The Organization for Sustainable Development and Research of Afghanistan (OSDRA) is a non-profit, non-governmental organization registered with the Ministry of Economy in Afghanistan.  OSDRA’s primary goal is to promote sustainable development, enhance youth’s working ability and capacity, foster economic and social development in Afghanistan, and contribute to the country’s de-mining efforts.

Job Description:

Rays of Hope – community engagement and demand generation for polio vaccine through listening club. The project will cover 19 provinces in Afghanistan. The “Rays of Hope” listening club will be conducted in the East region (Nangarhar, Laghman, Kunar, and Nuristan), Southeast (Paktika, Paktika, Ghazni, Khost), South (Kandahar, Helmand, Zabul, Urozgan), North & northeast (Kunduz, Balkh, Baghlan, Takhar), West (Herat, Farah), Central (Kabul) within 175 districts. There will be 10 listening clubs in each district.

The target population is 1740 influencers to reach 34800 caregivers caring for 780,000 children under the age of five who are at high risk of being paralyzed due to the Polio virus in the country.

Job Summary:

The Provincial M&E Officer will play a critical role in ensuring effective monitoring and evaluation of the Rays of Hope project, which aims to engage communities and combat polio through comprehensive awareness and mobilization activities. The incumbent will be responsible for implementing M&E systems, collecting data, conducting analysis, and providing timely and accurate reports to inform project decision-making and improve program effectiveness.

Key Responsibilities:

  1. M&E Framework Development:
    • Collaborate with project lead assistant to design and develop a robust M&E framework specific to the Polio Awareness component of the Solar Radio Club project.
  2. Data Collection and Analysis:
    • Support the project lead’s assistant in developing data collection tools and methodologies for monitoring Polio Awareness activities, including radio Rays of hope listening club project, community engagement, and awareness campaigns.
    • Regularly collect and compile relevant data on monthly basis, ensuring its accuracy and completeness.
    • Ensure the quality and consistency of data collected through routine data verification and validation exercises.
    • Conduct periodic field visits to :
  • verify data correctness received from the field,
  • support the field team on the quality improvement of data collection reporting and cleaning.
  • Support the field team to improve the quality of discussion in listening clubs.
  • Report to the team leader and coordinator of his/her field visit finding.
  1. Reporting:
    • Prepare timely and accurate M&E reports for project stakeholders, including donors, project team lead, to the team lead’s assistant, and partners if needed.
    • Present findings and recommendations to inform project decision-making and improvements.
    • Provide feedback to the field on the data received, compiled, and on the reported data quality, and timely reception of data.
  2. Feedback and Learning:
    • Facilitate feedback mechanisms for beneficiaries and communities to contribute their insights and suggestions for program improvement.
    • Support a culture of learning within the project by sharing lessons learned and best practices.

Job Requirements:

Qualifications Experience:

  • Bachelor’s degree in a relevant field (e.g., BBA, Communication, Community Development, International Development).
  • Two years of relevant professional work experience. Fieldwork experience with relevant projects.
  • Experience in knowledge management.
  • Experience in managing community-based projects, particularly in rural or underserved areas.
  • Familiarity with radio broadcasting and community engagement.
  • Experience in
  • community-based health and nutrition projects, mother and child health are an asset.

Skills and Competencies:

  • Strong project management skills, including planning and execution.
  • Excellent communication and interpersonal skills in local languages.

Languages:

  • Fluency in Pashtu and Dari is needed and knowledges of English language is an asset.
