Background

UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action, and disaster risk reduction. In that framework, UN Women in Türkiye contributes to three outcomes of the UNSDCF:
1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination.
2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance.
3) By 2025, governance systems are more transparent, accountable, inclusive, and rights-based with the participation of civil society, and quality of judicial services is improved.
Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.
In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Türkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women’s empowerment. Currently, UN Women in Türkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director. Under the expanding EVAW portfolio, UN Women works in the areas of eliminating child, early and forced marriages, women’s access to justice, monitoring and coordination mechanisms for EVAW in partnership with Ministry of Family and Social Services, Ministry of Justice, and Ministry of Interiors as well as municipalities, labor organizations, civil society organizations, women’s organizations, academia and UN agencies, while also leading programmatic interventions to women and girls affected by the earthquake.
Reporting to the Programme Specialist, the Programme Analyst will support project “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in Türkiye” (2024-2027) which aims to rebuild and repair women’s shelters and Violence Prevention and Monitoring Centers (VPMCs) and enhance the technical capacities of service providers in affected regions. Working together with Programme Analyst (NOB) and the Programme Analyst (NOA) will collaborate closely with the Ministry of Interior, Ministry of Family and Social Services, and other stakeholders to strengthen partnerships, enhance accountability, and drive transformative gender equality and empowerment outcomes, ensuring all projects align with UN Women’s global and national strategic priorities while ensuring effective implementation of Outputs. S/he will have key role in monitoring the implementation of activities by implementing partners and consultants and will support the project’s budget management. Candidate is expected to work closely with the relevant staff of line Ministries such as Ministry of Interior and Ministry of Family and Social Services.
Duties and Responsibilities
1. Contribute technically to the development of programme strategies in the area of Ending Violence Against Women and Girls (EVAWG)
Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to EVAWG including post-earthquake response
Contribute to the communication with donors for programme/ project proposals
2. Provide technical support to the implementation and management of the programmes and projects
Provide inputs to the annual workplan and budget as required;
Support the coordination and monitoring of the implementation of programme activities;
Support the coordination the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
Support the coordination and review the submission of implementing partner financial and narrative reports;
Coordinate the training partners on Results Based Management.
3. Provide technical assistance and capacity development support to project/programme partners
Provide technical support to and technically oversee the implementation of programme activities with partners;
Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
Work closely with the governmental partners and contribute to identify the capacity development needs.
4. Provide technical inputs to the monitoring and reporting of the programme/ project
Monitor progress on programme activity, results and indicators;
Monitor the implementation of proposals by responsible partners;
Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
5. Provide technical inputs to the management of people and finances of the programme
Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
Provide inputs to financial reports;
Support the coordination and day to day management of the work of national and international consultants.
6. Contribute to building partnerships and resource mobilization strategies
Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
7. Provide inputs to advocacy, knowledge building and communication efforts
Provide technical inputs to background documents, briefs and presentations related to EVAWG;
Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
Provide inputs to the development of knowledge management products on EVAWG.
8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.
Supervisory/Managerial Responsibilities: Programme Analyst will not supervise any staff. The staff member will report to and work under direct supervision of the Programme Specialist.

Required Skills and Experience
Education and Certification:
Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building in the field of women’s empowerment and gender equality;
Experience and knowledge in the field of Ending Violence against Women in development and/or humanitarian response is desirable.
Experience coordinating and liaising with government agencies including ministries and/or donors is desirable.
Experience in working within the UN is desirable.
Languages
• Fluency in English and Turkish is required.
