The project “Strengthening and monitoring innovation and improvement actions in the penal and socio-educational systems, in line with national and international human rights principles and guidelines” aims to develop innovative methodologies and actions focused on reestablishing the regular and adequate functioning of the prison and socio-educational system and producing subsidies to strengthen the monitoring and oversight of official interventions on these systems, in line with national and international human rights principles and guidelines. In particular, the project will work to equip the CNJ to: (i) promote the development of the mandates and capacities (constitutional, conventional, and legal) of the Judiciary to overcome bottlenecks and obstacles that hinder individual performance and improve collective action by judges in the penal and socio-educational systems, notably to protect the positions of the most vulnerable populations; and (ii) work to ensure full and complete compliance with the decision (on the merits) handed down by the Supreme Federal Court in ADPF 347, which consolidated the understanding that Brazilian prisons are unconstitutional and implemented the Just Sentence Plan, formulated jointly by the CNJ and the Ministry of Justice and Public Security, with the collaboration of other sectors of public power and popular participation, and state and district plans, all aimed at overcoming a framework of structural disorders and massive and systematic violations of fundamental rights, which prevent the implementation of the grammar and programs of present principles. in the Federal Constitution, in International Human Rights Treaties and in ordinary legislation.

To achieve these objectives, the project will be organized into 6 axes, which correspond to the intermediate results expected for the project:

  1. Implementation, strengthening and monitoring/evaluation of actions that ensure the regular functioning of the penal system.
  2. Implementation, strengthening and monitoring/evaluation of actions that guarantee the regular functioning of the socio-educational system.
  3. Improvement and quantitative and qualitative increase in the collection and production of data from the penal and socio-educational systems.
  4. Improvement, strengthening and monitoring of care strategies for the most vulnerable populations in interface with the penal and socio-educational systems.
  5. Technical assistance to the CNJ for advocacy with the 1st and 2nd degree judiciary, through the creation of awareness and communication channels, dissemination of content, education, training, interaction strategies, dialogue and other actions that allow better instrumentation of the range of action options of Brazilian judges, enabling them to act more comprehensively towards the population and its inequalities.
  6. Efficient project management and knowledge management carried out.

This contract is part of Axis 3 described above in the Systems and Data area to serve the Information Technology center, considering the need to qualify information from the criminal and penal justice systems, as well as the execution of socio-educational measures of the CNJ, which have a transversal impact on the actions implemented by the Doing Justice Program, adding to the related actions that are already underway for the two systems developed directly by the program (SEEU and Socio-Educational Platform). After four years of implementing the Program’s first-phase initiatives, it became clear that there was a need to improve the routines for filling out, analyzing, and systematizing data from the computerized systems managed by the CNJ (National Council of Justice) operating in the penal and socio-educational cycles. This included, among others, the system that records custody hearing information (SISTAC), the database that records court orders related to arrest warrants, release warrants, and penal measures (BNMP), the registry of prison inspections (CNIEP), and the registry of socio-educational detention (CNIUPS). This effort will enable the purification and systematization of better information for the implementation of judicial policies in these areas, contributing to initiatives within the Thematic Axes. It will also support the use of new technologies that contribute to improving the quality of information and the monitoring of public penal policies under the CNJ’s responsibility.

The key results expected for this position aim to ensure quality, efficiency and effectiveness in the implementation of the project, in line with the agreed goals and the priorities of the CNJ.

The project is currently valid until October 31, 2027.

Duties and responsibilities

The Quality Assurance (QA) Analyst will be responsible for, under the supervision of the Axis 3 technical coordinator and the Information Technology Specialist, providing technical quality analysis support throughout the planning, implementation, and monitoring phases of systems development, helping to ensure compliance with the established schedule and ensuring the quality of deliverables. This professional will also work closely with the CNJ and UNDP teams. To achieve this objective, the following activities are planned:

1. Requirements Analysis and Quality Assurance

a. Analyze functional and technical requirements.
b. Verify that the systems comply with the specified requirements.
c. Ensure that the developed applications function correctly.
2. Test Planning and Execution

a. Develop test plans, strategies, cases, and scripts.
b. Perform manual and automated tests.
c. Collect evidence, identify, and record bugs.
d. Monitor fixes, perform revalidations, and validate deliveries.
e. Monitor quality indicators.
3. Collaboration with the Development Team

a. Work with developers, analysts, and other team members.
b. Help prevent development errors.
c. Document test results.
d. Support continuous process improvement.
4. Failure and Risk Prevention

a. Identify system failures and risks early.
b. Prevent critical bugs before deployment.
c. Ensure deliveries with quality, performance, security, and scalability.
5. Technical Analysis of Features

a. Evaluate features with a focus on testability.
b. Ensure coverage of critical scenarios in testing.
c. Contribute to the robustness and maintainability of the system.
6. Compliance with Standards and Regulations

a. Ensure compliance with CNJ’s internal and regulatory standards.
b. Promote quality from technical and institutional perspectives.
7. Participation in Team Activities

a. Participate in agile meetings and ceremonies.
b. Interact with managers and partners.
c. Apply best practices defined by IT teams.
The holder performs other functions within his/her functional profile that he/she considers necessary for the proper functioning of the Project.
Institutional Arrangement

The Quality Assurance (QA) Analyst will join the team in Axis 3 of the Project and will be subject to the direct supervision of the Axis Coordinator.

Required skills and experience

Minimum education requirements:

  • Advanced University Degree (Master’s or equivalent) in the areas of Information Technology (Computer Science, Software Engineering, Information Systems, Systems Analysis and Development, Business Analysis, Requirements Analysis) or related fields is required, or
  • Higher Education (Bachelor’s Degree) in related and related areas combined with 2 (two) additional years of qualified experience will be duly considered in replacement of the advanced University Diploma.

Minimum years of relevant professional experience:

  • Candidates with an advanced degree (Master’s or equivalent) in a relevant field do not require professional experience. Candidates with a Bachelor’s degree must have at least two (2) years of experience in the Information Technology field.

Desired skills, in addition to the skills covered in the Skills section:

  • Experience in creating and executing test plans and scripts. 
  • Experience in developing functional tests, such as Black Box Testing, Regression Testing, Acceptance Testing, and non-functional tests, including Performance Testing, Load Testing, Security Testing and accessibility testing (a11y). 
  • Knowledge of Test Management Tools, such as TestRail, Zephyr, qTest; Version Control with Git, GitHub, GitLab and use of CI/CD pipelines with Jenkins, GitHub Actions, GitLab CI/CD and Azure DevOps. 
  • Experience in developing automated tests, including web and mobile test automation with tools such as Selenium, Cypress, and Playwright, mobile testing with Appium, XCUITest, and Espresso, use of iOS and Android simulators/emulators (Xcode Simulator, Android Emulator), API testing with Postman, RestAssured, and Insomnia, and backend testing with PHPUnit and Pest.]
  • Experience testing applications with offline behavior, such as Progressive Web Apps (PWA), using resources such as Service Workers, IndexedDB, and caching.
  • Experience with API testing, including creating automated tests for RESTful APIs using tools such as Postman, RestAssured, and Insomnia.
  • Knowledge of authentication flows such as OAuth2, OpenID Connect, JWT authentication, and integration with providers such as Keycloak. 
  • Experience with public, legal, healthcare, or government service and policy-related applications, with attention to security, accessibility, privacy, and user experience.
  • Experience in environments that use Agile Methodologies, such as Scrum, Kanban and BDD (Behavior Driven Development), with a focus on continuous collaboration, iterative deliveries and behavior-driven testing. 
  • General knowledge of UX, including usability and accessibility testing.
  • Knowledge of Methodologies and Processes, such as Software Life Cycle (SDLC) and Test Life Cycle (STLC). 

 

Required languages:

  • Fluency in Portuguese is required.
  • Basic knowledge of English
