Context

Founded in 1951, IOM is the United Nations migration agency dedicated to promoting humane and orderly migration for the benefit of all. It does this by providing services and advice to governments and migrants.

As the leading UN agency in the field of migration, IOM works with its partners to contribute to addressing the growing challenges of managing migration flows, foster understanding of migration issues, promote economic and social development through migration, and work to respect the human dignity and well-being of migrants.

Under the aegis of the Ministry of Public Health and WHO Madagascar, IOM Madagascar acts as an implementing partner of the “Pandemic Fund” project, making a strategic contribution to the response to emerging health threats, notably through its expertise in the collection and analysis of mobility data through the use of the DTM ( Flow Monitoring Point ) tool. 

This project aims to strengthen Madagascar’s capacity to detect and respond to climate-sensitive disease outbreaks, with a strategic focus on high-risk points of entry (POEs) and regions with high population mobility. By improving surveillance systems in these critical areas, the initiative aims to enhance early warning and evidence-based decision-making, thereby enabling a faster and better coordinated response to emerging public health threats. 

In this context, under the General supervision of the Head of Mission of the country office with the Coordination function of IOM Madagascar and the direct supervision of the National Project Manager and in coordination with the National Project Officers, the selected project assistant will be responsible for supporting the implementation of the activities of the project led by IOM Madagascar.

Responsibilities

1. Assist in the implementation and monitoring of project activities. 

2. Retrieve, compile, summarize and present information/data on the Pandemic Fund project

3. Control the budget; verify the availability of funds; obtain necessary authorizations and update budget information. 

4. Support the administrative coordination of project implementation, including liaising with various organizational units and external parties to initiate requests, obtain necessary authorizations, process and follow up on administrative actions, etc.

5. Write progress reports, identify gaps in implementation and bring them to the attention of the line manager. 

6. Draft correspondence, reports, briefing notes, graphs, statistical tables, presentations and other forms of documentation. 

7. Organize meetings, workshops and training sessions. 

8. Respond to general inquiries and questions; create and maintain files/records.

Qualifications

Education

Academic qualification with four years of relevant experience                                                         
Bachelor’s degree in political or social science, international relations,
development studies, migration studies, human rights, law or
related fields from an accredited academic institution, with two years of
relevant professional experience.

Experience

• Experience in liaising with government authorities, national/international institutions, UN agencies and non-governmental organizations;
• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and
• Previous work experience in international humanitarian organizations, non-governmental or governmental institutions/organizations in a multicultural environment is an asset.

Skills

The holder must demonstrate the following values ​​and skills:

  • Good understanding of the issues, needs and opportunities related to the interface between migration, health and surveillance systems.
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously in a team;
  • Ability to work independently under pressure, able to maintain accuracy, paying attention to detail, meeting deadlines and working with minimal supervision.
  • Good computer skills, with proficiency in MS Office (Word, Excel, PowerPoint, Outlook);
  • Excellent synthesis and writing skills;
  • Knowledge of project/program management would be an advantage.

 

Languages
  • Francais , English , Malagasy

For this position, fluency in French is required (oral and written).

Good command of English (spoken and written) would be an asset.
