Mission and objectives

Context
The UNODC Regional Office of South-Eastern Europe (ROSEE) in Istanbul, through the delivery of technical assistance under the Regional Programme for South-Eastern Europe (RPSEE), provides strategic support and high-level expertise on drugs, crime, corruption, criminal justice, and terrorism, to partner with countries and jurisdictions across South-Eastern Europe. Task description
Within the delegated authority and under the supervision of the Deputy Regional Representative or his/her designated mandated supervisors, and in close collaboration with all Regional Office and programme sections, the UN Volunteer will undertake the following tasks to ensure timely and duly Regional Office deliveries and contribute to the implementation of the Regional Programme for South Eastern Europe (RPSEE) and of the 2030 Agenda related to monitoring, reporting and evaluation results and communications, into programme development and implementation: A. Programme Support and Development (35%) • Support the preparation, development and implementation of RPSEE and projects; • Organize meetings and draft minutes of meetings with donors, partners, programme coordinators and heads of offices, etc.; • Assist in programme progress reports and other corporate as well as ad hoc reporting requirements; • Produce research papers to open new doors of engagement, support in the review and update of reports; • Develop, review and update country profiles covered by the region; • Support the development or review of reports, briefing notes, project proposals, and concept notes. B. Monitoring and Reporting (35%) • Provide analyses and written outputs in the field of monitoring, evaluation and reporting for concept notes, funding proposals, strategic/programme documents, presentations, conference room papers, briefing/speaking notes, etc. • Develop and update monitoring and evaluation guidelines and tools; • Manage and populate the monitoring databases; • Ensure that all activity-related reporting provided by personnel meets the quality requirements and is submitted in a timely way; • Monitor progress against set indicators at output, outcome and impact level; • Draft and coordinate donor and headquarters reports according to agreement and ensure that reports meet donor expectations. C. Advocacy and Outreach (30%) • Assist in the implementation of the regional communication plan to ensure higher visibility and proper advocacy; • Develop products (data visualizations, online contents, leaflets, brochures, etc.) to ensure proper communication and visibility of the results achieved; • Keep the social media accounts and activity sheets per countries updated and inform management about major events in coordination with relevant field personnel; • Support the preparation of necessary documents for missions of the Regional Representative and the Deputy Regional Representative, including preparation of talking points and briefing notes together with relevant colleagues and agendas; • Support donor outreach as required with preparing handouts and presentation reflecting programme progress based on monitoring databases; • Keep track on success stories at results level (outcome and impact level). • Performs other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: – Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). – Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. – Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org). – Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. – Assist with the UNV Buddy Programme for newly arrived UN Volunteers. – Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
