Context
The International Fund for Agriculture Development (IFAD) is an international financial institution and specialized United Nations agency based in Rome, the UN’s food and agriculture hub. Since 1978, we have provided US$18.5 billion in grants and low-interest loans to projects that have reached about 464 million people. At the International Fund for Agricultural Development (IFAD) we invest in rural people, empowering them to increase their food security, improve the nutrition of their families and increase their incomes. We help them build resilience, expand their businesses and take charge of their own development. The Programme Management Department (PMD) is responsible for the overall lending programme of the Fund and is composed of five regional divisions (Asia and the Pacific; East and Southern Africa; Latin America and the Caribbean; Near East, North Africa and Europe Division), Environment and Climate Division and Technical Advisory Division.
Task description
The Programme Analyst is responsible for established programme/project coordination. S/he is expected to perform functions related to IFAD’s mandate of improving rural foods security and nutrition and overall efforts by IFAD to increase capacity-building and sustainable development in developing countries. The UN Volunteer reports administratively to UNDP and will be subject to UNV Unified Condition of Services with service limited to IFAD. Scope of work Under the supervision of the IFAD Country Director or designed official , the UN Volunteer will perform the following tasks ; 1) Country Office Support: The Country Programme Analyst is accountable for analytical support and strategic guidance for programmme planning, implementation, evaluation, and reporting. S/He will provide support in reviewing the Annual Work Plans and Budgets s, analysis of and inputs to budget preparation, monitoring expenditures and grant portfolios, in particular supporting the supplementary programmes (SSLRP and READ) and providing additional support as requested. 2) Country Programme Support: The Country Programme Analyst will enhance the technical quality of IFAD country activities by supporting programme (COSOP) and project (grants and loans) design, supervision, and implementation and completion (PCR) activities. The Analyst will specifically provide substantive contributions to monitoring and evaluation and reporting. The Country Programme Analyst will participate in capacity building activities including support to the identification, analysis, documentation, harmonization and dissemination of both national and local issues as well as conditions, best practices and lessons learned among partner development agencies. S/He will ensure full compliance with IFAD’s Social, Environmental and Climate Assessment Procedures (SECAP) and relevant National guidelines for assessment of environmental and social impact of all agreed activities, determining mitigation measures for negative impacts, and duly implement environmental and social safeguards, as per the project Environmental and Social Management Framework (ESMF) and Resettlement Policy Framework (RPF), where relevant. 3) Support To Partnership Building: As a country team member, the Country Programme Analyst will support the identification of potential partners, development initiatives and best practices. S/He will analyze findings in comparison with the assigned Fund strategies, identifying potential opportunities. The Analyst will encompass tracking project/programme documentation through the project cycle, including completion. 4) Support To Policy Development/knowledge Management: As a country team member, the Country Programme Analyst will participate in relevant policy meetings and events of interest to IFAD’s target groups, which involve the government, donors, and civil society, including NGOs, in order to analyze and draft reports on innovations and developments for knowledge sharing. From a national perspective and in-depth knowledge of government structure, development environment and local culture, s/he will gather evidenced based data from projects in support of linking the realities on the ground and the voices of the poor with the policies and programmes of the government. S/He will develop and implement a monitoring and evaluation framework and ensure relevant and appropriate systems are in place, ensuring quality control and that implementation is executed as stipulated in the Project Implementation Manual; put in place a fully functioning M&E system and support capacity building and transfer of knowledge to MAFS, IAs, state, and local level. 5) Reporting: The Country Programme Analyst will be accountable for supporting communications with headquarters as well as the drafting regular and periodic reports and documents. Reports may include project, country office, thematic or country portfolio reports and semi-annual & annual reports for the donor reporting. S/He compiles data for and drafts the country office half-yearly and annual reports including lessons learned from design and implementation support experience as well as occasional reports and specific information and documents per request.
