This position is located in the Programme Office in Ethiopia (POETH) with duty station in Addis Ababa, under the Regional Office for Eastern Africa (ROEA), Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Regional Representative of ROEA and the overall guidance of the Deputy Director, DO. The incumbent will work in close coordination with the Chief, Regional Section for Africa and the Middle East, on matters related to the African Union. The incumbent will also liaise and cooperate closely with the Programme Management Officer (Programme Management and Analysis) in ROEA for all operational matters and work closely with the substantive Heads of Regional Programme Pillars at ROEA and relevant substantive Sections at UNODC headquarters. Responsibilities
This position will head the Programme Office in Ethiopia. Additionally, the incumbent will also be required to enhance the engagement of UNODC with the UN Economic Commission for Africa, the Office of the Special Representative of the Secretary General to the African Union, the African Union and other relevant UN and non-UN regional and continental presences in Ethiopia. Within this context, and within delegated authority, the incumbent will perform the following specific duties: Advocacy: • Position UNODC and its mandate within UNCT (the United Nations Country Team), vis-à-vis the UN regional bodies, the African Union, and among key donors, including the Donor Coordination Group, as well as relevant national authorities through promoting a better understanding of the importance of UNODC core mandates. • Encourage and advocate for the greater attention and inclusion of UNODC-related mandates in key national priority-setting exercises, strategic document development, as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations. • Advocate for the greater investment in trend analysis, strategic information gathering in aspects pertaining to drugs and crime to inform priority settings and resource allocation by national authorities and other bilateral, multilateral and non-governmental organizations. • Represent UNODC’s position and interests in the country and promote solid partnerships with governmental institutions, civil society, national and international stakeholders and financial institutions, parliamentarians and the media. Promote the use of UNODC manuals, handbooks, guides compendium of good practices and any other technical guidance documents, including key flagship reports such as the World Drug Report. Programme Development and Resource Mobilization • Validate relevance of current programmatic priority identified, provide recommendation and identify a list of key programmatic priorities for UNODC engagement with a view to maximizing impact and underlining UNODC’s added value within the wider UN response in Ethiopia. • Coordinate and establish strategic partnership and synergies with other UN entities and missions present in Ethiopia to stimulate joint programme/project development and fundraising activities. • In addition to in-region capacity and resources, identify gaps and areas of intervention that could be filled with UNODC Global Programme technical assistance and resources and liaise with key programme managers and experts to secure implementation commitment and resource allocation. • Identify opportunities in line with the National Action Plan for enhancing UNODC programming in the area of strengthening the criminal justice system. • Keep abreast of developments regarding UNODC’s drug mandate, including demand reduction, harm reduction and supply reduction, as well as trends regarding crime, including, but not limited to, corruption human trafficking, smuggling of migrants, money-laundering, terrorism and organized crime in Ethiopia and neighboring countries, with a special attention to the Horn of Africa. • Provide strategic direction, coordination and management of all UNODC activities in Ethiopia and contribute, through the development of actionable proposals and concept notes, to resource mobilization efforts of the Regional Office and joint UN programming opportunities. In that context, liaise with key experts at the ROEA for substantive and technical contributions. • Maintain regular consultations with counterparts and ensure that donor funding agreements conditions are complied with in a timely manner. Programme Management and Implementation • Provide overall management and coordination of UNODC portfolio in the country and ensure effective project/programme delivery. • Coordinate, monitor and evaluate the overall progress of ongoing activities in the country/region in order to ensure the effective project/progamme delivery and use of funds as well as consistency, substantively, technically and financially with the objectives set forth in the programming tools; • Implement, review and develop office management and project implementation practices, workflow, guidance notes and/or internal instruction to facilitate swift and quality input processing (procurement, human resources, travels, etc.) • Ensure effective financial management and reporting of the projects in Ethiopia, meet related reporting obligations and coordinate timely project reviews and revisions as required. • Prepare and draft a variety of high quality and timely written outputs, such as concept papers, correspondence with governments, working papers, mission reports, presentations, policy proposals and ad hoc reports and organize and attend policy-making, expert group and programme/project related meetings, workshops, discussions, etc. make presentations and represent UNODC at those meetings. Office management • In accordance with established policies and delegated authority, manage the financial, human and physical resources assigned to the UNODC Programme Office in Ethiopia under the incumbent’s supervision, ensuring appropriate coverage, guidance and supervision of staff and efficient and effective use of such resources; • Manage, lead, guide and mentor staff under her/his responsibility. This includes promoting their professional development and creating an inclusive and diverse work environment which fosters civility and respect among colleagues and upholding zero tolerance to harassment, including sexual harassment/exploitation, discrimination and abuse of authority. • Attend regularly all coordination meetings of the UN and stay abreast of UN reform and other related management and operational discussions, including, but not limited to UNCT, Security Management Team (SMT), etc. • Be responsible for the implementation of local security management decisions taken by the Designated Official and SMT and appropriate security and safety measures and arrangements for UNODC staff, personnel, eligible family members, as well as for all UNODC premises and operations in the region, in coordination with the local UNDSS security officials, and with advice from the UNODC Focal Point for Field Security at Headquarters Vienna, as appropriate. • Perform other work-related duties as may be required.

Education
An advanced university degree (Master’s degree or equivalent) in international relations, law, political or social science or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience, including experience at the international level, in project or programme management and administration in crime prevention criminal justice is required. Work experience in fundraising and managing donor funded projects is required. Work experience in recruiting, managing and training staff is required. Work experience in providing advisory services and technical assistance in crime prevention and criminal justice is desirable. Work experience within the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English is required. Knowledge of another United Nations official language is an advantage.
