ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month-on-month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

 

Under the direct supervision of the Deputy Head of Nutrition (DHON), the incumbent will support nutrition programmes operations, provide technical advice and guidance on implementation. Furthermore he/she will be responsible for ensuring quality implementation of the WFP nutrition interventions and will be working directly with the nutritionists in the six area offices.

KEY ACCOUNTABILITIES (not all-inclusive)

 

  1. Provide technical assistance to nutritionists in the area offices and the Cooperating Partners (CPs) in the implementation of WFP supported nutrition programmes in line with WFP standards and processes. This includes supporting capacity building of WFP staff and CPs and national government to prepare for and respond to nutrition needs to ensure efficient implementation.
  2. Provide technical guidance and support on transition of nutrition management according to the new WHO recommendations for Moderate Acute Malnutrition (MAM) management aligning with WFP standards and procedures.
  3. Liaise with Area Offices (AO) and CPs and undertake field missions visits to view projects outputs and beneficiaries to ensure that progress is made with a focus on improving the program quality. Where possible plan to joint missions with UNICEF and other stakeholders. Review Third Party Monitors (TPM) reports and follow up with the area offices to address issues raised during the monitoring.
  4. Ensure national and WFP nutrition policies, standards and guidelines are applied in WFP-supported nutrition projects to ensure quality programmes.
  5. Support the AO to ensure that regular (quarterly/biannual) CPs review meetings are conducted to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery.
  6. In close coordination with AO and CPs management section, support the identification of potential partners, take lead in the preparation, review and submission of Field Level Agreements (FLAs) and amendments for all CPs.  Participate in the CPs evaluation exercise and follow up with AOs on implementation of the improvement plans.
  7. In close coordination with DHON follow up on SNF pipeline to mitigate pipeline breaks including adaptations to ensure continued programme implementation.  Follow up with AO to prioritize dispatches and distributions with BDD and TDD restrictions.
  8. Represent WFP at nutrition cluster technical working groups (IMAM TWG and CBNP TWG) to contribute to technical discussions, advocate for nutrition interventions and identify areas of potential collaboration.
  9. Contribute to the development of projects and activities, plans and processes for evidence generations.
  10. Support in donor reporting and take lead in provision of nutrition unit inputs for the annual country reports.
  11. Participate in programme discussions on the planning of nutrition programmes/projects and keep abreast of development trends to enhance programme management, efficiency, and delivery.
  12. Support the preparation of accurate and timely reporting and learning, contributing to knowledge base that informs decision making of WFP and other stakeholders.
  13. Participate in the review of any policy, operational or programme design documents.
  14. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

 

Education:

  • Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field.
  • Or First University degree with additional specialized training and additional two years of most related professional work experience .

Minimum Work Experience:

  • At least three (3) years of postgraduate professional field experience with nutrition, health and/ or food security.
  • Experience in nutrition interventions (treatment of severe or moderate acute malnutrition, prevention, screening, and nutrition assessment), specialized nutritious products, and nutrition data analysis.

Desirable Work Experience:

  • Experience in developing and implementing nutrition and/or multi-sectoral programmes.
  • Experience identifying and defining nutrition issues/problems within a country.
  • Experience in building partnership and coordinating with different internal and external stakeholders and co-creating innovative solutions.
  • Substantial role in the creation and training of teams and in explain complicated concepts to a diverse audience.

Knowledge & Skills:

  • Knowledge of global nutrition and global humanitarian architecture including the cluster approach.
  • Strong analytical skills and ability to conceptualize complex nutrition issues, and produce quality documents and thorough reports.
  • Proficiency in Microsoft software.

Language:

  • Fluency in both oral and written communication in English and local languages (Pashto/Dari)
