UNDP Bangladesh has been a strong companion of the Government of Bangladesh (GOB) since 1972 in a journey of growth and resilience of the country. While Bangladesh has made great strides in the implementation of the Sustainable Development Goals (SDGs), the country is still facing multiple challenges in the achievement of the SDGs by 2030. Particularly the attainment of SDG 16 – the promotion of peace, justice, and strong institutions – has been lagging behind. This SDG is universally recognized as being the driver for realizing all other SDGs and is thus of vital importance. This project addresses the need to develop effective, accountable and inclusive institutions at all levels to promote peaceful, just and inclusive societies for Bangladesh’s sustainable development, enabling wider engagement of development partners and relevant stakeholders. The project aims to support the country in achieving SDG 16 by:

  • Strengthening public institutions that can contribute to fulfilling national and international commitments and provide better service delivery.
  • Creating a positive policy environment that embeds the SDGs’ core principle of “leave no one behind”.
  • Promoting new capabilities and leveraging technology and innovation for more effective and inclusive governance and public service delivery.

The project consists of the following three outputs:

Output 1: Capacities of Bangladesh’s bureaucracy is strengthened to deliver on SDG16 & SDG5

Output 2: Institutions of public oversight are more people-centric and effectively fulfil their mandates.

Output 3: The policy environment is strengthened to sustain SDG results and integrate SDGs into routine GoB operations and partnerships (multi-stakeholder Policy Dialogue Platform)

UNDP will implement the project in partnership with relevant public oversight institutions, relevant public service delivery institutions, CSOs, Youth-led organizations and Media etc.

His/her key responsibilities of the role include:

The Project Analyst will be responsible for managing the results of assigned outputs of the project.

The Project Analyst will be responsible for the implementation of specific output activities and contribute to generating output’s results in line with the approved Project Document. The Project Analyst will report to the Project Manager and closely work with the project staffs, UNDP operations unit, officials of the public oversight institutions, government institutions and other relevant stakeholders.

Duties and Responsibilities

The Project Analyst will work under the direct supervision of the Project Manager and work closely with project team and other team members.

Project management and implementations 

  • Develop output-specific detailed annual workplans that include all activities and roles and responsibilities of project partners with milestones, as well as corresponding procurement plans, and manage revisions as needed.
  • Lead the implementation of output-specific project activities and monitor the progress of implementation and key event schedules observing the workplans and due dates, including monitoring of the financial resources.
  • Mobilize goods and services to support project activities, including drafting terms of reference and services/goods specifications, overseeing contractors’ work, and certifying deliverables, and organizing workshops, trainings and events.
  • Take initiatives to build the capacity of Responsible Parties on complying with UNDP’s requirements on the efficient and transparent use of project financial resources.
  • Manage requests for the provision of financial resources by UNDP to Responsible Parties, through direct cash transfers, direct payments or reimbursement following UNDP’s POPP.

Technical Support 

  • Provide technical support to design and deliver the activities related to human rights, SDGs and institutional oversights functions including support to facilitating new research and innovations for better institutional service delivery.
  • Design and implement sensitization and capacity-building plans for government stakeholders, CSOs, and media, focusing on SDGs 5 and 16.
  • Contribute to develop strategies and extend opportunities for connecting left behind communities with the delivery of public institutional services.
  • Substantially contribute to align sectoral plans and initiatives with SDG-16 and integrating human rights in human rights situation reporting and governance framework in collaboration with the key government counterparts.
  • Support to review reports prepared on the human rights situation, national governance, innovations in service deliveries, institutional good practices, and support in liaison with public oversight institutions for creating an enabling policy environment.
  • Support to prepare, organize, and minute of various regular meetings/discussions.
  • Prepare timely regular project progress reports (on progress against planned activities, update on risks, project finances, etc.).
  • Support to prepare mid-year review and year-end review of the project.
  • Prepare final project report and supporting documents; and
  • Contribute to UNDP corporate reporting obligations (ROAR, etc.)

Partnership, Communications and Coordination 

  • Maintain excellent relationship with the key partners, public oversight institutions, , government officials, CSOs, media, citizens groups and other stakeholders.
  • Ensure coordination and exchanges of information to ensure the coherence and complementarity of project activities.
  • Establish and maintain close coordination and communication with the Responsible Parties, Project Partners, beneficiaries, and donors.
  • Identify opportunities for widening/deepening of cooperation with public institutions and recommending adequate approaches to manage strategic learning information arising from project implementation.
  • Implement the project’s communication and visibility strategy, and document results, lessons learned, and good practices.
  • Participation in UNDP and external Communities of Practice and Knowledge Networks.
  • Contribute to resource mobilization efforts and the preparation of knowledge and advocacy materials for diverse audiences.

Policy, Programme and Knowledge Services

  • Contribute to analyse social, political, and development trends. Navigate opportunities to prepare substantive briefs on possible areas of cooperation related to project output, identification of opportunities for initiation of new Governance and rights-based projects.
  • Identify information sources on policy issues and contribute to knowledge networks and communities of practice.
  • Manage the inputs of the consultants and undertake knowledge capture at national, regional, and global levels in the subject area and the production of knowledge-based products.
  • Establish and manage internal and external networks, including communities of practice with experts from government, non-government, private sectors, and international organizations.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:
  • Advanced University Degree in Social Science (Master’s degree or equivalent) from any reputed educational institution, preferably in Law/ Public Administration/ Political Science/Economics/Statistics/ Human Rights or other relevant discipline is required, Or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of relevant experience in human rights and democratic governance sectors and relevant work experience with key public oversight institutions is required.
  • Experience and excellent understanding of human rights-based approach, administrative reform, democratic governance, and SDGs issue is required.
  • Sound knowledge and experiences in reporting and capturing of action learning, innovations, and good practices is required.
  • Substantive expertise in human rights and governance programming particularly in integration of rights-based approaches in programming is required.
  • Demonstrated ability in managing resources and budgeting, and project monitoring and results reporting required.
  • Experience in the usage of computers and office software packages is desired.
  • Previous working experience with development agencies and/or public oversight institutions, international organizations, CSOs are highly desired.
  • Knowledge of people centric development initiatives, practices and development organization’s proceedings is an asset.

Language Requirement

  • Fluency in English and Bangla is required.
