Job Summary
Overview of the Program and Position
The World Health Organization’s (WHO) Health Emergency Programme in Afghanistan has broadened its approach to integrate initiatives aimed at preventing and addressing Sexual Exploitation, Abuse, and Harassment (SEAH) within the emergency health response framework. This is particularly crucial given the ongoing high risk of SEAH due to the prevailing context and the extended involvement of various partners in vulnerable communities.
WHO has zero tolerance towards sexual misconduct and inaction against sexual misconduct, and for any form of retaliation against those who report, or participate in an investigation of, allegations of sexual misconduct. Sexual misconduct is an abuse of the trust and confidence placed in WHO, its staff and collaborators, and it disregards the human rights, values, and principles for which WHO stands for. The rights and protection of those who experience sexual misconduct are central to the Organization’s prevention and response to sexual misconduct. Sexual misconduct encompasses all behavior characterized as sexual exploitation, sexual abuse, and sexual harassment.
PRSEAH Program Assistant will be under the direct supervision of the PRSEAH Coordinator, and with overall guidance of the PRSEAH team, the Program Assistant provides operational and administrative assistance to the PRSEAH Program, he/she performs a variety of administrative, coordination and logistical services in support of the operations of the PRSEAH Program and assists with information management.
Duties & Responsibilities
Program Support
- Assists in the coordination of programme/project planning and preparation of annual workplans.
- Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics/ issues.
- Participates in the preparation of annual and quarterly project workplans and arranges for relevant work planning meetings within the office and with counterparts.
- Facilitates preparation of project review meetings, drafts minutes of meetings and provides any other necessary logistical support to such activities.
- Undertakes monitoring visits to project sites, when required,
Operational and Administrative Support
- Follow up on the facilitation of PRSEAH program activities
- Liaises with PRSEAH Taskforce members as required for sharing plans, reports, and visibility issues
- Ensure that all official documents are prepared and kept in the project files for retrieval and archiving.
- Facilitates project activities, or relevant missions, by arranging meeting schedules, coordinating logistical support, collecting reference documents, and maintaining records.
- Prepares necessary documentation, minutes of meetings and notes to file for relevant transactions (e.g. grant agreements, services contracts);
- Ensures facilitation of knowledge‐sharing between programme and operations clusters.
- Drafts routine project related correspondence.
- Provides information to missions, visitors and other counterparts requesting.
- Perform any other duties as may be assigned by the Supervisor,
Financial support
- Prepares budget revisions based on approved work plans and justifications, and monitors project budgetary commitments.
- Generates the required financial reports in a timely manner.
- Checks and examines various project financial reports for accuracy and consistency against approved budgets.
Travel and Events Management
- Maintains and regularly updates travel plans / field visits plan including liaising with field Offices.
- Responsible for formatting, distribution and filing of trip requests.
- Liaises with relevant team members and coordinates logistical arrangements for PRSEAH workshops that take place in different areas.

Education/Experience /Language Requirements
Education
Essential:
- Completed Secondary Level Education required.
Desirable:
- Bachelor’s degree in public health, public administration, or any other relevant field.
Experience
Essential:
- Minimum three (3) years of relevant experience.
- Knowledge of results-based management, asset and financial management.
- Good writing and communication skills.
Desirable:
- Experience in social sector/programme development would be an asset.
- Working experience with UN and/or other international organizations.
