Job Description:

Scope of work: 

The project manager will be responsible for the overall planning, coordination, implementation, monitoring, and reporting of ASLO’s projects. The role includes managing project teams, ensuring compliance with donor and organizational policies, overseeing budget utilization, and engaging stakeholders. The incumbent will ensure the successful delivery of project objectives while promoting efficiency, accountability, and impact.

Key Duties and Responsibilities:

  1. Project Planning & Coordination:
    • Develop, manage, and maintain detailed project plans, schedules, budgets, and resource requirements.
    • Ensure alignment of project objectives with ASLO’s strategic priorities.
    • Lead the design, development, and implementation of project work plans and strategies.
    • Coordinate and oversee timely project registration with relevant government authorities and donors.
  2. Team Management:
    • Lead, supervise, and support project teams at central and provincial levels.
    • Assign tasks, set performance expectations, and conduct regular team evaluations.
    • Facilitate capacity building, mentorship, coaching, and professional development for project staff.
    • Manage recruitment, retention, and appraisal of project staff in coordination with the HR department.
  3. Stakeholder Coordination & Representation:
    • Establish and maintain strong relationships with donors, government bodies, local authorities, community leaders, and implementing partners.
    • Actively participate in coordination meetings, forums, and conferences.
    • Communicate project progress, challenges, and successes regularly to all stakeholders.
    • Represent ASLO in donor meetings, consortium gatherings, and external forums.
  4. Budget & Financial Management:
    • Develop and monitor project budgets ensuring efficient allocation and utilization of resources.
    • Ensure compliance with donor and organizational financial policies.
    • Prepare financial forecasts, expense reports, and contribute to audits and financial reviews.
  5. Monitoring, Evaluation, Accountability & Learning (MEAL):
    • Develop M&E frameworks and tools to track project performance and impact.
    • Monitor project activities, ensuring quality implementation according to standards and best practices.
    • Generate timely and high-quality narrative and financial reports for donors and senior management.
    • Document and share best practices, lessons learned, and recommendations for future programming.
  6. Risk Management & Compliance:
    • Identify project risks and develop mitigation strategies.
    • Ensure compliance with donor requirements, legal regulations, and ASLO’s internal policies.
    • Monitor project risks and address potential issues proactively.
  7. Implementation Oversight:
    • Oversee all aspects of project implementation, including procurement, logistics, construction, community mobilization, health/nutrition services, and education components as relevant.
    • Regularly visit field sites to supervise activities, monitor progress, and provide technical guidance.
    • Coordinate timely project closeouts, including evaluations and final reports.
  8. Community Engagement & Communication:
    • Promote active community participation in planning, implementation, and monitoring phases.
    • Build positive relationships with local communities ensuring projects are culturally appropriate.
    • Advocate for project objectives and raise awareness on key themes (nutrition, education, livelihoods, etc.)
  9. Proposal Development & Fundraising:
    • Support the program development team in drafting concept notes, proposals, and responding to donor calls (RFPs, RFAs, CfPs).
    • Identify new funding opportunities and contribute to resource mobilization efforts.
  10. Cross-cutting & Organizational Priorities:
    • Integrate gender, inclusion, DRR, resilience, and climate adaptation considerations in project activities.
    • Promote adherence to ASLO’s safeguarding, child protection, and anti-fraud policies.
    • Ensure adherence to humanitarian principles and conflict-sensitive programming.
  11. Documentation & Reporting:
    • Maintain up-to-date and organized project documentation, including contracts, MoUs, meeting minutes, and evaluations.
    • Prepare weekly, monthly, quarterly, and annual reports, and submit to management and donors on time.

Job Requirements:

Qualifications & Requirements:

Education:

Bachelor’s or Master’s degree in Project Management, Business Administration, Civil Engineering, Agriculture, Public Health, Education, or related fields.

Experience:

Minimum 7-10 years of progressive experience in managing multi-sectoral development or humanitarian projects, including at least 3 years in a managerial role.

Technical Skills:

  • Strong understanding of project cycle management (PCM), budgeting, and M&E frameworks.
  • Proven experience in donor compliance, report writing, and proposal development.
  • Familiarity with WASH, education, nutrition, livelihood, and infrastructure projects.

Soft Skills:

  • Strong leadership, communication, and team management skills.
  • Problem-solving, risk management, and decision-making abilities.
  • Cultural sensitivity and ability to work in complex, insecure environments.

Language: Fluency in English, Dari, and Pashto.
