UNDP Bangladesh implements the Initiation Plan for Resilient, Sustainable, and Inclusive Development (IP-RSID) under the Resilience and Inclusive Growth (R&IG) Cluster. This plan offers a way to test or pilot projects that may result in funding or resources for programme or project scaling. Moreover, to begin organizing and carrying out development partner-approved programs or projects in an effective way for enhancing natural resources, promoting low-carbon development, building resilience to climate change, and creating a cleaner, more gender-responsive environment. Also, the IP provides new programming options that will enhance the nation’s ability to manage the risks of climate-induced disasters and address the most marginalized and vulnerable groups in both rural and urban settings. Furthermore, the IP supports the implementation of the Kigali Amendment’s reduction of GHG emissions and the creation of avenues for equitable budgeting and financing for climate resilience, including Islamic microfinance. It also deals with solid waste management, strengthens disaster risk management, and builds the resilience of communities in Cox’s Bazar, particularly for the Rohingya and host communities. Besides, under this IP, support to establish resilient livelihoods in the CHT region and leveraging the UNDP Accelerator Lab to drive innovative solutions that support ecosystem, health, and sustainability.

In order to support the implementation of the ongoing IP-RSID and other projects/initiatives within the R&IG Cluster, the Project Analyst-Monitoring, Evaluation, and Reporting—will be responsible for carrying out the necessary Monitoring, Evaluation, and Reporting tasks in the ways listed below.

Duties and Responsibilities

Under the overall guidance and supervision of the Programme Analyst-Climate Change & Disaster Risk Management of RIG Cluster, the Project Analyst – Monitoring, Evaluation, and Reporting will work in close collaboration with the Project Analyst/Manager of IP-RSID, RIG cluster, CO Monitoring and Evaluation Focal Person and related stakeholders.
Support to planning, development and execution of Monitoring, Evaluation and Reporting strategies and activities for implementation of IP-RSID:

Establish an M&E framework including appropriate progress indicators, baseline information, target, risks and assumptions for the IP project;
Develop and execute multi-year based comprehensive and realistic monitoring and evaluation plans for IP projects with appropriate data sources, collection methods, analysis plans, quality controls and resource requirements;
Provide input in the preparation of the Annual Work Plan (AWP) and budget and necessary plan and documentation for the IP project;
Support to prepare necessary periodic reports i. e. QPR (Quarterly Progress Report), APR (Annual Progress Report), and Donor Report, for IP projects and other initiatives;
Support in the development of necessary project documents/proposals by preparing corresponding Theory of Change (ToC) result framework, risk long, M&E plan and budget under the IP project;
Supporting the execution of monitoring, evaluation and reporting activities of ongoing other requirement-based recovery supports/initiatives :

Prepare and execute Monitoring and Evaluation plan for the ongoing Flood Recovery-WASH project by collecting necessary data/information and updating corresponding indicators in support of the effective implementation of the program;
Establish a reporting mechanism and provide substantial input for preparing periodic Monitoring Reports, Donor Reports, Cumulative Progress Reports and other necessary report/s as per requirement for the Flood Recovery-WASH project;
Provide substantial input in preparation and implementation of other necessary requirement-based donor-funded emergency recovery/livelihood support by establishing M&E and reporting flow, quality assurance mechanism progress monitoring, lesson extraction and completion;
Support in periodic documentations, reporting, update of UNDP’s corporate strategic/M&E information, initiate necessary evaluation for RIG Portfolio:

Closely work with UNDP Monitoring and Evaluation Focal person for generating and sharing necessary information and requirements in line with the UNDP corporate Strategic Plan and M&E requirements;
Provide input with essential information/data for periodic updates of the UNDP’s corporate information i. e. IATI, QUANTUM, UNDP-Intra for the IP project and other project/initiatives under R&IG Cluster;
Supporting to the preparation of UNDP Results-oriented Annual Reporting (ROAR) by providing necessary data/information from IP project and other project/initiatives under R&IG Cluster;
Support to Initiate necessary evaluation and studies as per the UNDP corporate M&E guideline for extracting results, lessons and learning for projects UNDP IP other project/initiatives under R&IG Cluster;
Support to necessary project closing activities i. e., drafting the Project Completion Report (PCR), Lesson Learned Report, closing Project Quality Assurance (PQA) Report for the project/initiative under IP project;
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:
Advanced university degree (Master’s degree or equivalent) in Disaster Management, Geography, Environment, Development Studies/Management, Social Science or related area, is required.
OR
A first-level university degree (Bachelor degree) in Disaster Management, Geography, Environment, Development Studies/Management, Social Science or equivalent in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.
Experience:
Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of work experience in the field of Monitoring and Evaluation, including hands-on experience in design, implementation, documentation, reporting and knowledge building;
Experience in executing the M&E plan and conducting necessary M&E activities for quality project delivery, identifying the results and lessons from the project implementation is required;
Experience in supporting the development of project proposals, concept notes and other necessary documents in the aspect of project monitoring and evaluation is required;
Experience in planning and commissioning evaluations and studies i. e. MTR, TE is required;
Demonstrated experience in reporting, different types of reports i. e. periodic progress report, donor report is required;
Demonstrated experience in the development of the Project Result Framework, Theory of Change (ToC), M&E Plan, identifying risks and preparing necessary budget;
Relevant experience in the application of M&E in the field of disaster management, environmental management and climate change mitigation would be an asset.
Experience in the development and assessment of data collection methodology, quality, and analysis of data sets, preferably related to disaster management, response and recovery, climate change mitigation and adaptation;
Proven ICT skills, especially in working with Office Package, M&E related and mobile based software.
Expertise in analyzing data using statistical software.
Required languages:

Fluency in English and Bengali is required.
