South Sudan is going through a crisis following an armed conflict that erupted in December 2013 and flared in July 2016. The conflict has resulted in focusing external assistance to South Sudan on humanitarian relief, with little attention to ongoing early recovery, stabilization and development work. In this context, The Country Office’s success in its delivery of UNDP programmes is dependent on ensuring an adequate security framework is in place.

In addition to call for a stronger UNDP presence, the Government counterparts have requested UNDP to provide technical advisory support to the states, UNDP Management has agreed an incremental approach to strengthening UNDP field presence and work towards establishing fully fledged field offices.

The Host Government has primary responsibility for the security and protection of personnel employed by United Nations Security Management System organizations, their eligible family members, and property. The Country Office security team, in collaboration with UNDP Security Office and regional security staff, reinforces and supplements the capacity of the Host Government where needed to enable ongoing delivery of UNDP programmes, particularly in insecure and unstable environments. Specifically, the security team ensures the integration and mainstreaming of security risk management into Country Office operations, including incorporation of security considerations into the design, implementation, monitoring and evaluation of all country office projects and programmes.

The Radio Operator will work under the overall supervision of the UNDP Field Security Specialist and will receive daily guidance from the UNDP Field Security Associate.

Duties and Responsibilities
Manage and man the Radio Room daily and ensure that all communications and advisories are transmitted to all UNDP Staff.
Prepare, update, and provide accurate and timely passage of emergency information to all staff through radio broadcast as instructed by the Field Security Associate.
Track all staff movement on field missions and during crisis. Submit tracking reports to the Field Security Associate
Regularly Update UNDP staff call signs and DMR Identification Numbers. Distribute, in a timely manner, updated lists to all staff.
Compile and submit to the /vehicle ur89VHF radio requirements to the field security Associate.
Maintain an updated list of all UNDP staff Zone Wardens at all times.
Conduct weekly radio checks for all UNDP staff and on other occasions as advised by the Field Security Associate. Compile and submit all radio check reports in a timely manner.
Train all UNDP staff, with the support of the Field Security Associate, excellent radio communication protocols, procedures, discipline, radio traffic and ethics.
Co-ordinate with other UN agencies working in the field to maximize possibilities of inter-agency collaboration in the field of telecommunications.
Assist the Field Security Associate to teach and enforce excellent voice communication procedures, discipline, radio traffic and ethics.

Required Skills and Experience

Education:
High school diploma or above
Certificate in Radio Operators or equivalent.
Technical knowledge and supplemental courses on computer networks would be a bonus.
Experience:
Minimum 2-4 years of experience in the relevant field
Knowledge of the operation of HF and VHF radio voice systems, HF and VHF data and Email systems, Satellite phones and faxes
Knowledge in MS Office, Internet, Email software and Microsoft Exchange.
Experience in UN/NGO radio room management/operation is desirable.
Good coordination and control skills to act swiftly and adequately in case of emergencies, accidents or any.
Proficiency in spoken and written English is required and knowledge in Arabic will be an advantage.
