The World Food Program (WFP) is the top humanitarian agency that provides food aid in dire situations and collaborates with locals to boost nutrition and resilience. The United Nations created it in 1961 to aid in reducing global hunger. 80 nations are home to WFP offices, which have its main headquarters in Rome. The biggest humanitarian organization in the world, it is also the main supplier of school meals. In order to promote nutrition initiatives, policies, and programs, such as school meals and food fortification, WFP collaborates with governments, other UN agencies, NGOs, and the corporate sector.

Important Duties and Responsibilities:

1. Lead the CBT team, providing overall coordination oversight and capacity building.
2. Review the existing operational manuals and SOPs regarding CBT modality in Cox’s Bazar in alignment with WFP Business Process Model and RACI, including the COVID 19-adapted version, and ensure the manuals and SOPs to be implemented accordingly.
3. Promote introduction of CBT modality and conditionality management across the activities in Cox’s Bazar, including self-reliance, DRR, World Bank project, SMEP, livelihoods, and nutrition.
4. Lead business relationships with Financial Service Providers (FSPs) for Cox’s Bazar operations, especially livelihoods in host community and the other activities in the camps where possible.
5. Support the introduction of SCOPE for host community programming.
6. Refine business case for all WFP programme activities on data and digitalization requirements in view of beneficiary and transfer management for interventions using cash as a modality.
7. Produce CBT capacity strengthening training modules and materials for WFP staff and Cooperating Partners and invest in continuous training.
8. Participate in inter-agency coordination mechanisms such as transfer working group in Cox’s Bazar, inter-agency common cash system for Bangladesh as well as internal coordination on CBT with CO, RBB and HQ; and
9. Perform any other duties related to CBT.

Experience and Skills Required:

EDUCATION: Advanced University degree in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international humanitarian/development assistance.

WORK EXPERIENCE:  Minimum 5 years’ experience in the humanitarian sector, with at least 4 years in the design, implementation and evaluation of cash-based assistance programmes.

LANGUAGE Fluency (level C) in English language, both written and oral, and excellent presentation skills.

More Requirements:

  • Strong understanding of the theory and application of food security, livelihood and safety net programmes;
  • Strong technical skills across design, delivery, and assurance of cash-based programmes
  • Knowledge of issues related to international development cooperation and humanitarian assistance; as well as knowledge and understanding of UN’s role in development cooperation.
  • Good understanding of UN or WFP policies and programming requirements with a working knowledge of project finance, costing, budgeting, and procurement.
  • Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries.
  • Knowledge of WFP procedures in setting up standard operating procedures with financial service providers would be desirable.
