Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Turkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction. UN Women contributes to three UNSDCF outcomes: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance. 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.

 

Towards these goals, UN Women Turkiye has actively been implementing programmes and projects since 2012 that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social, and economic life and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. In particular, UN Women Turkiye focuses on initiatives in 1) Women’s leadership and political participation 2) Ending violence against women and girls 3) Gender-sensitive refugee response 4) Gender-responsive planning and budgeting 5) Private sector partnerships and male engagement and 6) UN System coordination. UN Women Turkiye collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, opinion-makers and activists from different sectors, academia, private sector companies, media, development partners and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

The Unstereotype Alliance is a thought and action platform convened by UN Women, that uses advertising as a force for good to drive positive change. It seeks to eradicate harmful gender-based stereotypes. The alliance is focused on empowering women in all their diversity (race, class, age, ability, ethnicity, religion, sexuality, language, education, etc.) and addressing harmful masculinities to help create a gender equal world. The Alliance brings together a powerful global coalition of industry leaders behind the common goal of eliminating gender bias and harmful gender stereotypes from their advertising.

Recognizing the power of partnerships to accelerate progress, this industry-led initiative convened by UN Women unites leaders across business, technology and creative industries to tackle the widespread prevalence of stereotypes that are often perpetuated through advertising and content. UN Women Turkiye has supported the Unstereotype Alliance in initiating its Turkiye Chapter with participation of the Turkish advertising industry and companies.

The Unstereotype Alliance Turkiye Chapter was launched in December 2019 as an action coalition of gender equality champion advertisers, brands and companies and was the second national chapter in the world – now among 12.

Reporting to Programme Analyst (Private Sector Partnerships) in UN Women Turkiye Office , the Programme Analyst contributes to the effective management of UN Women programmes in the CO by providing substantive inputs to programme design, formulation, implementation and evaluation (esp. under the private sector portfolio and in particular the Unstereotype Alliance Turkiye Chapter to increase the standing and awareness of transforming gender-based stereotypes in media and advertising content.) The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities
Contribute technically to the development of programme strategies in the area of private sector partnerships and Unstereotype Alliance
Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
Identify areas for support and intervention related to the programme.
Act as the focal point for the promotion of Unstereotype Alliance initiative in Turkey;
Develop a work plan of activities including list of stakeholders/ potential companies or organizations with interest in promoting gender equality and removing stereotype branding in advertisements/campaigns;
Coordinate the implementation of the various activities of the Turkey National Chapter
Manage effective member communications through meaningful knowledge exchange and support members/companies to keep a track of regular progress and follow up on agreed work plans, contributions and activities;
Support the governance of the Alliance by organising regular Board meetings, briefing sessions, member selection processes, review and evaluation meetings and other meetings as required;
Provide technical advice and guidance on building and managing partnerships and member interest;
Conduct due diligence assessments before admitting new members into the alliance;

Provide substantive technical support to the implementation and management of the Unstereotype Allianceprogramme
Provide technical inputs to the annual workplan and budget;
Lead the implementation of programme activities;
Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
Train partners on Results Based Management and monitor implementation.

Provide technical assistance and capacity development to project/programme partners
Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
Maintain relationships with national partners to support implementation and expansion of the private sector partnerships and the Unstereotype Alliance ;
Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Independently plan and coordinate, on a day-to-day basis, potential activities with programme partners and other UN Women programme units (e.g. women’s economic empowerment, violence against women, governance). Also lead the activities/events in promotion and participation in Unstereotype Alliance with private sector.
Support content development of sectoral awareness raising activities, workshops and employee engagement events
Support development of innovative and creative knowledge building and knowledge sharing activities for the members of the chapter
Attend and participate in monthly Learning Cafes with fellow UN Women National Chapters, and monthly All-Member Calls with global membership.
Liaise closely with Unstereotype Alliance National Chapter network to share knowledge products, case studies, and best practices.

 

Provide technical inputs to the monitoring and reporting of the programme/ project
Monitor progress of implementation of activities and finances using results based management tools;
Draft reports on monitoring missions, programme results s, outputs and outcomes;
Provide substantive inputs to the preparation of donor and UN Women reports.
Submit monthly narrative and statistical progress report of the activities under the Unstereotype Alliance;
Liaise with UN Women operations team on a day-to-day basis for administrative support in management of finances, procurement and travel arrangements;
Works with Unstereotype Alliance Secretariat at UN Women Headquarters to keep a track of regular progress, follow up on agreed work plans, contributions and activities.

 

Provide substantive technical inputs to the management of people and finances of the Unstereotype Allianceprogramme
Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
Provide substantive inputs to financial reports;

 

Provide substantive inputs to building partnerships and resource mobilization strategies esp. in and around private sector partnerships
Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
Participate in donor meetings and public information events, as delegated.
Provide support to the private sector and gender equality related work of the Office as required;
Build strategies to upscale the impact under WEPs, HeForShe and Unstereotype Alliance
Develop resource mobilization and fundraising strategies to grow the private sector portfolio
Contribute to development and drafting of private sector programme proposals
Support the Private Sector Programme Analyst on relevant private sector strategy and innovative partner engagement conceptualization efforts
Provide substantive inputs to advocacy, knowledge building and communication efforts
Develop, promote and disseminate advocacy materials for UA;
Coordinate UA Turkey’s website content on a regular basis, by providing news, updates, resources;
Coordinate the translation/adaptation/rewriting of information received, printing and dissemination of publications and audio-visual materials;
Coordinate the development of advocacy and awareness raising campaigns and knowledge products;
Act as a liaison between local allies, members of the alliance, other country networks and UN Women HQ and ensure regular reporting to HQ;
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience

Education and certification:

Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, business, marketing or advertising-related studies or a related field or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:

At least 2 years of progressively responsible work experience with the private sector working on gender equality in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.

Experience in the developing advocacy and awareness raising campaigns and conscious content is desirable.
