UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative Making Every Woman and Girl Count (Women Count) aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. Women Count, delivered significant results in scaling up work on gender statistics availability, accessibility, and use during Phase I of its implementation. Phase II of Women Count (2022-2025) which coincides with gender data being elevated as one of seven systemic outcomes in UN Women’s 2022-2025 Strategic Plan, is the key UN Women programmatic tool to support Member States to strengthen the mainstreaming of gender perspectives in statistics and to monitor the Sustainable Development Goals (SDGs).

In Bangladesh, the Women Count programme  (current phase on-going, 2023-2025), is aligned with UN Women’s Strategic Plan 2022-2025, and contributes to Strategic Priority 5 of the country’s United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026, and UN Women Bangladesh Country Office’s Strategic Note (2022-2025) Outcome 1.4  (by 2026, women, girls and gender-diverse people benefit from an environment in which they are empowered to exercise their rights, agency, and decision-making power over all aspects of their lives and are free from all forms of discrimination, violence, and harmful norms and practices). The overall goal is to contribute to the global collective effort to achieve the following: Increased policy use of gender statistics by creating an enabling environment for increased production of and improved access to gender statistics for delivering gender equality and women’s empowerment (GEWE).

The second phase of Women Count builds on the existing work from Phase I to increase capacity towards monitoring gender-related SDGs through both building an enabling environment for gender data and increasing data production and use. The programme will support the Bangladesh Bureau of Statistics (BBS) to regularly collect gender statistics to reduce gender data gaps for SDGs indicators. This partnership also aims to strengthen BBS’s institutional capacity to produce gender statistics to meet the requirements of SDGs and the 8th Five-Year Plan (8FYP).

Reporting to Deputy Country Representative, the Programme Analyst provides programme support to the effective management of UN Women programmes in the CO by contributing to the programme design, formulation, implementation and evaluation.  The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. The Programme Analyst – Gender Statistics will work closely with the UN Women Regional Gender Statistics Specialist and the HQ Women Count programme team. The Programme Analyst – Gender Statistics will contribute to ensuring the effective planning, implementation, management and reporting of the Women Count project in Bangladesh. She/he/they will also provide technical assistance and capacity development to partners as well as lead resource mobilization, knowledge management and communication efforts.

She/he/they will work in close collaboration with the programme and operations team, UN Women HQ staff, the UN Women regional office, Government officials, multi and bi-lateral donors and civil society to ensure successful UN Women programme implementation under this portfolio.


Duties and Responsibilities

1.Contribute technically to the development of programme strategies in the area of gender statistics

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to gender statistics;
  • Draft inputs to country strategic documents, briefs, policy dialogues and other documents related to Gender Statistics.

2.Provide technical support to the implementation and management of the gender statistics  (Women Count) programme 

  • Design and formulate programme/project documents including  Memorandums of Understanding (MoU) among others;
  • Provide inputs to the annual workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed.

3.Provide technical assistance and capacity development support to project/programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify capacity development needs of partners and provide technical assistance, advisory support, and capacity development to partners on Gender Statistics, including strategic direction, training and positioning of gender statistics in national policies, plans and strategies;
  • Build and manage relationships with national partners and other key stakeholders, including UN agencies and any other organizations working on gender data/statistics, to support implementation and expansion of the Gender Statistics programme;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

4.Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes;
  • Oversee regular collection and quality reporting of data and information about the impact of the project, timely prepare and submit high-quality quarterly updates and contribute to the Women Count donor annual report and other UN Women reports as needed;
  • Provide guidance to the project team and partners on Results Based Management tools and performance indicators.

5.Provide technical inputs to the management of people and finances of gender statistics (Women Count) programme

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Forecast needs related to financial, Human Resources, logistics and administration activities, in consultation with the Supervisor;
  • Oversee the work of consultants, Programme Associates and Assistants as needed.

6.Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

7.Provide technical inputs to inter-agency coordination on  gender statistics to achieve coherence and alignment of UN Women programmes with other partners  in the country 

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs;
  • Participate and/or represent UN Women in in meetings, policy dialogues and inter-agency policy and statistical forums .

8.Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to gender statistics (Women Count);
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on gender statistics (Women Count);
  • Identify and implement advocacy and resource mobilization opportunities in line with the Women Count global programme Outreach and Advocacy Plan and the Resource Mobilization strategy;
  • Develop knowledge management strategies, products and methodologies on Gender Statistics in line with the Women Count global programme Data and Knowledge Management plan;
  • Develop and review background documents, briefs and presentations related to the Gender Statistics;
  • Codify best practices and lessons learned to guide project improvement and strategic planning.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.


  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in  gender statistics is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;

Language Requirements:

  • Fluency in English is  required;
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
