Founded in 1933, the International Rescue Committee (IRC)’s mission is to help people whose lives and livelihoods have been shattered by conflict and disaster survive, recover, and reclaim their futures. Since 1996, IRC-DRC has been responding to the humanitarian and development needs of Congolese and refugee populations in the DRC, while working to promote their rights and strengthen their health, safety, economic well-being, education, and decision-making power. Currently, IRC works in the areas of health (including sexual and reproductive health), nutrition, water, sanitation, and hygiene (WASH), child and women’s protection, good governance and conflict management, and economic recovery and development.
As part of the continuity of the “Emergency response in Health and protection for crisis-affected people in the North-East of DRC” project funded by the US State Department and implemented in the provinces of North Kivu and Ituri, IRC intends to continue to respond to the essential health and protection needs of women, girls and children under five, through integrated mobile teams. These teams will be mobilized to support health structures and grassroots community organizations for displaced or returned people in the different areas targeted by the project following the alerts shared by OCHA.
Under the supervision of the project manager, the protection officer is responsible for supervising and supervising the effective and quality implementation of protection interventions (GBV and child protection) in the targeted areas in response to the current humanitarian crisis in North Kivu and Ituri. He/she supervises the proper implementation of protection activities (Child protection and GBV) and ensures that the population in difficult situations (displaced persons, returnees and vulnerable indigenous population) in the intervention area have equitable access to protection services, he/she will strengthen the capacity of community structures on protection and GBV, he/she will work with OCBs, RECOPE and community action groups in prevention and response actions in the field of GBV and child protection and will play a key role in identifying risks and implementing mitigation plans. He/she will support community structures in setting up service mapping and referring cases to care structures. He/she is responsible for ensuring/establishing essential local relationships to enable acceptance and understanding of the intervention by the community and local authorities. The position requires a strong capacity for dedication given the security context in the implementation areas and will be based in the intervention areas of North Kivu and Ituri.
KEY RESPONSIBILITIES
Planning and implementation of child and women protection activities in collaboration with community structures, DiviGender and DIVAS.
- Be responsible for the documentation component and the proper distribution of documents produced at the end of training;
- Support community structures (OCB, RECOPE, GAC) in the planning and implementation of activities to prevent violence against women and girls;
- Actively participate in conducting protection needs assessments and identifying risks relating to the protection of children and women;
- Conduct training and ensure technical strengthening of local actors in protection (child and women protection);
- Develop a capacity building plan for local partners (OCB, RECOPE, GAC), train community structures and monitor its implementation
- Design and/or deliver formal training modules and/or provide trainer support functions for the various sectors
- Support local stakeholders in setting up mechanisms to prevent and respond to violence and abuse against children and women;
- Organize and support workshops on developing child protection risk plans at school level
- Support community mobilization activities through awareness-raising among various community structures (OCB, RECOPE, GAC)
- Ensure that the Minimum Standards on GBV and Child Protection in Humanitarian Action and any other standards relating to the sector of intervention are respected.
Reporting, monitoring, integrated approach
- Plan and conduct field visits to monitor the quality of protection activities on the project and support partners;
- Produce reports on the activities of community structures (OCB, RECOPE, GAC) (weekly, monthly, etc.) and ensure their regular and timely transmission to the Project Manager;
- Contribute to the collection of monitoring data and evaluations with a view to supporting the development of project proposals in the Child and Women’s Protection sector;
- Produce activity reports (weekly, monthly, etc.) with the results achieved as well as good practices and lessons learned from the intervention;
Representation et Communication
- Actively participate, and sometimes in a position of primary responsibility, in representative meetings, in the drafting of reports, minutes and in responding to external requests for information;
- Actively participate in protection coordination forums (CP AoR, GBV AoR, etc.)
- Ensure exchange meetings with other organizations and International Agencies working in the field of protection (GBV and child protection), in order to guarantee the provision of holistic services to survivors
- Directly or in supervision of other staff, ensure the drafting and, if necessary, the restitution of minutes of meetings, whether internal to the program, to the IRC or external.
Integration and Development within the team
- Maintain positive and professional relationships with team members;
- Promote a strong team spirit, provide advice/guidance and technical support with the aim of enabling team members to succeed in their roles.
- Ensure the good quality of integration activities such as discussion groups and awareness-raising;
- Ensure good collaboration with other IRC sectors in this project, particularly the Education sector, and participate in harmonization meetings to ensure good integration between sectors.
Documentation and archiving
- Ensure the proper functioning of the program’s documentation and archiving system, with a view to providing a response capacity in the event of any dispute and to facilitate the capitalization of experience on the process and practices.
Logistics
- Coordinate, by delegation from the project manager, logistical needs, in particular with regard to supplies, vehicles, the organization of meetings, workshops, training and employee schedules (leave, field missions, in particular), in collaboration with the IRC logistics department for the functions for which it is responsible;
- Ensure strict and permanent compliance with safety rules in the organization of field missions and the use of IRC resources (buildings, vehicles, equipment).
Others
- Ensure regular contact with implementing partners, local authorities, community leaders and the community while ensuring their support for the project in order to make improvements to the quality of the response;
- Immediately escalate any issues or incidents to the line supervisor and liaise with community representatives or other stakeholders to ensure the safety of IRC programs.
- Carry out any other tasks requested by the supervisor to ensure the smooth progress of the program.
- Prepare daily/weekly and monthly team movement schedules if necessary, in accordance with current deadlines and submit for approval.

Minimum Qualifications:
- Have at least a Graduate degree in the social sciences or other relevant fields;
- Have proven professional experience of at least 5 years in the humanitarian field or with NGOs;
- Have proven experience of at least 3 years in the protection sector, particularly child protection and GBV, with perfect mastery of prevention and response approaches in this sector.
- Have received training in child protection and GBV;
- Strong capacity in the management and supervision of local partners (community structures;
- Strong planning, organizational and communication skills;
- Be familiar with approaches to supporting adolescent girls in the context of GBV prevention and reducing the use of harmful survival mechanisms among adolescents
- Have experience in socio-economic reintegration and in the field of awareness and community mobilization;
- Have experience in capacity building/training organization and post-training follow-up
- Have a good command of the intervention area and the local languages of the project area;
- Be a good communicator;
- Excellent level of written and oral French and Swahili;
- Have a sense of organization and precision;
- Be able to take initiatives relevant to the program as needed;
- Be available to travel to the areas targeted for services;
- Willingness and ability to work in an unstable environment;
- Ability to work under pressure and live in difficult conditions;
- High resistance to stress and ability to work at a high pace corresponding to emergencies;
- Have acceptable knowledge of computers and more specifically Word, Excel, Power point;
- Have a sense of rigor, be honest, expeditious and respect deadlines.

In order to support women, IRC offers special conditions to women by paying 14 weeks of maternity leave at 100%. Until the child’s first birthday, the mother is entitled to a maximum of two hours per working day for breastfeeding. This rest period is paid and counted as working time. In order to allow female IRC staff who have babies of breastfeeding age to reconcile their family responsibilities with field missions, these staff will be authorized to travel in IRC vehicles with their babies and, if necessary, with an accompanying person.
