• Essential Bachelor’s degree.
• Preferable Bachelor’s in Social Science, Anthropology, Economics, Law, Development Studies or Political Sciences
• Essential two years of previous experience in the field of humanitarian aid with an NGO or INGO.
• Minimum 1 years of Experience in Networking, advisory, data collection, reporting and analysis is Essential
• Experience in Security management, Social and community work, operations, outreach with MSF or other NGOs is preferred.
• Fluency in English, Bangla and Chittagonian languages are essential
• Essential computer literacy (word, excel)
Responsibilities & Context
• Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analysing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.
• File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc) in order to ensure information sources accuracy and its availability on regular basis.
• Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
• Assist the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities) in order to improve awareness and public opinion adhesion.
• Ensures the continuity of relations with local actors and keeps updated the list of contacts.
• Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
• Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.
• Translate documents and act as an interpreter when needed.
Key Responsibilities:
Liaising and external representation:
• Together with the PC Support, be the focal point for engagement with authorities in Teknaf Upazilla, camp authorities, and law enforcement in Teknaf Upazilla, upon delegation from PC.
• Attending meetings on a regular basis in camps (CiC meetings, others) and host community in Teknaf and providing relevant feedback to operations and medical teams upon the discussions. Sharing meeting Minutes with PC.
• Together with the PC Support, provide support in the audit process within GOB authorities and bodies (FD6/PPTY);
• Contributing to maintaining the relationship with authorities in Teknaf camps and Teknaf communities and Participating in inter – OCs meetings and sensitization sessions with authorities.
Risk analysis and security management:
• Share news/information on the political, security, and humanitarian situation in Teknaf areas/ border situation/other relevant areas to PC on a regular basis. Contribute to monthly Ukhiya OPS context & security analysis.
• Together with the PC Support, provide ad hoc context analysis upon PC’s request for the needs of the operational department/project’s need.
Operations support and internal coordination:
• Assisting in safeguarding and promoting MSF’s principles and values amongst all staff members;
• Providing effective and efficient support in PC’s organizational and operational role and in the day-to-day management and implementation of the project;, e.g. by ensuring the compilation of the monthly SitReps.
• Assisting the PC in organizing internal and external meetings and workshops. Especially in Teknaf.
• When needed, attending inter – OCs platform meetings and providing projects updates.
• Coordinating closely and constantly with OCA Ukhiya Ops team (HAOs, BKL and KTP PC supports, PC Liaison) in order to ensure external meeting coverage, context analysis and mutual support and cooperation.
• Together with the PC Support, providing weekly updates to PC on the priorities and achievements.
Compensation & Other Benefits
This is a Permanent contract position. Salary according to level Level Six (Level 6) of the internal MSF salary grid (BDT 68,000 Gross). Salary is not negotiable. Income tax deduction from salary based on current income tax rule. 2 annual leave days per month worked. Medical insurance for employee and direct dependents based on Health Care Policy- Locally Recruited Staff.
There is no provisions for relocation. 2 Festival Bonuses after completion of one year of uninterrupted continuous service.
