Programme Coordinator – Kolda / Ziguinchor / Sedhiou – NOB
The Project Coordinator contributes on a permanent basis to the effective execution of the activities of the UNFPA Cooperation Programme, particularly the partnership with Canadian cooperation.
Based within the Tambacounda Health Directorate and covering the Kédougou Health Directorate, the Project Coordinator makes a substantial contribution to the formulation, implementation, monitoring and evaluation of the interventions of the UNFPA Cooperation Programme in Senegal in the field of reproductive health, gender, population and development.
It contributes to improving UNFPA’s presence in the field by providing support to programme management aimed at: i) strengthening the implementation of CP9 and Annual Work Plans in a results-based management context, ii) providing detailed support/advice to implementing partners for successful implementation of the Programme, iii) increasing the accountability of implementing partners for reporting in accordance with defined standards.
You will be placed under the authority of the Deputy Resident Representative.

Job Purpose:
Encourage better consideration of the ICPD Agenda and the SDGs in local development plans and strategies;
Provide integrated technical and programmatic support to the IPs of the Tambacounda and Kédougou regions for the articulation of programming frameworks at the regional level with the UNFPA strategic planning framework (CPD/UNFPA Strategic Plan, PTAs), and at the central level; Promote
regional leadership in the implementation of the 8th Cooperation Programme;
Ensure systematic monitoring of the implementation of interventions;
Seek and strengthen synergies with other technical and financial partners involved in the social and economic development process of the regions;
Contribute to the mobilization of resources in support of local development plans and strategies;
Strengthen communication with implementing partners and other partners by holding regular coordination and monitoring meetings of the PTAs.
You would be responsible for:
- In the field of strategic planning at the regional level and the Development of Alliances and Partnerships
- Provide technical support for the integration into local development plans of interventions aimed at strengthening access to and use of an integrated package of quality services for women and young people, particularly adolescent girls, to reduce maternal morbidity and mortality, particularly in target regions, with particular emphasis on adolescent/youth reproductive health (AYRH), prevention and management of GBV and the empowerment of women and girls;
- Contribute to the development, monitoring of the implementation and evaluation of regional development plans, particularly in relation to SR, Gender and data issues;
- Regularly participate in meetings organized by the office, including those organized by the SR unit or other entities as appropriate;
- Actively participate in meetings organized by the Governance, the medical region and/or other partners of the medical intervention regions as appropriate;
- Contribute to the production of analytical reports on the implementation of the ICPD Agenda and the SDGs through support for the development of the annual status of their implementation in the regions, and on the basis of indicators collected and capable of measuring the progress made;
- Participate in the development of the PTA Health, Gender and GBV at the regional level and specify the contribution of UNFPA;
- Participate in the organization of studies and research on P&D, SR and Gender in the regions and in the promotion of the use of methodologies and guides defined by UNFPA;
- Contribute to taking into account the dimension of gender and human rights in organized studies and research;
- Contribute to the identification of the needs of health structures in terms of material, human and training resources based on the priorities defined by the regions;
- Identify opportunities for UNFPA technical support to be provided to regions
2. As part of the implementation of PTAs
- Participate in the development and implementation of annual work plans of CP8 implementing partners aimed at strengthening access to and use of an integrated package of quality services for women, young people, particularly adolescent girls, to reduce maternal morbidity and mortality, particularly in target regions with a particular emphasis on adolescent/youth reproductive health (AYRH);
- Support the development of quarterly work plans and corresponding budgets and their submission in the GPS;
- Ensure the completeness and quality of quarterly fundraising files;
- Periodically monitor operational activities in the field;
- Identify capacity building and technical assistance needs and appropriate responses;
- Ensure, on a quarterly basis, at the regional level, the collection, analysis and dissemination of indicators relating to the implementation of interventions supported by UNFPA;
- Ensure the proper use of equipment and materials made available to implementing partners in the regions of the Eastern axis;
- Ensure effective receipt by the implementing partners of the Eastern axis of the ordered equipment;
- Support, on a quarterly and annual basis, the preparation of analytical reports on progress by product as well as consolidated reports by region, accompanied by appropriate financial reporting within the framework of the implementation of the PTAs;
- Demonstrate diligence and promptness in providing support to the medical regions of Tambacounda and Kédougou in all circumstances and particularly in emergency situations, particularly during epidemics;
- Facilitate monitoring missions at the central level of UNFPA;
- Facilitate the identification of operational research themes on the problems encountered in the implementation of PTAs in collaboration with medical regions and with the involvement of community facilitators;
- Provide technical support for the implementation of operational research and studies planned as part of the implementation of PTAs;
- Facilitate the organization of quarterly meetings of the Regional Coordination and Monitoring Committee for the implementation of the 8th program. (Meet once a quarter with the authorities and administrative bodies (Governors, ARD, etc.) of the Tambacounda and Kédougou regions to review the progress of the PTAs).
3. In the area of efficient resource management
- Monitor funds allocated to regional partners within the planned timeframes and execution rates efficiently and report quarterly to the office;
- Ensure the strengthening of the culture of GAR and accountability in the regions of Tambacounda and Kédougou. Ensure the necessary due diligence while respecting the procedures during exchanges with the UNFPA office on the one hand and with the implementing partners for efficiency in management in all circumstances and more particularly in humanitarian emergency situations;
- Produce on a quarterly basis, the analysis of the financial execution of the PTAs in relation to the activities carried out and their contribution to the expected results of CP8;
- Ensure the proper use of equipment and materials made available to implementing partner structures during CP7/CP8 in the Tambacounda and Kédougou regions;
- Produce on a quarterly basis, the point of implementation of the recommendations resulting from the monitoring, evaluation, supervision and audit activities carried out;
- Monitor the execution of financial resources, in particular by guaranteeing quality assurance of financial and technical operations;
- Regularly monitor the level of execution of available resources and report this to the Chief Physicians of the medical regions concerned;
- Ensure consistency between the activities implemented and the funds disbursed;
- Co-supervise the staff of its intervention regions: the driver, the community facilitators and the Administrative and Financial Assistant (AAF) in accordance with UNFPA procedures including the regular updating of personal data in the system
4. Supervision and performance management (Project staff and junior staff)
- Provide leadership to the regional team, including good staff management using a participatory approach;
- Contribute to the development of the initial Work Plan in accordance with the ToRs as well as to the mid-term and end-of-year evaluations of the AAFs;
- Implement a capacity building plan for regional team staff, particularly on PPM and other mandatory training;
- Ensure that all regional staff are up to date on UNFPA mandated and recommended courses
- Participatively develop the mission plan for all regional staff and monitor its execution
- Ensure supervision of AAF activities in the field;
- Organize regular working meetings with the AAF for the proper implementation of the regional team’s activities;
- Validate the AAF leave plan and record your presence at work;
- Target the AAF mission orders;
- Ensure that team meetings are held regularly, with a meeting report.
- Perform any other tasks deemed useful in connection with the program.
Labor relations
Under the direct supervision of the International Coordinator of the Luxembourg and Canada Programs, the Project Coordinator interacts and collaborates closely with the Program and Operations units, all staff, particularly Administrative and Financial Assistants, UNVs Community Facilitators, Administrative Vehicle Drivers, etc.
Externally, he works closely with implementing partners (medical regions, NGOs, subcontractors, etc.) to provide them with quality services. He collaborates with the chief physicians of the regions to ensure the proper functioning of regional governance bodies.
Qualifications and Experience:
Education:
Holder of a University Diploma in Health or relevant Social Sciences, at least a Master’s degree (BAC +4).
Knowledge and Experience:
Have at least two (02) years of professional experience in program management or development projects Demonstrate at least 5 years of experience in results-based management
Have good experience in partnership management and coordination (Government, Civil Society, Private Sector, United Nations System Agencies and donors);
Have the ability to lead advocacy and promote a program focused on national priorities and results;
Have in-depth knowledge of the national health system;
A good knowledge of the context of the regions of Senegal, the United Nations System and the mandate of UNFPA is an asset.
