Background : The International Rescue Committee (IRC) is a non-governmental organization whose mission is to help people whose lives and livelihoods are shattered by conflict and disasters, including the climate crisis, to survive, recover, and take control of their future. IRC began operations in Chad in 2004 to respond to the humanitarian crisis caused by the influx of refugees from Darfur into eastern Chad. Assistance to Sudanese refugees expanded to include the management of eleven camps in the east and one camp in the west, providing support to refugees and local communities in the areas of health, nutrition, and water, sanitation, and hygiene (WASH). In 2012, IRC expanded its geographic coverage to the Guéra province, where the organization currently works in five health districts, providing malnutrition prevention and treatment services to the local population, as well as family planning activities and responding to and preventing gender-based violence (GBV). In May 2016, IRC established a presence in the Lake Province to respond to the Boko Haram crisis. There, it implements assistance projects in the areas of health, nutrition, economic recovery, and protection and response to gender-based violence.

Job Overview :   The Project Manager is based in Guereda and reports hierarchically to the Senior Base Manager and technically to the Senior Project and Consortium Coordinator. They are responsible for the full implementation of ProGeSan 2 project activities in the Guereda health district and work closely with the technical coordinators, particularly regarding the technical aspects of implementing the activities.

Main responsibilities:

 

The main responsibilities are as follows:

  • Ensure proper planning and monitoring of the optimal implementation of activities through effective use of the management tools provided;
  • Ensure rigorous monitoring of the technical, administrative and logistical aspects relating to the implementation of the activities planned by the project in collaboration with the technical managers;
  • Proactively manage the project’s resources (human, material and financial) in compliance with IRC procedures and the project’s management (administrative and financial) and execution (contract) processes, and ensure better coordination with other sectors, departments and partners; 
  • Ensure quality reporting (activity report, monthly report and donor report), good capitalization of achievements and better internal and external communication of project achievements;
  • Provide technical support to managers in the quality review of Terms of Reference and in the organization of training;
  • To ensure management and capacity building of the team in accordance with IRC Way and harmonious personal development;
  • Perform any other tasks that fall within his/her skills or at the request of his/her supervisor.

 

Key working relationships

Line Supervisor: Senior Base Manager   

Technical Supervisor: Senior Project and Consortium Coordinator;
Position under direct supervision: MEAL Officer

Other internal and/or external contacts:

Internal: The Project Manager will work closely with all members of the health team as well as the operations team.

External: The provincial delegation of the Ministry of Health and Prevention of Wadi-Fira through the Guereda health district as well as partners operating in the project implementation area.

 

Qualifications :

Education :

  • Bachelor’s degree in Organizational Management, Project Management, Reproductive Health, Social Sciences, Development Economics, Law or other equivalent degrees.

Experience :

  • Professional experience of at least 3 years in project cycle management and capacity building in the field of reproductive health;
  • Experience in budget management and activity reporting;
  • Advocacy experience with local authorities and decision-makers;
  • Experience in networking and working with other agencies, government departments and NGOs.

Skill :

  • Solid experience in leading work teams (multicultural and multidisciplinary team), meetings, partnership and/or contractual relationships;
  • Ability to work and lead a team effectively;
  • Ability to communicate clearly and directly in French;
  • Proficiency in computer skills, particularly with common software such as Word and Excel;
  • Able to work under pressure and meet deadlines.

Language skills:

  • Fluency in French (reading, speaking and writing well), knowledge of local Arabic and English are assets.

Work Environment:

The employee will work in an office environment committed to Diversity, Equality, and Inclusion, respecting our core values. For official travel, IRC will provide round-trip transportation to the designated location. As part   of this development project, the Project Manager will collaborate with staff from sister NGOs and government partners. Regular field visits will be required to monitor the proper implementation of activities.
