IOM plays a leading role within the United Nations system in the field of migration, acting as the secretariat and coordinator of the United Nations Network on Migration. In Cameroon, IOM actively supports the Government in integrating migration issues into national policies and cooperation frameworks, in line with the 2030 Agenda and Agenda 2063.
Since 2016, IOM Cameroon has been assisting the Government in its efforts to mobilize and strengthen the participation of the Cameroonian diaspora in the country’s socioeconomic development. Although the contribution of Cameroonians abroad is increasingly recognized and the National Development Strategy – Cameroon 2030 (SND30) identifies the diaspora as a key lever, no national strategy has yet been formalized.
To fill this gap, IOM is implementing, under the leadership of the Ministry of External Relations (MINREX) and with the support of the IOM Development Fund (IOMDF), a project entitled “Strategy for Mobilizing the Cameroonian Diaspora for the Socioeconomic Development of Cameroon.” This project aims to support the Government in adopting a national diaspora mobilization strategy, accompanied by an action plan. It will also strengthen the capacities of MINREX and its external services in diaspora matters, while developing an updated and gender-sensitive mapping of the Cameroonian diaspora.
This mapping will provide essential data (size, composition, skills, location, involvement, financial and non-financial transfers, organization in countries of residence) and will follow IOM’s methodology and best practices, guided by its diaspora mapping toolbox iDiaspora (https://www.idiaspora.org/en). The ultimate goal is to maximize the diaspora’s contribution to Cameroon’s development and to ensure that the national strategy is developed in a participatory manner and validated by all relevant stakeholders.
Under the overall supervision of the Chief of Mission (CoM) in Cameroon, direct supervision of the Head of Programmes and in coordination with relevant units of the Country Office (CO) and the IOM Regional Office for West and Central Africa (ROWCA), the incumbent will be require performing the following tasks:
Responsibilities
- Provide general/clerical assistance in the implementation of project activities.
- Retrieve, compile, summarize, and present information/data on specific project topics.
- Assist in monitoring budget and updating budget related information.
- Support administrative coordination for project implementation, involving liaison with diverse organizational units or external parties to initiate requests, obtain necessary clearances, process, and follow-up on administrative actions.
- Draft status reports, correspondence, briefing notes, graphics, statistical tables, presentations, and other forms of documentation
- Provide administrative and logistical support for meetings and events. Assist in maintaining communication with local authorities, partners, UN agencies, NGOs, and other stakeholders involved in the project..
- Support the organization of meetings, workshops and training sessions for Labor Migration/Diaspora Project.
- Respond to general information requests and inquiries; set up and maintain files/records.
- Participate in the collection and analysis of relevant data on migration and development issues.
- Perform other related duties as assigned.
Qualifications
- School diploma with three years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with one years of relevant professional experience.
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Administrtaive and clerical support: Strong organizational and multitasking skills
- Data Collection and Analysis: Basic analytical skills to interpret project-related data
- Administrative and Budget Support: Familiarity with project budgeting, procurement procedures, and administrative coordination.
- Project Coordination and Liaison: Skilled in following up on administrative and logistical actions. Experience in supporting project implementation processes
- Communication: Clear and effective communication skills, both written and verbal. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Event and Meeting Support: Experience in organizing and supporting meetings, workshops, and training sessions
- IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written).
