Job Summary

POSITION OBJECTIVE

The Provincial coordinator will be responsible for overall coordination of the smooth implementation of the projects and work as a focal point for ESM/GRM and M&E in provincial level making sure that all the agreed mechanisms are applied throughout the implementation of the project. Under the direct supervision of the Regional Engineering Manager, he/she will take over the following responsibilities.

Duties & Responsibilities

JOB DUTIES AND RESPONSIBILITIES

• To collaborate with the ESM and GRM coordinator at AKF-NPO ensuring a comprehensive understanding, maintaining, and timely facilitation of ESM and GRM mechanisms, including reporting formats, manuals, and guidelines at the provincial and district levels.

• To maintain a robust monitoring system that helps oversee the entire ESM, GRM, and M&E processes, which can regularly assess the progress performance of each aspect of the project.

• To ensure that all district engineers understand quality assurance & quality control (QA&QC) aspects of the project, maintain the records of approvals for works completed by contractors, and accurately reflected in progress reports.

• To develop and communicate formats for daily, weekly, and monthly progress reporting, ensure the reporting standards are aligned with key performance indicators, and outline the essential information/data to be captured and recorded.

• To develop detailed work plan for individual projects aligned to the project goals and timelines that outlines specific milestones; survey, design, and implementation and make sure assessing the deviations against the plan.

• To engage and maintain good relationship with stakeholders such as government departments, local communities, TPMA, and NPO/PIU for successful implementation of the project.

• To ensure that community concern and feedback are incorporated in project plan, design and implementation and ensuring local expectations/recommendations are managed or adhered to the project.

• To effectively manage conflicts or disputes arising from the implementation of the project and finding responsive solutions and maintain a sound working environment.

• To identify potential risk and plan mitigation measures ensuring project(s) health and successful completion in accordance with procedures and standards.

• To maintain the reporting mechanism during the life cycle of project and keeping stakeholders informed about project progress, milestones, and changes.

• To understand and respect the social, cultural, and geographical sensitivities of project location, and diverse background of stakeholders, especially communities for better understanding and coordination.

• To support project staff, local partners, stakeholders and providing trainings to enhance their capacity to participate and actively contribute to the project.

• To carry out the responsibilities of the role in a way which reflects AKF (Afg)’s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.

• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

Job Requirements

JOB SPECIFICATION

• University degree in environmental engineering, civil engineering, water resources management social science, or a related field.

• At least 5 years’ experience in projects implementation, environmental and social management, Monitoring and Evaluation field in reputed organizations such as UN, INGOs and Government. Having sufficient knowledge in community water supply projects.

• Knowledge of ESM/GRM standards, methods, procedures, and policies of the WB and NEPA.

• Experience with social development infrastructure works programs or rural development programs will be an advantage. Experience in project management and/or staff supervision would be an advantage.

• Willingness to work in the field at the community level and specific experience facilitating dialogue with community groups.

• Knowledge of Monitoring and evaluation methods and procedures.

• Good in English, and fluent in local languages.

REQUIRED CORE COMPETENCIES

• Excellent analytical, problem-solving, and decision-making skills.

• Very good knowledge and experience in conflict resolution and problem solving in community-driven development contexts.

• Strong communication and interpersonal skills to effectively collaborate with stakeholders and team members.

• Knowledge and ability to apply computer applications to include MS Word, Excel, PowerPoint, and Outlook.

• Familiarity with communities, CDCs, DDAs and CSO will be required.

• Able to work independently and manage multiple tasks simultaneously.
