Overview of positionThe QM Officer will oversee all aspects of mine action activities for MAPA humanitarian mine action within the designated region. Responsibilities include providing technical support to Implementing Partners (IPs) and DMAC on the coordination, planning, implementation, and quality management of mine action activities on regional level. The QM Officer will work under the direct supervision of the QM Manager and will collaborate with other MATC departments as necessary, depending on the relevance of their functions.
Role objectivesThe responsibilities of the Quality Management Officer will include but are not
limited to:
Assist the QM Manager in the planning, monitoring, and QA/QC of all MAPA mine action humanitarian activities in the region.
Prepare the regional monthly QA and QC plan.
Conduct Quality Assurance (QA) monitoring on mine action projects/teams in the region.
Conduct Quality Control (QC) inspection on cleared land whenever needed.
Ensure mine action activities are conducted in accordance with national mine action standards, SOPs and project contracts/work plan.
Make sure MAPA humanitarian IPs resources are utilized as effectively and efficiently as possible.
Represent the MATC office at the regional level.
Check and verify IPs monthly progress and field reports (Land release, EORE, VA) and sent to OPS department for further process.
Conduct regional level operations coordination, ad hac and TWG meetings. Conduct pre plan and confirmation assessment on recorded and newly reported hazards to ensure their validity and accessibility.
Track the IPs mine action projects productivity/progress against the plan and using IMSMA analysing tools.
Provide technical support to Mine Action resources in line with Humanitarian priorities
Provide technical recommendations to MATC via the QM Manager for continual improvement of mine action operations.
Provide reports on mine action operations to the MATC and stakeholders while needed.
Investigate demining and mine accidents in full coordination with National Authority
Ensure mine action requests are responded on timely manner.
Attend meetings with other agencies while required.
Provide effective technical support to the IPs to make sure safe, effective, and efficient mine action operations are delivered
Ensure mine action documents are maintained properly.
Provide technical recommendations/suggestions to the QM Manager in accordance with the observations made during the QA/QC process, including but not limited to, effective implementation of AMAS/SWP and training needs;
Ensures the completed tasks belonging to the specific projects are properly handed over to the end users and the required procedures are met.
Conduct regular analysis of External and internal QA/QC output, using the IMSMA data.
Carry out any additional tasks directed by the QM manager and MATC departments.
Qualifications Required
Bachelor’s degree with two (02) years of experience in related fields.
High School with at least 5 years of mine action experience.
Experience in mine action field operation and proven knowledge in mine action Quality/management.
Thorough knowledge of Quality Management.
Demining and Quality management courses.
Fluency skills in speaking, reading and writing of English,
Fluency in speaking, reading and writing of Pashto & Dari is required

Further informationThe applicant must be proficient in Microsoft Office packages (Excel, Word, PowerPoint) and possess cross‐functional team management, business writing, communication and presentation skills.
Project management and Quality management course.
Certification in EOD level 3 is desirable.
