Job Title: Programme Assistant
Grade: SC5
Type of contract: Service Contract for Lao Nationals only
Duration: One year with possible extension
Duty Station: Sukhuma District, Champasak Province
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
The Programme Assistant will be based at District Education Sport Bureau (DESB) and District Agriculture and Forestry Office (DAFO), under the direct supervision of Programme Associate and overall supervision of Head of Filed office.
- Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
- Support planning for programme implementation activities at district level in collaboration with relevant government counterparts.
- Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
- Collect and summarise assistance programme (s) data, collaborating with cooperating partners where required, conduct analysis, and prepare reports in order to support programme reviews and informative decision-making.
- Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
- Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programme.
- Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
- Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
- Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
- Prepare field mission reports to document programme implementation.
- Follow set emergency response processes and procedures for emergency food assistance.
- Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Completion of secondary school education. A post-secondary certificate, and a degree in the related functional areas, including Agriculture, Education, Community development, Rural development and Environment is desirable.
Language: Fluency in both oral and written communication in English language and Lao.
Experience requirement for (SC5 level)
- At least five (5) years relevant working experience in the sectors of community development, agriculture support, rural development, school feeding programme or equivalent is preferable.
- Experience working with technical team and contributed to programme implementation.
Desirable Knowledge and Skills:
- Excellent word processing skills and excel skills.
- Experience working in difficult locations with people of different backgrounds.
- Ability to speak ethnic group language(s) is an asset.
- Knowledge of database and data analysis is an asset.
- Ability to communicate clearly and to interact with government partners.
- Be able to travel to project area by motorbike and has driving license.
