Org. Setting and Reporting
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat is the focal point for all urbanization and human settlement matters within the UN system. UN-Habitat works with partners to build inclusive, safe, resilient and sustainable cities and communities. UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty. ERSKI is responsible for strategic planning, monitoring of global urban trends and conditions, advocacy, communications and partnerships as well as digital urban innovation. The Knowledge and Innovation Branch is responsible for leading the development of UN-Habitat’s flagship reports, the gathering and reporting on global urban data, and the production of cutting-edge knowledge and innovation on cities, as well as digital solutions for sustainable urban development. The Innovation Unit is responsible for the development of an organizational strategy and policy on innovation, smart cities and digital transformation, the development and maintenance of an organizational inventory of innovation initiatives, approaches and practices, and the communication on UN-Habitat’s innovation approaches and initiatives with external audiences, which includes establishing and coordinating strategic innovation partnerships and supporting resource mobilization for innovation. The position reports to the Chief of the Knowledge and Innovation Branch.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to urban innovation and digital transformation. • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Organizes and prepares written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications, etc. • Researches, analyzes and presents information in urban innovation and digital transformation gathered from diverse sources. • Plans and facilitatesworkshops, trainings and interactive sessions aimed at strengthening urban innovation and digital transformation knowledge. • • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Leads and provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions on urban innovation and digital transformation, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in in urban planning, urban development, business administration, management, economics or a related field or related fields is required. A first-level university degree in combination with two (2) additional qualifying years of experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience working in urban policy and practice is required. Experience working in , urban innovation, digital technology or smart cities is desirable. Experience in statistics and data analysis is desirable. Two (2) years or more of experience in data analytics or related area is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge in any other language is desirable. NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and ” Knowledge of” equals a rating of ” confident” in two of the four areas.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is for an initial period of 364 days and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
