Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Organizational Context and Scope

Under the overall and direct supervision of the Chief of Mission, and in coordination with the relevant Regional Thematic Specialists based in the Regional Office for the Asia and Pacific (ROAP), the Programme Officer will work with government authorities and technical partners to formulate and implement integrated cross-thematic programs, including protection policies for migrants in distress and victims of trafficking and smuggling. Activities will be carried out in coordination with the United Nations (UN) entities and in line with national policies and plan. The successful candidate will also be responsible and accountable for promoting IOM’s mandate and developing programs aligned with IOM’s global and regional strategic plans.

Responsibilities

  1. Support the development and implementation of multi-sectoral programming in protection, integrated border governance, and disaster management in the mission, including its financial, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables.
  2. Contribute to the identification of donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or initiate new programme development process in Cambodia and draft projects proposals, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy.
  3. Maintain close collaboration and contribute to the strengthening the partnerships with relevant stakeholders such as Government entities, national authorities, donors, development partners, United Nations agencies, and civil society.
  4. Keep updated with policies and strategies related to migrant protection key topics (AVRR, CT, UASC, etc.), integrated border governance, and other key areas
  5. Promote improved awareness and understanding of risks faced by populations on the move among IOM staff, local authorities, national and international civil society organizations, the United Nations (UN) system, diplomatic missions, media actors and any other relevant stakeholders.
  6. Coordinate the observance of international migration law standards within IOM programmes while ensuring the integration of crosscutting issues, including gender, human rights, among others.
  7. Maintain positive relations and collaborate closely with national and local authorities, UN agencies and international organizations and civil society actors, to promote advocacy initiatives and address problems faced by vulnerable migrant populations, in line with international and national standards and fora (Sustainable Development Goals, Global Compact for Migration, etc.).
  8. Conduct staff performance appraisals using the IOM Performance Appraisal System (PAS), identify and respond to training needs of staff, and develop and deliver professional in-house trainings as required.
  9. Coordinate and prepare quality reports and technical products and deliver trainings and awareness-raising sessions to governmental and non-governmental partners on key topics such as identification of vulnerable groups, protection and referral.
  10. Participate in relevant inter-agency fora and with the Royal Government of Cambodia; participate in international and national events, workshops and meetings to facilitate proper coordination and presentation of IOM activities.
  11. Undertake duty travel as required, for project site review and other duties of concern to the project activities.
  12. Perform such other duties related to strategic and priority areas of the mission as required.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in International Law, Development Studies, Political Science, International Relations, Social Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in program management and managing teams
  • Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs).
  • Experience in migrant protection and counter-trafficking
  • Experience working in Southeast Asia is an asset
  • Experience in regional coordination between different stakeholders an asset.
  • Experience in working effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Skills

  • Sound and Proven communication skills are essential.
  • Knowledge of protection and determination of vulnerabilities.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
