing project proposals, particularly in addressing technical issues.
  • Create project budgets for various interventions in humanitarian and resilience programs.
  • Document good practices, successes, and accumulated learnings from the field, and share them with relevant internal and external audiences.

Technical Support & Activities – 35%

  • Assist in preparing Bill of Quantities (BoQ) and designing various technical interventions.
  • Prepare context-specific drawings/designs in Auto CAD considering the inclusion aspect and maintaining the standards.
  • Develop technical specifications for project interventions and Practice SPHERE and Core Humanitarian Standard (CHS) throughout the project.
  • Generate documents for technical monitoring, including checklists and assessment tools.
  • Conduct assessments to identify needs and gaps in WASH, Shelter, and Emergency response and recovery efforts.
  • Support the project team on technical issues.
  • Ensure the quality and standards of WASH/emergency relief/recovery/rehabilitation interventions at every project level.
  • Visit different project areas to ensure project goals and impacts are achieved.
  • Prepare, evaluate, and process bills from vendors and contractors.
  • Maintain emergency stockpiling and ensure an effective and efficient humanitarian response.

Ensure quality implementation and effective monitoring of the project in target location/s – 15%

  • Align with the organizational strategic objectives and goals.
  • Assist the Supervisor in developing the Project Implementation Plan (PIP), considering proposals and the local context to achieve goals and objectives.
  • Ensure project adherence under the supervision of the Project Focal/Supervisor.
  • Implement the IRB country strategy at the field level.
  • Supervise the participant identification process and other implementation steps, ensuring alignment with IR Principles and guidelines.
  • Assist the Supervisor in project management, oversee the budget, conduct monthly expenditure analysis, and prepare reports and fund requirements.
  • Regularly monitor project activities, financial status, and work progress.
  • Participate in different needs assessments, impact evaluations, post-distribution monitoring (PDM), and planned activities such as workshops and meetings.
  • Ensure coordination and cooperation among team members to uphold organizational reputation.
  • Facilitate community mobilization and engagement through an effective community engagement plan for all staff within IR guidelines and compliances.

Capacity building initiatives for project participants, key stakeholders, and project staff at program level – 10%

  • Provide support in organizing orientation sessions for newly recruited project staff.
  • Conduct basic skill development training for project participants on various topics such as the repair and maintenance of WASH interventions, shelter, health & hygiene promotion, etc.
  • Participate in and facilitate weekly and monthly awareness-raising and feedback sessions related to project activities, such as courtyard meetings at the community level.
  • Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding, and Gender Sensitivity issues in relation to project activities.
  • Organize simulations, training sessions, and workshops in different sectors for internal and external stakeholders.

Ensure effective reporting, appropriate archiving, and visibility according to the project need – 15%

  • Prepare high-quality weekly, monthly, and annual reports, project proposals, develop concept notes, and produce draft external narrative donor reports, ensuring accurate financial reporting.
  • Consolidate progress reports from different projects and share them with the Technical Coordinator and Program Manager.
  • Assist Technical Coordinator in preparing financial expenditure reports, providing updates as needed.
  • Prepare, approve, organize, and maintain all project-related documents, ensuring timely submission to the Humanitarian & Resilience Programme department.
  • Assist in archiving project documents (both hard copy and electronic copy) following IR guidelines.

Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders – 15%

  • Organize the project inception meeting involving stakeholders at different levels.
  • Coordinate the overall program implementation at the field level.
  • Manage the team at the field level, either on-site or remotely depending on access.
  • Establish appropriate links with national/local authorities, state institutions, civil society, and other relevant stakeholders, facilitating effective coordination and information exchange.
  • Represent Islamic Relief Bangladesh in coordination meetings at different cluster and networks.
  • Coordinate the project to be managed within the agreed time, cost, and quality constraints to ensure delivery of the agreed outputs and/or benefits.
  • Ensure that beneficiaries are aware of available assistance and services, and how to access them; distribution points should be accessible, and the distribution mechanism should consider groups with specific needs to minimize chances of violence, abuse, and exploitation.

Other Requirements – 5%

  • Participate in and contribute to seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
  • Ensure adherence to Islamic Relief Bangladesh policies for local purchases and expenditures.
  • Support in the procurement of materials, including requisitions and follow-ups.
  • Be willing and able to travel frequently for extended periods, including to remote project areas.
