CONTEXT

 

Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been affected by conflict and disaster survive, recover, and take control of their futures. Responding to humanitarian, recovery, and development needs in the DRC since 1996, the IRC in the DRC is guided by its core principles of capacity building, participation, partnership, protection, and the promotion of human rights. Our main areas of intervention include multi-sectoral emergency response, food security and economic recovery, health, protection, good governance, and conflict management.

In order to establish the emergency pool, IRC is looking for a Project Manager to support the implementation of emergency projects. He/she will be responsible for managing the implementation of all project activities, supervising and supporting staff and partners in the implementation and ensuring the monitoring and evaluation of project activities. He/she will ensure that all interventions are adapted to the fragile context and will have to work with other actors to ensure that risks harmful to the proper functioning of the project are reduced. He/she will be responsible for training IRC staff and local partners in emergency themes.

The Project Manager will report directly to the Field Coordinator. He/She will receive technical support and guidance from the Child Protection and Women’s Protection and Empowerment Technical Coordinators.

 

JOB DESCRIPTION

 

The Project Manager will be responsible for ensuring the effective start of the project and the implementation of a quality response in the provinces under shock, meeting the needs of the beneficiaries.

He/She will be responsible for the proper management of the response and will ensure the coordination of IRC implementation teams and those of the partner, the planning and joint monitoring of all aspects of the response (e.g. activities, purchases, expenses, recruitment). Guarantor of the quality of interventions, he/she will have to create a constructive working environment conducive to learning, the analysis of problems and challenges, and the identification of solutions, always with the objective of ensuring accountability to the beneficiaries and the project donor. He/She will be based according to the needs of the program, in order to support the teams in the implementation and to cultivate good relations with the different stakeholders. This will facilitate access and acceptance of IRC in the intervention area.  

He/She will have to produce and update the various implementation tools from the start of the response, in particular the expenditure plan, the purchasing plan, the implementation plan (Work plan), the MEAL plan, etc. Then prepare and launch the priority PRs for the project and regularly monitor the level of execution.

In detail, its contribution will focus on the different project cycle components below:

 

Project Implementation Planning

  • Develop a global project implementation strategy, based on existing technical, logistical and budgetary planning and monitoring tools.
  • Plan in more detail the different stages of project implementation and give clear instructions to the teams to always prioritize the most urgent/important activities and optimize the use of available human, financial and material resources.
  • Organize project kick-off meetings, implementation meetings and closing meetings, in conjunction with the Grants department.
  • Organize joint planning meetings with the implementing partner

 

Overall monitoring of project implementation

  • Supervise the implementation of the project, ensuring its quality, compliance and respect for international technical guidelines and standards specific to clusters and IRC.
  • Ensure that the project is completed on time, within the available budget, and in accordance with the set objectives.
  • Regularly update the main planning tools (work, purchasing, recruitment and expenditure plans) and monitoring of achievements (monitoring and evaluation plan, BvA ).
  • Review at least once a month the overall level of budget consumption and the performance recorded in the field with regard to the objectives set, in conjunction with the Grants department.
  • Organize weekly coordination and monitoring meetings with the project team and the implementing partner.
  • Anticipate and mitigate risks that could hinder project implementation or endanger IRC teams, beneficiaries, partners or assets, in consultation with the Field Coordinator, the Deputy Program Director and the Security Department.
  • Produce/compile and share monthly activity reports for internal use with the Grants department, the Field Coordinator and the Deputy Director in charge of the program. (These reports should also include challenges and delays encountered, as well as corrective actions planned.)
  • In collaboration with the Grants department, write the first drafts of narrative reports for external use.

 

Monitoring, evaluation, accountability and capitalization mechanisms 

  • Carry out regular field visits to coach, advise and supervise teams, and ensure regular monitoring of achievements.
  • In collaboration with the MEAL department, ensure that all quantitative and qualitative data necessary for project monitoring and reporting are correctly collected, consolidated and transmitted to the relevant department, in a timely manner and from the start of the project.
  • Verify and validate without delay the deliverables contractually expected from IRC partner structures within the framework of certain program activities in order to facilitate payments.
  • In collaboration with the MEAL department, ensure the establishment of effective and transparent accountability mechanisms, so that suggestions, complaints and requests from communities are regularly collected, analyzed and addressed.
  • In collaboration with the MEAL department, organize two workshops during the project (ideally at mid-term and at the end) to take stock of the lessons learned by everyone during implementation and ensure that they are taken into account in subsequent decisions and planning.

 

Budget management

  • Update the spending plan at least twice a month, based on planned purchases and recruitments and taking into account anticipated payment dates, as accurately and realistically as possible.
  • Ensure the progressive, rational and exhaustive consumption of the budget, by constantly referring to the budget approved by the lessor and to the BvA system , and by regularly updating the purchasing, expenditure and recruitment plans accordingly.
  • Review the status of purchase requests (PRs), orders (POs), service contracts and payment requests in the BvA system on a weekly basis , in order to push them if necessary and avoid any duplication, omission or unforeseen modifications.
  • Coordinate with the logistics and finance departments to make the necessary corrections (e.g., transactions to be recoded, duplications to be eliminated) and expedite the submission, approval, return for clarification, cancellation and payment of requests in the BvA system .
  • Forecast the project’s cash requirements and submit them monthly to the Field Coordinator and Finance.
  • Work with support departments (Finance, Logistics) to train the implementing partner in the procedures for justifying funds.
  • Ensure that the implementing partner receives funds on time and accounts for them within the deadline

 

Management of purchases, equipment and staff travel 

  • Support the team in developing, updating and submitting purchasing plans to Logistics.
  • Coordinate with Logistics to plan ordering, routing, delivery, warehousing and field distribution of inputs required to implement activities.
  • Participate in quality controls of products offered or delivered to IRC by suppliers.
  • Sit on purchasing committees to finalize supplier selection when necessary.
  • Ensure appropriate management and use of stocks and equipment intended for the project.
  • Plan team movements based on available fleet and applicable procedures.

 

Personnel management

  • Facilitate the recruitment of the technical project team by developing a coherent organizational chart and job descriptions, preparing and grading tests, conducting interviews, etc.
  • Ensure that each team member understands and fulfills their role and responsibilities, through regular supervisor-supervisee meetings, setting clear, achievable and measurable objectives, and regular performance reviews.
  • Create a positive, constructive and dynamic work environment, promoting frank and respectful communication between all team members.
  • Manage interpersonal conflicts through listening, dialogue and mediation.
  • Strengthen the team’s skills in areas relevant to the project and the organization.
  • Pay attention to everyone’s well-being at work and career plans.

 

Security management

  • Ensure that each member of the project team is fully aware of the security and political issues in the intervention area, and therefore respects IRC’s standard operating procedures (SOPs) and the Field Coordinator’s instructions.
  • In collaboration with the Security Department and the project team itself, regularly analyze the evolution of the security situation in the targeted areas and ensure that minimum security conditions are met before any deployment of staff.
  • Encourage the team to report any incidents and rumors they become aware of in this area to the Security department.

 

Coordination externe 

  • Communicate regularly with beneficiaries, local authorities, decentralized technical services, NGOs present locally and all other key stakeholders, during the preparation and implementation of activities, in order to involve them as much as possible and to promote acceptance and understanding of IRC’s work.
  • Ensure that all contacts established by the project team with beneficiaries are respectful and sensitive.
  • Participate (in person or via a delegate) in as many technical and coordination meetings as possible, in order to ensure visibility and knowledge of IRC’s work.
  • Coordinate with locally present NGOs to avoid gaps and duplication of assistance, and to harmonize and integrate assistance and approaches as much as possible.
  • Participate in meetings with the lessor as needed.
  • Participate in protection cluster meetings and be active in child protection working groups in Baraka’s humanitarian coordination
  • Facilitate the preparation of official visits (e.g. donors, senior IRC officials) in the field.

 

REQUIRED PROFILE

  • Have a minimum of a Bachelor’s degree in social sciences such as: sociology, rural development, community development and any other related field;
  • Have at least 5 years of professional experience in the humanitarian field or with NGOs;
  • Having worked as a supervisor for grassroots community organizations is an ASSET;
  • Having worked in support of OCBs/OBCs is essential;
  • Have at least 3 years of experience in the field of child protection and women’s protection and empowerment;
  • Have at least 3 years of experience in emergency project management;
  • Strong planning, organizational and communication skills.
