The role’s overall goal:

In addition to coordinating operations at all project locations in Unity State, including the IDP camps, the protective Officer job will guarantee the execution of protective programs. With assistance from the Protection Team Leader, the Protection Officer will manage Protection Assistants, supervise the execution of all protection activities, serve as the main contact for any coordination of protection programs between government agencies and partner organizations, build staff and partner organization capacity, and uphold positive relationships with pertinent stakeholders.

Responsibilities :

  • Supervise and support national Protection assistants in the implementation of project activities.
  • Development of protection programme and provision of relevant services to beneficiaries.
  • Coordinate with protection partners and relevant authorities in Unity State
  • Implement protection activities in accordance with agreed strategy, operational work plan, budgets, and DRC and donor regulations.
  • Conduct protection assessments and analysis to identify protection concerns and respond to the risks identified accordingly.
  • Contribute to the strategic direction of the DRC protection activities in close collaboration with the DRC protection team leader and Protection Manager, including initiating strategy planning at field level and sharing updates and information with management on a regular basis.
  • Prepare and submit protection weekly /Monthly reports.
  • Train None protection actors and community leaders in close collaboration with the Protection Team leader.
  • Contribute to and support effective monitoring, evaluation, and learning processes and initiatives, and ensure effective data and information management and contribute to regular reporting on activities.
  • Manage/oversee protection cases and ensure referrals are followed-up by relevant staff/organizations/authorities.
  • Ensure regular general Protection monitoring visits to the affected community are conducted to identify protection concerns, ranging from general protection, CP, GBV, as well as HLP and other contextual protection concerns.
  • Prepare all necessary documentation for each activity (including weekly vehicle movement plans, order requests, payment requests, etc.) and for the reconciliation of the money spent during each activity.
  • Create and follow weekly work plans to schedule the team’s program activities.
  • Liaise and build partnerships with community leaders, Local Authority, and other relevant actors to encourage participation in, support for and a better understanding of the Protection programing activities.
  • Ensure all protection staff compliance with security rules and procedures; for example, ensuring relevant documentation and procedures are understood and adhered to by protection staff.
  • Support preparation of donor field visits, and ensure close communication between protection team, Integrated Protection manager and Area manager on the activities and site visits.
  • Support the Protection team leader and Integrated Manager with strengthening data collection tools, in-depth reporting and analyses, monitoring accountability initiatives, protection mainstreaming training tools and delivery, and documenting the impact of DRC presence in the field.
  • Ensure synergy between protection and other DRC sectors at area office level  as well as DRC area programs in the country.
  • Strengthen the team’s capacity through daily supervision, mentoring, and training on identified topics/areas that require support, in collaboration with the Protection team leader and Manager.
  • Performance any other tasks as required for the implementation of protection objectives and activities.

Requirements:

  • A degree in social sciences, Law, or equivalent degree qualifications;
  • At least 3 years’ protection experience, including community-based training experience;
  • Proven technical knowledge of general protection, including GBV, CP, Housing, Land and Property practices, other relevant South Sudan legal aspects, human rights, project cycle management;
  • Experience in project implementation (including budget management);
  • Familiar with rule of law;
  • Understanding of engaging in the cluster system in IDP sites;
  • Ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
  • Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team;
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;
  • Patience and understanding to work with and develop capacity of national staff;
  • Experience delivering programs to tight deadlines;
  • Good computer and IT skills and strong communication and writing skills;
  • Fluency in written and spoken English language, and local language;
  • Ability and willingness to work in remote and isolated location with limited access to services and changing security scenarios;
