JOB DESCRIPTION

Background

Afghanistan is one of the world’s most complex emergencies, and the world’s largest humanitarian crisis. Afghan people are grappling with the impact of conflict, poverty, economic decline, and natural disasters. In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security (WPS).

Reporting to Program Manager, the Programme Analyst contributes to the effective management of UN Women programmes in the ACO specifically for WEE team by providing substantive inputs to programme design, formulation, implementation and evaluation specially from operational perspective. The Programme Analyst guides and facilitates the delivery of UN Women programmes by tracking finance, monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme pillar and ACO operations team, UN Women HQ personnel, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

  1. Contribute technically to the development of programme strategies in the area of WEE
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives specially for budgeting and planning.
  • Assists in preparation of reports and periodic information on delivery as needed by ACO, donors and other stakeholders.
  • Support in preparation of PAC and Audit processes and documents.

2. Provide substantive technical support to the implementation and management of the WEE programme.

  • Keep abreast of changes in operational policies and procedures and ensure that the WEE team is adhering to the programme quality management.
  • Support and coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Oversee and coordinate accurate and timely input of the project information to into the management system i.e. Quantum and ensure that Quantum information is correct and updated.
  • Train partners on Results Based Management and monitor implementation and updating for online forms and applications and financial reporting.
  • Support initiation of projects, entering project into the system, finalization of agreements.
  • Coordination of the mandatory and budget re-phasing exercises.
  • Support closure of projects.
  • Support follow up of audit recommendations.

3. Provide technical assistance and capacity development to project/programme partners.

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products.
  • Maintain relationships with national stakeholders to support implementation and expansion of the WEE programme.
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

4. Provide technical inputs to the monitoring and reporting of the programme/ project.

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes.
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5.Provide substantive technical inputs to the management of people.

  • Support drafting of ToRs and Job Descriptions.
  • Support announcements of WEE related positions, selection processes in close coordination with HR team
  • Support onboarding and orientation to new staff

6. Provide substantive inputs to building partnerships and resource mobilization strategies.

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases of partners.
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
  • Participate in donor meetings and public information events, as delegated.

7. Provide technical support to inter-agency coordination on WEE to achieve coherence and alignment of UN Women programmes with other partners in the country.

  • Provide substantive technical support to the on inter-agency coordination related activities by drafting background reports and briefs.

8. Provide substantive inputs to advocacy, knowledge building and communication efforts.

  • Supporting in developing background documents, briefs and presentations related to WEE.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products.
  • Support organization of trainings for the project staff on operation issues as needed.
  • Identify the sources of related information needed for thematic area and maintain knowledge hub.
  • Work closely with ACO communication team for WEE communication materials as needed.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience at the national level in designing, planning, implementation, monitoring and evaluation of development projects with focus on operations and finance;
  • Experience working in WEE area and technical knowledge is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN system is an asset;

Language Requirements:

  • Fluency in English and Dari/Pashto is required
  • Knowledge of the other UN official working language is an asset;
