Context

In line with the IOM Strategic Plan 2024-2028, IOM leads environmental sustainability innovation for impact and scale in the humanitarian and migration management sector. IOM has an ambitious environmental governance and environmental management system, drawing from United Nations system-wide commitments.

Under the overall supervision of the Deputy Director General for Management and Reform and the direct supervision of the Director of Global Shared Services, the Environmental Sustainability Unit plays the lead role in mainstreaming environmental sustainability principles into the Organization’s policies, strategies, programmes and projects, and facility and operations management. The Unit serves as a driving force for accelerating the sustainability transition in IOM and improving the organization’s environmental performance.

The Unit provides thought leadership and guidance to implement and share best practices and policies related to environmental management and environmental sustainability. In line with the United Nations system-wide commitments made in the Strategy for Sustainability Management in the United Nations System 2020-2030, the Unit promotes the continuous improvement of environmental performance as the institutional focal point for IOM’s environmental management systems and sustainability innovation. The Unit also acts as the institutional focal point for global coordination mechanisms and partnerships related to environmental sustainability and clean energy transition, including the UN Greening the Blue.

Under the direct supervision of the Head of the Environmental Sustainability Unit (ENV) and in collaboration with relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer (Environmental Sustainability) will be responsible for managing, coordinating and overseeing activities related to the sustainability transition in projects and programmes.

Responsibilities

  1. Act as institutional focal point on environmental management for projects and programmes (environmental safeguarding) and related and emerging environmental sustainability areas.
  2. Manage, maintain and continuously improve the global IOM Environmental Management System in coordination with relevant teams, including the Environmental Risk Assessment Tool (ERAT) and follow up instruments.
  3. Develop and continouously improve guidance to facilitate the successful implementation of the IOM Environmental Management System, including by collaborating with IOM Country Offices to design tailored mechanisms.
  4. Provide technical advice and support to IOM Country Offices worldwide on environmental safeguarding in projects and programmes.
  5. Develop communication and capacity building materials linked to environmental sustainability in projects and programmes including related to the clean energy transition, circular economy and green finance.
  6. Coordinate the implementation of the Environmental Sustainability Unit’s work programme and projects in line with evolving UN environmental sustainability commitments as well as donor requirements.
  7. Develop science-based, data-driven and tailored guidance to support IOM’s environmental sustainability efforts, focusing on environmental management, clean energy transition, circular economy, and green finance.
  8. Establish, maintain and further expand partnerships with key stakeholders including Member States, international organizations, private sector, civil society and academia.
  9. Identify donor priorities and strategies on environmental sustainability, explore potential follow up initiatives and/or initiate project/programme development in line with IOM’s mandate.
  10. Develop and coordinate the implementation of organizational strategies on specific environmental sustainability topics, such as the clean energy transition and green finance, in coordination with relevant internal and external stakeholders.
  11. Facilitate the integration of green financing mechanisms into IOM’s sustainability efforts to accelerate the shift towards renewable energy and circular economies across programmes and projects.
  12. Supervise and manage consultants, implementing partners and service providers as requested.
  13. Represent IOM and participate in relevant events, conferences and meetings as requested.
  14. Undertake duty travel as required.
  15. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Environmental Sciences, Environmental Engineering, Energy Management, Energy Engineering, Sustainable Development or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree or equivalent in the above fields with seven years of relevant professional experience

Experience

  • A minimum of five years of progressively responsible experience in environmental sustainability related to project or programme management, safeguards or related area is required;
  • Experience in environmental sustainability initiatives in international organizations and/or governments, including experience in organizational sustainability initiatives is required;
  • Experience in coordination of various internal stakeholders (Divisions/Units/Departments) to ensure maximum outputs across operations is required;
  • Experience in project design support, project development, administrative or financial management, including knowledge ofIOM Project Handbook, Procurement Manual, reporting and internal control procedures is required;
  • Experience in the usage of Microsoft Office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis is required;
  • Experience with the United Nations system, International Organizations, international or local NGOs;
  • Experience in developing or implementing an Environmental Management System (ISO 14001:2015) is desirable;
  • Environmental Management System (ISO 14001:2015) certification is desirable;
  • Experience in planning, design, implementation or review of environmental risk assessment and mitigation measures related to projects or programmes in complex settings is desirable;
  • A minimum of two years of experience in field operations is desirable; and,
  • Experience at global/regional level (Headquarters and/or Regional Offices/Bureau) is desirable.

Skills

  • Knowledge of UN/IOM’s or International Organizations, regulations, policies and procedures;

  • Knowledge of project budgeting and financial management; and
  • Knowledge and experience in working with PRIMA and WAVE (Oracle) or similar system is an advantage.

Languages

IOM’s official languages are English, French and Spanish. All staff members are required to be fluent in one of the the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French is highly desirable. Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
