Result 2: Strengthen UNEP’s data-driven and results-based management through analysis of fragmented organizational data sources. Result 3: Strengthen UNEP’s Quarterly Business Review (QBR) Data Mart system as part of, and UNEP’s Enterprise Data Platform (EDP). Result 4: Participate in UNEP’s technical enterprise solutions. Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. UNEP’s Policy and Programme Division performs strategic planning, coordination, and monitoring of UNEP’s programmes and coordinates UNEP’s engagement with the broader UN system and global processes The United Nations Secretary-General set out a vision of an organization that is field-focused, integrated across pillars, nimble, decentralized, multilingual, transparent, and accountable. The United Nations Environment Programme (UNEP) commits to using risk information for strategic decision-making, using evaluation to better inform programme planning and performance reporting, promoting operational integration, being accountable for performance, and escalating problems or opportunities to improve performance to relevant departments or offices. The Quarterly Business Review (QBR) process is UNEP’s programme performance monitoring and reporting system that commits to strengthen performance monitoring and reporting and corporate accountability vis-à-vis evolving business needs and requirements. The UNEP Quarterly Business Review (QBR) process allows for timely stocktaking and review of the organizational performance through quarterly deliberations with the full UNEP Senior Management Team (SMT) and follow-up on its findings, conclusions, and recommendations. Under the direct supervision of the Lead of the Data Engineering Officer in the Enterprise Solutions Section (ESS) of the Corporate Services Division (CSD), and the overall substantive guidance of the Programme Management Officer in the Performance Monitoring and Reporting Unit (PMRU) of the Policy and Programme Division (PPD), the Individual Contractor will be actively taking part in delivering the UNEP Quarterly Business Review (QBR) reports and associated systems. A. Strengthen UNEP’s timely stocktaking and review of organizational performance and follow-up on its findings, conclusions, and recommendations. 1. Research, review, and document UNEP’s existing performance reporting and monitoring requirements documentation and supporting reference documentation. 2. Document and review new performance reporting and monitoring requirements, research on both UNEP and Secretariat-wide guidance, policies, procedures, and best practices governing the reporting requirements. 3. Research and analyze exiting and new performance monitoring and reporting requirements and make recommendations on possible approaches to report the data to the QBR Secretariat through the Policy and Programme Director, highlighting any considerations and risks associated with the recommendation(s). 4. Jointly prepare a summary of findings, conclusions, and recommendations for UNEP’s Senior Management Team’s consideration each quarter and ensure the SMT is accurately informed of areas of associated risks and/or poor performance. 5. Participate as an active member of the QBR Secretariat as technical lead, offering expertise on the implementation of QBR, interpreting business requirements into technical requirements, ensure the implementation of technical requirements, and participate in relevant policy discussions that influence the technical implementation of the QBR process. B. Strengthen UNEP’s data-driven and results-based management through analysis of fragmented organizational data sources. 1. Review organizational datasets, supporting documentation and any other relevant material that contribute to organizational performance related to the QBR performance monitoring and reporting. 2. Maintain close interaction with the subject matter experts for each of the identified organizational datasets to ensure the QBR analysis, findings, conclusions, and recommendations are in line with current policies, procedures, and best practices. 3. Design, develop and implement statistical concepts, definitions, and classifications of the identified organizational datasets, and implement prototypes from QBR technical requirements that respond to the business requirements. 4. Participate in drafting policy recommendations, memos, reports, and any other documents relevant to the Quarterly Business Review process. C. Strengthen UNEP’s Quarterly Business Review (QBR) Data Mart as part of UNEP’s Enterprise Data Platform (EDP). 1. Lead the design, implementation, management, and maintenance of data processes that ensure the sourcing, extraction, manipulation, storage, and access of the QBR Data Mart, and its’ integration with UNEP’s Enterprise Data Warehouse, also part of the UNEP EDP. 2. Lead the design, implementation, management, and maintenance of the QBR Data Mart and associates systems to ensure availability of the reports via authorized dissemination channels including via PDF, web application and BI tools. 3. Lead the design, implementation, and maintenance of reports that include graphics that are in line with UN’s design guidelines and standards and make use of visual graphics that accurately sum up reports through the use of dashboards. 4. Manage data governance and data quality processes and procedures related to the QBR organizational datasets and the information system. 5. Recommend, implement, and maintain technical tools required to support the QBR Data Mart, as well as suggestions on the continuous improvement of the overall UNEP EDP architecture and processes. 6. Ensure maintenance of up-to-date technical documentation of QBR. D. Participate in UNEP’s technical enterprise solutions. 1. Support UNEP’s Enterprise Solutions Section (ESS) Data Engineering Team in the design, implementation, management, and maintenance of UNEP’s EDP. 2. Support UNEP in reviewing global data information systems, conduct risk analysis as necessary such as during data or system migrations, and prepare recommendations for the ESS Data Engineering Team Lead, ESS Chief, and any other relevant personnel. 3. Support the timely and accurate collection of organizational datasets through automations, and coordinate data management activities including, data encoding, storage, processing, analysis, and documentation. 4. Support data quality assurance processes for the organizational datasets, flag any anomalies and report the anomalies to the directly responsible individuals and/or office. E. Support, Knowledge Sharing, and Knowledge Acquisition. 1. Develop and maintain training material for UNEP’s personnel on the Quarterly Business Review system. 2. Conduct trainings, workshops and calls to build capacity of UNEP’s Quarterly Business Review focal points, and other personnel to enhance their knowledge and compliance to the QBR’s key performance indicators and methodologies. 3. Keep current with developments in data analytics and technology in the UN context and in the industry in general. 4. Supervise and mentor junior team members of the QBR team as required.
Qualifications/special skills
High school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience. Advanced university degree (Master’s degree or equivalent) in Computer Science, Statistics, Data Management, Information Systems, Information Science or a related quantitative field is desirable. At least 5 years’ experience in web application analysis, design, and development making use of front-end, back-end and database languages. Experience in data integration (e.g. flat files, APIs and others) and DevOps tools (e.g. Git, Jenkins and others) is Required. High proficiency programming with at least 2 Back-End web development languages (e.g. PHP, ASP, C#, Python and others). Experience with MVC frameworks is desirable. High proficiency programming with at least 2 web development relational database management systems (e.g. MySQL, PostgreSQL, Microsoft SQL Server, Oracle and others). Experience with working with data integration (e.g. flat files and APIs) and PaaS (e.g. Microsoft Azure, Heroku and others) is desirable. High proficiency programming with Front-End web development languages (HTML, CSS, JavaScript). Experience with front-end frameworks and libraries (e.g. Bootstrap, JSON, jQuery and others) and is desirable. Experience working with self-service analytics applications (e.g. Microsoft PowerBI, Tableau, Qlik and others) is desirable. Experience supporting cross-functional teams and collaborating with stakeholders in support of analytics initiatives is required. Experience working with multi-cultural teams is desirable

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
