The NGO Affairs Bureau (NGOAB) under the Prime Minister’s Office is the organization that steered being behind all the success rendered by the NGOs in Bangladesh. At the beginning, there were only 347 NGOs registered with only 67 human resources to deal with. But coming in 2023, the number of registered NGOs under NGOAB are 2554 (2289 are national and 265 international NGOs) with the same 67 human resources. NGOAB has been facing constraints to effectively perform their responsibilities due to lack of adequate staff, required skills of the employees and smart system that can deliver timely services and ensure oversights to significant number of NGOs and projects. NGOAB receives millions of foreign donations every year and clears those amounts through NGOs’ proposals as well. If the results and progress can be captured and reflected in a complementary manner, it will reveal a true picture of SDG progress with GO and NGOs’ contributions.

Given the context, the country is economically progressing and graduating to the Middle-Income Country by 2026. Therefore, NGOs in Bangladesh have scope to revisit their working modality, and the way of engagement in addressing development challenges and in this regard NGOAB has an important role to play. As UNDP Bangladesh has been working with several government agencies to support sustainable LDC graduation and achieving SDGs, UNDP considers its engagement with NGOAB for targeting valuable improvements in service delivery through digitalization and online process. This is in line with UNDP’s mandate which is to engage with our partners to support achieving the long-term development vision of the government of Bangladesh.

UNDP in collaboration with Department of Foreign Affairs and Trade (DFAT) and NGOAB designed a 2.5 year’s project entitled “Institutional Strengthening for Promoting Accelerated Transformation (ISPAT)” for the overall improvement of NGOAB/NGOs service system by next two and half years. The overall objective of the project is to make NGOAB fully capable of providing fast, efficient and effective services to NGOs in managing foreign donations and supporting them to contribute in attaining SDGs by 2030. the project will consider three-prong strategy to strengthening system and improving work-culture by- i) improving the institutional capacity through digitalization of services; ii) augmenting professional skills and competence of NGOs and NGOAB officials to implement the gender responsive digital services with greater efficiency; and iii) providing technical assistance for enhancing policy support to ensure wider convergence of sectoral policies as well simplification of services with necessary policy guidelines.

In this backdrop, this Implementation plan outlines ISPAT’s strategy to capacitate with digital innovation for improving service delivery system. This project will contribute to achieve the following results:

Outcome 1: Ensuring effective and efficient utilization of foreign donations to improve the socioeconomic status of the poor, women, and other marginalized sections of the people.
Outcome 2: Recognizing and documenting contributions of NGOs in the attainment of global goals and national priorities of reducing poverty, improving governance and service delivery aligning with women and human rights.
Outcome 3: Strengthening policy formulation and fostered innovation of NGOs by showcasing and scaling-up nationally.
The Project Analyst under the direct supervision of the Project Manager will be responsible for designing, monitoring and facilitating the program interventions of ISPAT Project. She/he will design all programmatic initiatives outlined in AWP and will facilitate to implement those interventions with special focus on digitalization and automation process. The Project Analyst will also be responsible for preparing communication materials, coordinate and dissemination of research/study findings for advocacy purpose. S/he will also play the role of monitoring and evaluation of the project interventions as per the project documents.

Duties and Responsibilities
The Project Analyst will work under the leadership of the Project Manager (PM) and liaise with project team, UNDP, NGOAB and respective regional offices and NGO staff involved in the programme.

Building Partnerships and Providing Technical Oversight

Ensure Program Design, Implementation and Coordination Focusing on Smart Services

Advise and support to develop and implement overall programmatic interventions of NGOAB’s ISPAT Project.
Guide to develop relevant software application to improve NGO management and result reporting with project IT professional and assigned firm/s.
Support to analyze gender responsive data and make the NGOAB’s reporting system aligned with SDGs.
Conduct/arrange training for NGOAB/NGO staff on government acts, rules, regulations and NGOAB’s service provisions.
Organize training/workshop/meeting with NGOAB/NGO officials to review and re-design gender responsive services for NGOs.
Facilitate to hold periodical dialogues at regional and national level with relevant stakeholders.
Prepare program budget, guideline and concept note to achieve intended results.
Facilitate Capacity Development, Knowledge Management and Lessons Learning

Support capacity mapping of NGOAB/NGOs and recommend potential actions to meet the gaps.
Facilitate capacity development initiatives of NGO personnel with inclusion of female staff in the process.
Arrange training for NGOAB/NGO personnel to improve financial management and audit.
Develop guideline/concept note/policy brief, etc. focusing on governance and digitalization process.
Support for knowledge sharing and knowledge gathering through research/analysis/printing and publication of IEC to improve service delivery.
Facilitate to utilize Social Media platform for information dissemination.
Lead to conduct research/study to identify policy gaps and recommendations.
Produce communications materials as required by the project.
Support to organize coordination meeting among the NGOAB and other stakeholders.
Facilitate to capture Social Innovation of NGOs and develop Policy Briefs for scalable innovation.
Support NGOAB on the preparation of annual report on LNOB.
Ensure Effective Result-Based Monitoring and Reporting

Contribute to project M&E to assess intended results.
Prepare M&E plan, periodical evaluation plan, final evaluation plan, etc.
Manage and analyze monitoring data and suggest project management/team to take actions accordingly.
Contribute to prepare annual, quarterly, project closure, donor, government reports, etc.
Support firm to conduct final evaluation and other assessments of the project.
Prepare/review ToR for consultants and firms.
Support to assess the potential consultant/firm to carry out various assignment of the project.
Provide assistance, knowledge and information in preparing policy papers, concept note, and briefing notes including research and analysis of data.
Building Partnerships and Providing Technical Oversight

Contribute to build partnership with relevant stakeholders, e.g. PMO officials, NGOAB officials, NGO representatives, DPs, civil society organizations, private sector, academia, a2i, media, etc.
Support to prepare relevant documents, e.g. concept note, policy brief, MoU, official letter/memo, etc. for building partnership and coordination support.
Support to arrange meeting and undertake preparatory work accordingly in terms of partnership management and coordination.
Undertake oversight functions on overall programmatic interventions as per the ToR or if assigned by the project management.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:
Advanced university degree (Master´s Degree or equivalent) in Social Science or any other relevant discipline is required, from a recognized University will be preferred. Or
A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
Up to 2 years (with master’s degree) or minimum of 2 years (with bachelor’s degree) of experience in designing, implementation and management of development projects and management is required.
Experience in Project monitoring, evaluation and quality report writing.
Experience in standard knowledge management and communications.
Demonstrated ability to prepare concept note, training module, guideline, policy paper, etc. both in English and Bangla for programmatic purpose.
Working experience with governance project/program is desired.
Experience in strong report writing, analytical and communications is an asset.
Demonstrated experience in networking skills with different stakeholders is desired.
Proven experience and knowledge gathering, sharing and learning skills to the stakeholders.
Experience in handling web-based software application related to office automation preferred.
Required Languages:

Fluency in in English and Bangla is required.
