Job Title: Protection Officer – Community Based Protection / PM (2 positions)

DRC has been present in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

Overall Purpose of the Role :

Under the direct supervision of the Protection Team Leader, the Protection Officer CBP/PM is responsible for leading and overseeing the implementation of quality community-based protection (CBP) and Protection Monitoring (PM) activities in the assigned area of responsibility. The Protection Officer is expected to develop positive relationships with individual beneficiaries, community mobilizers and focal points and other stakeholders so as to ensure to the efficiency of DRC’s outreach strategy and overall intervention.

Responsibility and Tasks:

On Community Based Protection

With the support of the Protection Team Leader , lead the planning and implementation of programme activities related to community-based protection (CBP & Protection Monitoring activities as well as Psychological First Aid (PFA). To this end, support the Protection Team Leader in producing and updating monthly workplans and implement programme activities accordingly and supervise the protection assistants.
Support in developing tools, forms and SOPs related to CBP and PM, in collaboration with the Protection Team Leader and the Protection Manager. Comply with applicable professional standards related to protection and humanitarian interventions.
Identify capacity-building needs among the protection assistants (CBP/PM) and community stakeholders (including community mobilizers) and facilitate tailored capacity-building sessions accordingly.
Ensure that community mobilizers and focal points represent a diversity of backgrounds, nationalities, abilities, profiles and locations so as to support DRC’s capacity to reach the individuals who are the most in need of protection and assistance.
Contribute to all aspects of the relationship with community mobilizers and focal points including, identification, mobilization, onboarding and capacity-building, contractual and administrative management, coordination on field activities etc.
Develop capacity building plan when need to ensure continues development for the community structures (CBPNs , COVs.. etc) including the development and strengthen the referral pathways internally with DRC
Ensure that individuals in need of protection services and/or assistance, identified through outreach and other activities, are timely and adequately referred to the relevant services. Conduct regular and systematized follow-up of all referred cases to ensure adequate service provision, reassess needs and potentially identify any new trends.
Conduct information dissemination, awareness and capacity-building activities with communities on protection risks, on rights and on available services among others, in safe and suitable locations.
Conduct any other programme activities related to the provision of protection services and assistance as instructed by the Protection Team Leader and the Protection Manager.
Mobilize and build strong rapport with communities through consistent engagement with community-based structures and adhering to dignified, culturally sensitive approaches.
Support community-based structures by facilitating meaningful group dialogue and mentoring participants to self-identify protection concerns that affect their communities
On protection monitoring

Develop a work plan for the implementation of protection monitoring activities within the framework of the project;
Carry out protection monitoring activities according to work plan and allocated budget in accordance with protection standards and the guidance of the protection team leader
Contribute to the review and revision process of protection monitoring tools – FGD, KII, and site observation forms;
Collect protection monitoring data by utilizing Kobo toolbox;
Provide referral service to individuals with a specific need to relevant services including individual protection assistance;
Engage in developing and implementing local advocacy plan and/ or response plan according to the finding of protection monitoring with the leadership of protection team leader;
Conduct community awareness-raising and information dissemination on identified protection risks and prevention and mitigation strategies;
Coordinate the logistics and smooth movement of staff engaged in protection monitoring;
Coordinate with finance, supply chain, administration, and any relevant department to ensure the smooth flow of protection monitoring activities;
Conduct regular monitoring of the level of service provision in the target area and report on findings;
Ensure the adherence to Ethical data collection and data protection and data sharing protocols throughout the protection monitoring process;
Carry out any additional protection activities as assigned from the protection team leader and protection manager
Monitoring and Reporting

Produce quality and accurate reports as well as supporting documentation on CBP, PSS and PFA activities and ensure their timely submission to the Protection Team Leader for review and internal information sharing.
Ensure that both the hard and soft copies of all activity reports are safely archived.
Overall, effectively use the tools and comply with the processes related to monitoring and reporting, including through the use of shared drive and dedicated platforms for information management.
Representation and coordination

Represent DRC and the programme towards a wide range of stakeholders including individual beneficiaries, community mobilizers, community-based structures’ members and focal points. Ensure professional standards and transparent communication in the external representation of the organization so as to build trust and ensure effective collaboration with all concerned stakeholders.
Ensure that all interactions with individual beneficiaries take place in an environment and in a way that respect and promote the individuals’ safety, agency and dignity in accordance with professional standards for protection and humanitarian work.
Experience and technical competencies:

Minimum 2 years of professional experience in the field of humanitarian interventions, social sciences, human rights or community development, preferably with an international humanitarian organization
Proven experience in provision of psychosocial support and community-based protection activities
Excellent interpersonal and problem-solving skills, creativity and flexibility, communication skills
Strong ability to organize work, meet deadlines, maintain composure, work independently, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
Flexibility in working overtime and in challenging environments
Experience working with IDPs as well as refugees, particularly from South Sudan is desirable
Willing to collaborate with and support people from different ethnic groups and different religions
Demonstrated interest in humanitarian work and supporting people effected by conflict and displacement

Education: (include certificates, licenses etc.)

Essential qualification

▪ University Degree in the field of Psychology, Social Sciences, Humanitarian Affairs, International Law, Development or any other related field

Languages: (indicate fluency level)

Fluency in written and spoken English and Arabic.
