In 2003, the United Nations Secretary-General issued a Bulletin on “Special measures for protection from sexual exploitation and sexual abuse” (ST/SGB/2003/13) (“the Bulletin”). To support the system-wide implementation of the zero-tolerance policy, the Director-General has decided to adopt the standards of conduct and provisions on PSEA set by the Bulletin, adjusted as necessary, to be applied by WDIO personnel, as follows.
Job Description:
Job Summary
The PSEA/ Gender Officer will implement and oversee PSEA programs and policies within WDIO. The PSEA/ Gender Officer will collaborate with various departments, partners, and stakeholders to promote an inclusive and equitable environment. The PSEA/ Gender Officer is responsible for coordinating the PSEA program. This includes quality control, reporting, analysis, and policy setting, as well as overseeing and supporting the collective PSEA activities. The objective of this role is to prevent sexual exploitation and abuse in all parts of the program operations and support, and to train staff on PSEA and the code of conduct, conduct PSEA risk assessments, and ensure the implementation of the PSEA work plan.
Main duties and responsibilities:
- Implement SEA prevention, risk mitigation, and response measures.
- Collecting and analyzing, and processing complaints
- Support the network to develop a collective communication strategy to raise awareness on key PSEA messages.
- Support organizations to follow good practices in PSEA implementation toward collective achievements.
- Demonstrated analytical planning and monitoring skills for the gender related issues.
- Review project gender equality outcome results, achievements against indicator targets with a view to strengthening reporting, planning, implementation as well as decision-making.
- Keep up-to-date project gender related data and reports for reference by the program team as well as other stakeholders.
- Establish and/or strengthen internal investigation protocols.
- Engage and coordinate with clusters/sectors to ensure PSEA mainstreaming.
- Support the organization and/or network to draft Standard Operating Procedures (SOPs).
- Regularly report to the line manager on developments and challenges in PSEA in-country to ensure continued engagement and address gaps in PSEA implementation.
- Develop and implement gender strategies and initiatives in line with the organization’s goals.
- Conduct gender analysis and assessments in relevant programs/projects.
- Advise and support teams on PSEA/ gender-related matters, including policy development, training, and awareness raising.
- Conduct regular capacity-building sessions on PSEA/ gender issues for staff and partners.
- Prepare reports and documents to track gender-related results, challenges, and opportunities.
- Set priorities and develop and implement a clear and comprehensive action plan for PSEA/gender activities;
- Conduct monitoring visits in coordination with the M&E department to identify projects to ensure that PSEA/ Gender commitments are understood and followed.
- Review and analyze gender dimensions in the narrative of progress and final reports
- Develop bi-weekly, monthly, and quarterly reports on gender department activities.
- Any other task assigned by the supervisor.

- Bachelor’s degree in Gender Studies, Social Sciences, International Relations, or a related field.
- At least 3 years of proven experience in the field.
- Strong communication skills,
- Fluent in English, Pashto, and Dari with excellent speaking and writing skills,
- Proficient computing skills – word processing, spreadsheet design, and presentations.
- Efficiency, result-oriented, and excellent management capabilities,
- PSEA/ Gender-related policies and documents understanding
- Skills related to the PSEA Officer position
- Ability to solve problems and conflicts.
- Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues responsibly and maturely,
- Sufficient knowledge about PSEA/ Child Protection and Safeguarding
- Excellent capacity development and teamwork skills, cross-cultural and gender sensitivity,
- Respect the confidentiality of the organization,
- Ability to use information technology effectively.
